As part of Ukraine's endemic corruption, the government got on the solar energy bandwagon and gave sweetheart contracts to oligarchs to set up green energy. It may not have made sense, but the government gave them such a fantastic price per kilowatt hour that they couldn't lose.
These things were never terribly productive. My guess is that without the financial incentives they will be of no use to the Russians. But the Russians may not be smart enough to know that.
