I've dealt with Ukrainian civil servants quite a bit. I find them courteous and helpful for the most part. Better than Washington D.C. by a long, long shot. Maryland was hit and miss.
Kyiv winters are about the same as Washington D.C. in terms of average temperature. Storms are different. Washington will have two or three that dump 70cm of snow, after which it melts. Ours is seldom more than 20cm, but it can stay on the ground. Last winter was cold every month but without extremes and not too much snow. Previous one we had snow from December to April, but never very deep.
