Arrival of ATACMS
There are two interesting articles about the ATACMS missile and its utility for Ukraine, one from the Kyiv Independent and the other a YouTube video posted by the Wall St. Journal. The timing of the impending arrival of ATACMS, apparently promised by Pres. Biden during a meeting with Pres. Zelenskyy at the White House, may have been influenced by the following 3 factors:
· The recent success of the Ukrainian Neptune missile in destroying Russian S-400 batteries in Crimes, combined with its earlier success in sinking the Black Sea Fleet flagship, “Moskva,” likely got the attention of the Pentagon and the White House. The Neptune is an anti-ship cruise missile that has been recently modified to hit land targets. The Neptune has a range comparable to ATACMS, but it it’s a cruise missile whereas ATACMS is a ballistic missile. The question of whether Ukraine can hit Russian land targets using a long-range missile has now been rendered moot. However, Ukraine has only a very limited number of Neptunes.
· Weather – In the Kyiv Independent article, the fact that the Storm Shadow and Scalp missiles are air launched, limits their use in bad weather. Depending on whom you listen to, hopefully not Gen. Milley who said recently that Ukraine only has 30 days of good weather left, there will be substantial weather limitations starting around mid-November.
· The Arrival of the Prism – According to the Wall St. Journal the successor to ATACMS, called the “Prism,” will become operational soon, allowing more ATACMS to be available.
“Inside the US Munitions Facility Supporting Ukraine”/The Telegraph “Defense in Depth”
Some takeaways:
· According to General Reim, the Director of the facility, the current monthly production capacity of 155 mm shells was 14,000/month when the Ukraine War started. This month, they’re at around 24,000/mo., next month it’s expected to rise to 28,000/mo., this time next year 56,000/mo., eventually up to 85.000/mo.
· New chemical formulations that will result in a shorter shelf life but also expedite production, if one assumes that the ammunition will be used in a shorter time-frame.
· Increasingly, American civilians working at the production plants are being put in harm’s way on behalf of Ukraine. Producing 155mm shells is a dangerous business.
· The current technology used to produce 155mm shells dates back to WW-II. New technologies are being introduced.
It is likely that some of the technologies and production processes that was discussed at this meeting also applies, or will apply, to facilities located in NATO countries, and almost certainly in Ukraine itself.
“Pope Francis’ Russia Stance Angers Catholics in Central (and Eastern) Europe”/Wall Street Journal
Some excerpts:
· “The pope’s recent praise of the 18th-century Russian empire that subjugated Ukraine stirred outrage well beyond Ukraine itself. “Central Europeans—people from Ukraine, Poland, Lithuania, Latvia, Estonia, Czech Republic—we are shocked,” said Michal Klosowski, a Catholic journalist in Warsaw and the author of a recent book about Francis, referring to the pope’s recent comments. “The pope has no idea about the history of Central Europe and about the history of the Russian Empire. The nations of Central Europe were enslaved by the Russians for many centuries.” “
· “Putin has cited Peter, who expanded Russian territory and curtailed Ukrainian autonomy, to justify the current invasion. Putin has used the term Novorossiya, or New Russia, for Russian-occupied southern Ukraine—using a term that dates back to Russia’s conquest of southern Ukraine under Catherine in 1764. Catherine also harbored the Jesuit order, of which Pope Francis is a member, during the order’s suppression by Rome in the late 18th and early 19th century.”
· “The leader of Ukraine’s Greek-Catholic Church, Major Archbishop Sviatoslav Shevchuk, said in a statement Monday evening that the pope’s words had caused great pain in the church’s hierarchy and great disappointment in Ukrainian civil society, since the empire lauded by the pope was “the worst example of extreme Russian imperialism and nationalism.” “
· “The pope’s remarks drew angry reactions on social media, especially in countries near Russia. Former Estonian President Toomas Hendrik Ilves called the comments “truly revolting” on X, formerly known as Twitter. Nexta, a Belarusian media outlet based in Warsaw, Poland, posted on the same platform: “By the way, the Catholics of Poland, Lithuania and Belarus raised uprisings three times against this ‘enlightened empire.’ ”
“The pope has repeatedly cast the war in Ukraine as a struggle between the Russian and U.S. superpowers, with Ukraine as a victim caught in the middle.” This statement from the article shows that the Pope either has a complete misunderstanding of Russia’s motives in initiating the war, or he’s effectively giving Russia a “pass” by being unwilling to articulate Russia’s motives. Putin has been quite clear about Russia’s motive, and it has nothing to do with NATO or the United States. The motive for Russia starting this war was to wipe Ukraine, and Ukrainians off the map.
In my opinion, what Francis needs to do is to directly denounce Patriarch Kirill, Head of the Moscow Patriarchate, for actively supporting Russia’s genocidal activities in Ukraine, and terminate Francis’ efforts to improve cooperation between the Catholic Church and the Moscow Patriarchate that is, in fact, a State religion with Kirill the State Minister of Religion.
I started sending out these emails nearly 10 years ago, on Dec. 1st 2013, when the students were beaten up on Independence Square, the spark that started Euromaidan. My first email covering the “War of the Churches” was in July 2014. This subject has been a focus of these emails ever since. It plays a huge, if somewhat ignored role.
News From the Battlefield
Both “Reporting From Ukraine” and the “Latest Denys” focus on the recent Ukrainian strike against the Headquarters of the Russian Black Sea Fleet in Sevastopol, which reportedly killed the Admiral who commanded the Black Sea Fleet. It is probably better for the Admiral to be dead. Otherwise, it would be impossible for him to avoid the inevitable derision of him, of the officer presiding over the destruction of his command by a country with no navy.
Denys has the better maps, showing where the headquarters was located, in downtown Sevastopol. “Reporting From Ukraine” believes that a strike the day before, against a facility that the Black Sea Fleet uses as an alternative HQ, was intended to make sure that everyone would be at the facility in Sevastopol at the time of the attack the following day. This appeared to be a targeted hit, designed to decapitate the leadership of the Black Sea Fleet.
Denys also covers the possible breach of Russian defense lines near Verbove. A “breach” is defined as whether the attacking side, Ukraine, can move heavy equipment through the breach. He also mentions that the Russians have launched at least one counterattack, resulting in Ukrainian losses of armored personnel carriers (but not the occupants).
At 11:33 into Denys’ video there is a photo from a Russian source apparently showing the Russian counterattack. Note the terrain. This is typical of the steppes that are located between the current location of the fighting, and the Sea of Azov to the south where Ukraine’s counteroffensive is directed. The mud that slows down military operation in the north of Ukraine, around Kyiv, and in the east, around Kharkiv and Bakhmut, doesn’t exist in the south, in the direction where Ukraine is going. In other words, what Gen. Milley said about muddy conditions slowing down military operations applies to a much greater degree to northern and eastern parts of Ukraine, but to a much lesser degree in the south.

