I fear that the USA and the West in general are suffocating under reams of rules, regulations, paperwork and bureaucracy, which makes it almost impossible to act promptly. It simply isn't possible to load weapons from stores onto the available planes and fly them to Poland or Ukraine without going through layers and layers of authorisations, requistion forms and approvals.
