Moldova gets a mention, btw. And then tell them to note the date of publication - 2004...

And the USAF has been trying to get those A-10's off their books for a long time. I might think the F-16 to be less useful in ground attack and more to counter Russian air but they seem not to use their air given forces with Stinger missiles. I might expect the F-16 harder to train OTOH the A-10 might be hard to maintain - really old now.