8:12 AM: Bulgaria's government has approved the purchase of American Stryker combat vehicles to modernize the country's ground forces and bring them up to NATO standards, - Associated Press.
8:12 AM: Russian strikes on Ukraine's port and grain infrastructure are part of a Russian campaign to worsen Ukraine's relations with its western neighbors. Poland's quick reiteration of its commitments to Ukraine indicates that this campaign is not successful, - ISW.
10:14 AM: Yesterday in Toronto, Volodymyr Zelenskyi and Canadian Prime Minister Justin Trudeau held a meeting with Canadian business representatives.
● They discussed the prospects of investing in Ukraine and the prerequisites for starting this process even before the end of the war.
11:05 AM: The U.S. demands an explanation from Poland regarding statements about ending support for Ukraine, — Bloomberg
● According to the source of the publication from the Pentagon, the differences between Kyiv and Warsaw have not yet led to the "appearance of cracks" in the unity regarding support for Ukraine, however, the specific position of Poland regarding support for Ukrainians remains unclear for the US.

1:00 PM: The US State Department believes that in the coming weeks, Russia will likely have less leverage over grain exports from Ukraine via the Black Sea.
● This was stated by James O'Brien, head of the US State Department's Sanctions Coordination Office, Reuters reports.
3:15 PM: Volodymyr Zelenskyi held talks with Canadian Prime Minister Justin Trudeau.
● They discussed defense cooperation, the implementation of the "peace formula", as well as the signing of important bilateral documents that will strengthen the countries' economic ties.
● Zelenskyi also met with the Governor General of Canada, spoke in parliament and talked with parliamentarians and the Canadian public.
4:00 PM: In October, the European Commission will recommend the start of negotiations on Ukraine's accession to the EU, — Bloomberg.
● After that, Ukraine needs to complete reforms and bring the country's legislation closer to EU norms in more than 30 areas.
5:12 PM: Latvia plans to ban cars with Russian and Belarusian registrations from entering the country.
● This was stated by the Minister of Justice of Latvia Inese Libinja-Egnere.

7:41 PM: Volodymyr and Olena Zelensky met with Canadian Governor General Mary Simon and her husband Whit Fraser in Ottawa.
● "Thank you for Canada's firm position in support of the sovereignty and territorial integrity of our country," the president wrote.
7:54 PM: Volodymyr Zelenskyi's meeting with Canadian Prime Minister Justin Trudeau has also begun, the president announced on Twitter.
● They are expected to discuss Ukraine's defense needs, financial and humanitarian support, as well as economic and investment cooperation.

9:58 PM: The Czech Republic is negotiating with Sweden on the possibility of training Ukrainian pilots on Gripen fighters on its territory.

11:26 PM: The terms of Ukraine's accession to the EU depend on when it itself will be ready.
● This was stated by the head of the European Commission, Ursula von der Leyen, reports The Washington Post.
