From Bohdan
A report from Ukrainska Pravda today to highlight how duplication of criminal investigations can lead to a stalemate of investigating agencies which allows the defendant to get off scot free. In this case the defendant is Ihor Kolomoyskiy, one of the biggest thieves Ukraine has struggled to sentence.
Past experience has inevitably found that the source of the investigative corruption were politicians in power. Given the close links between Kolomoyskiy and Zelensky, and the widely held belief that the DBR, one of the investigative agencies involved, is considered a pocket police force of Zelensky, it appears to be a repetition of past practice.
Progress of the War – From the General to the Specific
Sometimes it’s worth stepping back, to look at the war from a broader perspective. Here are two analyses to help us in this effort.
Starting with the general is Timothy Snyder’s latest Substack blog, entitled “The State of the War.” He mostly discusses the reasons why Western, especially American, support for Ukraine’s war effort hasn’t been timelier. He describes how Ukraine is conducting a counteroffensive without critical capabilities that they’ve long-since requested, like fixed-wing airpower and more de-mining equipment (According to Ukrainska Provda, Ukraine has only received approximately 15% of the mine clearing equipment it has requested). Ukraine is also conducting their counteroffensive amid Western carping, that Ukraine isn’t following the “plan,” or “Pro-Kremlin op-eds (that) smuggle in the assumption that Ukraine is not advancing, when in fact it is. The Kremlin allies make their case in terms of Ukrainian suffering, but never cite Ukrainians, nor the polling data that shows overwhelming support for the war.” (my emphasis) Snyder also appears to agree with Gen. Mick Ryan, who stated in his latest Substack blog, that to accurately evaluate Ukraine’s counteroffensive, one must consider Ukraine’s progress in all 4 elements of its counteroffensive: land, tactical artillery; strategic artillery, anti-aircraft and propaganda. It is rare that more than 1, the land campaign, is discussed.
The specific is covered by this summary by Ukrainska Pravda, that addresses the 3 major theaters where Ukraine is currently operating: the South especially around Robodyne, around Bakhmut, and the Dnipro Rover.
The latest “Reporting From Ukraine” and “The Latest Denys” have, over the course of these emails, also covered the specific. Today’s Reporting From Ukraine covers Russian artillery allegedly firing on their own troops who were attempting to retreat from the southern end of Robotyne Village.
Although the Latest Denys covers the expansion of the Ukrainian pocket around Robotyne, he also covers Ukrainian incursions southwests of Avdiivka toward the Donetsk Airport, and another a bit further south. On the map showing the Avdiivka incursion, one can see the outline of Donetsk City. In these incursions, Ukraine may be benefiting from movements of Russian troops from around Avdiivka, attempting to try to shore up Robotyne.
Meanwhile, in Russia/Meduza IO
Two recent articles from Meduza IO, one covering local elections in Russia and the occupied territories in Ukraine, and the other covering the resumption of the criminal activities of several returning Wagner Group veterans who received pardons in return for their service in Ukraine. Some of the local elections appear to be problematic for Putin’s United Russia Party. The problem with returning Wagner veterans will likely only get worse, as more Wagner Group veterans return from Ukraine, and their activities may only increase opposition to the war, especially among their victims.
