The Ukraine – Poland Grain Controversy
I have been very confused concerning the dispute between Ukraine and Poland, over grain shipments from Ukraine to Poland, so I asked Bohdan to explain it to me. He is a recognized agricultural expert in Ukraine. Here is what he said.
· Today, there are two ways that Ukrainian grain enters Polish territory: Grain shipments transiting Poland for eventual export by sea to Ukraine’s traditional customers in Africa, the Middle East, South Asia & China; private contracts between Ukrainian producers and Polish customers, most of whom are livestock producers of beef, pork, and poultry.
· As far as I’m aware, private contracts between Ukrainian producers and Polish customers are allowed under the 2014 Ukraine-EU Free Trade Agreement.
· Animal feed is the major operating cost, by far, for Polish livestock producers.
· Therefore, Polish livestock producers are looking for the lowest-cost option for acquiring animal feed.
· Ukraine, with its much larger farms and increasingly efficient producers, is a low-cost producer, relative to Poland, Germany, France, and every other EU member state.
· Since the start of the war, Ukrainian producers are increasingly going direct to customers, including Polish livestock producers, either through smaller traders that have largely replaced the big traders like Cargill and Bunge that have temporarily exited the Ukraine market.
· Polish farmers make up a major support base for Poland’s ruling Law & Justice Party.
· There is a national election coming up next month in Poland.
It’s possible that the ruling Law & Justice Party, wanting to appear to be acting to protect an important political support base, banned Ukrainian grain exports. Other EU member states located on or near the border with Ukraine, did the same. It appears to me that Ukraine overreacted, by suing Poland over the ban, and by comments made by Pres. Zelenskyy, in his speech last week at the UN General Assembly. It now seems like cooler heads have prevailed.
If you think that the dispute between Poland and Ukraine is a harbinger of the difficulty Ukraine will have in becoming an EU member, you’d likely be correct. Prior to Poland joining the Eu, they had the same problem, relative to Germany, France and other existing EU members.
Latest Report From the UN Commission on Human Rights, on Continuing Russian Atrocities in Ukraine
According to the UN, murder, torture, rape, deportations, and destruction by Russian occupiers on Ukraine and Ukrainians continue unabated. In a recent interview on Times Radio with BGEN (Ret.) Peter Zwack, at 3:30 into the interview, Gen. Zwack was asked about the findings of the UN Report. Russia has been engaging in these atrocities since the first day of the war. The interviewer asked Gen. Zwack if there were any strategic reasons that he could see for Russia continuing to perpetrate these atrocities. Here is how Gen. Zwack answered:
· There are no strategic reasons that he could see for Russia to continue with their atrocities.
· Most other countries, including the US, changed their behavior when confronted with proof of human rights violations perpetrated by their militaries. Not Russia.
· Gen. Zwack believes that having Russian atrocities aired in the UN (not for the first time) is “critical,” because it forces countries that are either neutral or quietly supporting Russia, to re-think their positions.
· This report, showing that “Russia is every bit as brutish today as they were on the first day of the war, diminishes those countries that prefer to look the other way.”
· The Russian leadership has not made any effort to stop the atrocities, even today when they’ve been well documented.
· The UN should “shake the shoulders” of those members who are fence sitters and don’t want to take a moral position on Russia’s conduct in Ukraine.
For me there is no other explanation for Russia’s behavior, other than Russia’s stated policy to wipe Ukraine, and Ukrainians, off the map. Those who keep arguing that Russia was prompted to invade Ukraine over concerns about NATO expansion, or to counter U.S. imperialism, should in my opinion go sit in a corner. Through their actions throughout the war, Russia’s intent is clear – neither NATO nor the U.S. had anything to do with Russia’s decision to invade Ukraine.

“Reporting From Ukraine” covers the expanding Ukrainian bridgehead around Verbove, where Ukraine appears to have breached Russian defense lines. There are a couple of interesting pieces in his video:
· At 1:45 he covers Ukraine’s development of a mine clearing drone.
· At 2:25 into his video, he covers an example of Russia using inflatable tanks, to confuse Ukrainian drone operators. It didn’t work.
· At 4:25 into his video, he discusses the advantages of the recently-arrived Abrams tanks, including the 4km range of its main gun, its ability to accurately fire on the move, and its speed.

“White House Letter Sets Out Reforms that Ukraine Needs to Implement to Receive Aid”/ Ukrainska Pravda
It’s possible to download the full letter from the site. The reforms that are listed aren’t new. During the Presidency of Petro Poroshenko, there was always the excuse that “we cannot undertake these now, when there’s a war going on.” This was during the fighting in Donbas. There was some question that the letter was fake, or it didn’t exist. Apparently, the letter is real.
“Ukraine’s Economy Grows Year-on-Year for the First Time Since the Start of the Invasion”/Kyiv Independent
· As stated by the Ministry of Economy, “the restoration of domestic demand was facilitated by the continuation of production adjustment, including thanks to business support programs from the budget, and work on the restoration of production facilities and infrastructure facilities financed from the budget and funds provided by international partners.” International aid this year bolstered the state budget by $31 billion, the ministry said.
· “Other predictions are more conservative but are still an improvement compared to the start of the year. The National Bank of Ukraine revised its forecast in July to 2.9% GDP growth this year, up from 2% previously, although it downgraded next year’s estimate by 0.8% to 3.5%.”
· “The ratings agency Fitch Ratings predicts GDP growth will amount to 3.5% in 2023 and 4% next year.”
I believe that the enterprising nature of Ukrainian businesses also played a positive role. Prior to the start of the war, much of the overall growth of Ukraine’s GDP increasingly came from western Ukraine, a region that has been relatively untouched by Russian attacks. These include IT and companies manufacturing parts for European auto manufacturers, among others.
The rebound in agricultural production is also playing a role. Despite losing land from the Russian invasion and the extensive mining of farmland, the increases in Ukraine’s agricultural production have been extraordinary. As an example, farmers in the Kharkiv Region began planting a week after their land was liberated from the Russians in last Fall’s counterattack.

● According to the Polish president, there is no question of sending any new equipment that Poland is currently buying, such as K2 howitzers or K9 tanks. The president said that this equipment should serve to strengthen the Polish army.
● "But this does not mean that we will not transfer weapons to Ukraine at all. When the old equipment is replaced with modern ones, I send it to the Ukrainians without any problems. ● Many media reported that the speaker of the Canadian House of Representatives apologized after praising a Ukrainian veteran who fought on the side of the Nazis.
