According to the article, Russian partisans who claim that they’re cooperating with Ukraine briefly took control of a village in Bryansk Oblast, north of the border with Ukraine. A group called “The Russian Volunteer Corps” claimed responsibility.
“Putin is the West’s Target in the Ukraine War”/Holman Jenkins, Wall St. Journal

“After a year of war, despite accusations to the contrary, the West actually has a strategy: It’s focused on making Mr. Putin own the failure of his war until the temperature in Moscow becomes too hot for him and his allies and they change course.”
“Missing is only a Western propaganda campaign aimed at the Russian people, though it might be hard to improve on what the Russians can see with their own eyes. One way the U.S. might help: It has largely kept silent on the 1999 Russian apartment block bombings that the little-known Mr. Putin used to propel himself to the presidency, which killed nearly 300 Russians, many of them elderly, in their beds.”
“Attributed to Chechen terrorists at the time, the evidence is overwhelming that the attacks were carried out by Mr. Putin’s own security services. The U.S. has never made its own intelligence findings known. Now might be the time.” In addition, it is also likely that the West has a trove of information on Putin’s finances.

I agree – the U.S. needs to do everything it can to undermine Putin’s position at home.
News From the Battlefield
“Reporting From Ukraine” covers the recent Ukrainian drone attack on Russian territory, including oil refineries, communications towers, and airfields. As much as anything, this has become a battle of electronic warfare. Reporting From Ukraine states that Russia has improved its countermeasure, so Ukrainian responses must respond with more complex tactics.
Biden Challenged by Softening Public Support For Arming Ukraine/NY Times
The article says that the U.S. might blow through the entire Fiscal Year 2023 appropriation for Ukraine as early as this July, forcing the Biden Administration to go to Congress for a supplemental appropriation that would cover the balance of Fiscal Year 2023, that ends on Sept. 30th. Pres. Zelenskyy is worried enough that he’s trying to arrange a call with House Speaker Kevin McCarthy. As a result of the deal that made him the Speaker, McCarthy has some limitations on his ability to bring spending legislation to the House Floor.
Adding F-16s might come close to exhausting the current appropriation. It is likely that Ukraine could use the Lend-Lease Act, subject to U.S. authorization, but the Act expires at the end of this Fiscal Year.
Personally, on the weapon’s side, I’d rather see the money spent on more Bradley & Stryker infantry fighting vehicles, longer range missiles like ATACMS, and more ammunition, than on F-16s. In the famous battle of 73Easting, more Iraqi T-72 tanks were destroyed by Bradleys than by Abrams tanks. These items are all necessary and sufficient conditions for Ukraine if it is to successfully prosecute a spring offensive. The F-16s are neither.
Compounding Speaker McCarthy’s problem is that Rep. Marjorie Taylor Greene, a vocal opponent of military assistance to Ukraine, has become a key McCarthy ally. Would she consider a decision by McCarthy to bring a Ukraine supplemental to the House Floor as a betrayal, to the extent that she might try to remove McCarthy as Speaker? It is now much easier for one Member to introduce a motion to remove the Speaker.
The article does say that the Chairs of the major House committees, all Republicans, continue to support Ukraine. Rep. Michael McCaul (R-Tx) is the Chair of the House Foreign Affairs Committee. The day after Pres. Biden was in Kyiv, McCaul led a delegation of House Members to show their support for Ukraine.
In the meantime, Pres. Biden keeps stating that the U.S. will support Ukraine “for as long as it takes.” The article states that many Republicans, and even some Democrats, mostly Progressive Democrats, are starting to ask how long is “as long as it takes?” They’re looking at the Biden Administration slow walking weapons deliveries as a factor in increasing “as long as it takes,” and arguing that the Administration should give Ukraine everything it’s asking for, as fast as it takes and, at the same time, make a stronger case for supporting Ukraine. Biden barely mentioned Ukraine during his State of the Union speech.
The next few months will be very challenging, on the battlefield, in Kyiv, and in Washington. As British Prime Minister Margaret Thatcher said to George H.W. Bush, “this is no time to go wobbly.”
