“What Russia Got By Scaring Elon Musk,”/Atlantic by Anne Applebaum
This was published a few days ago, prior to Ukraine’s attack against Sevastopol. The events of last night, a major Ukrainian attack against Russian ships lying in Sevastopol Harbor, puts Elon Musk’s decision to cut off Ukraine’s Navy from access to Starlink in an entirely new light. I am sure that Elon is somewhere, stewing about not being able to manipulate Ukraine, to the degree that he appears to be able to do with Ukraine’s Western supporters. Much of Western reluctance to deliver weapons to Ukraine, when Ukraine asks for them, can be traced back to Russia’s success in stoking Western fears about “escalation.”
I would suggest that there’s another reason for Western reluctance to provide Ukraine weapons when they’re asking for them. There is significant Western concern that Ukraine might actually defeat Russia outright, and that may imply for events inside Russia.
This concern manifests itself in statements like what Gen. Mark Milley said recently, that Ukraine only has 1 month of good weather left, between now and early/mid-October, before mud slows down military operations. In fact, in the area around Tokmak, the next major objective in Ukraine’s southern offensive, October and November are the driest months of the year! It’s as if Gen. Milley was actively trying to discourage Ukraine from pressing its increasing advantage on the battlefield, lest Ukraine will have to stop short of its objective. I have been on the Crimean Steppe in early December. Granted, it’s a bit further south than Tokmak, but it was as dry as a bone.
More Analysis that One Won’t See in the Newspapers of Record
This was sent to me by a long-time recipient, who in turn receives these analyses from someone who closely follows the progress of the war. It is an accurate reflection of what I have been seeing and reading, which is why I’m reproducing it in its entirety. His evaluation starts here (my comment in bold face) –
“There were several important developments in the Robotyne/Verbove front over the weekend. First, the Ukrainian hold on the main road into Robotyne from the north, which is now the key ground supply line for the Ukrainians, was tenuous. The stretch of the highway immediately north of Robotyne was very close to Russian trenches and fortifications, allowing Russia to maintain fire control over the supply line. As a result, Ukraine was having to fly helicopters in at very low altitudes to supply their forces in and beyond the village. Video released over the weekend showed Russia shelling those trenches and fortifications, a strong signal that Ukraine managed to force Russian troops out of them. Then, on Monday, Ukraine pushed even further west, establishing a good amount of breathing room to use the road as a supply line.”
“Ukraine also pushed forward to the south, clearing Russian positions in the tree lines to the north of the next village down, Novoprokopivka. With the Russian defensive lines pushed further and further south, Ukraine is growing bolder and sent tanks close to the front, wiping out Russian positions far faster than they could with artillery strikes. If this tactic continues to be employed with success, the pace of advance may accelerate. The Russians continue to counterattack but are losing out, as they are now having to fight Ukrainians in the fortifications that Russia had built. Today, a Russian tank regiment reportedly counterattacked, failed, and was forced to retreat, giving up several hundred meters of ground.”
“As a result of freeing up the supply line road, the potency of Ukrainian attacks near Verbove intensified, since more men and equipment were able to enter the area quickly and easily without so much threat from Russian shelling. A week or so ago, Ukrainian forces breached the first of two fortified defensive lines in front of Verbove. After a short pause to bring in reinforcements, Ukraine attacked the second line of defense and breached it south of Verbove. The goal now will be to expand their control over a wider stretch of this line of trenches. Then, the pattern of Robotyne may be repeated. Russians will counterattack, trying to recapture lost ground, but the Ukrainians will use the Russians’ own trenches to thwart the attacks.”
“Along the eastern prong of the offensive, Ukraine is moving forward just to the east of the last big push. When last we heard from the Ukrainians, they took the village of Urozhaine along the main north-south highway and were preparing to proceed toward Staromlynivka. However, with a narrow salient developing, the Ukrainians decided that it was necessary to push forward further east to protect their flanks. This weekend, amid heavy fighting, Ukraine reached the outskirts of two villages just to the east, Novodonetske and Novomaiorske. The Ukrainians are still a few miles from the main Russian defensive line. The current effort may eventually allow them to attack that line in multiple locations or from two different directions simultaneously, instead of predictably attacking the Russians head on in a single spot. At the same time, Ukrainians continue to press straight south as well, and heavy fighting continues just north of the village of Zavitne Bazhanya, which in turn is about 2½ miles north of the Russians’ main defensive line in this area. Recall that there is only one extensive fortified line in this region.”
“As I noted last week, Russians are rushing reinforcements to the Robotyne/Verbove area from various parts of Ukraine. This allows Ukraine to open new lines of attack against thinned-out Russian defenses. One such area is in the east, near Donetsk, a city with a pre-war population of over 1 million that the Russians took control of in 2014. Russians have been fiercely attempting to advance to the west from there for 9 years with little success. The town of Avdiivka is on the Ukrainian side of the front line. Russians have been slowly inching forward for close to a year, gaining a small amount of ground to the south of Avdiivka. They were in a position, if they had been able to push another couple of miles to the north, to potentially at least partially encircle Ukrainian troops in Avdiivka. However, once the Ukrainian units in the area noticed how thin Russia’s lines had become, they attacked. They were able to push southward from the town toward the village of Optyne. By the time the Russians realized what was happening, their positions were no longer defensible. Russian command called for an orderly, limited retreat, but as soon as the Russian soldiers heard the word “retreat,” they began to hightail it in large numbers all the way back to Optyne. Russian surveillance drone operators saw such a large number of troops moving toward them and assumed that it was a Ukrainian attack. The ensuing massive Russian artillery strike created a friendly fire incident that reportedly killed over 60 Russians. Ukrainians were then able to swoop in and mop up, advancing by at least a mile and a half. They are now fighting for the village of Optyne and have also engaged Russians at other points along Russia’s bridgehead in the region. If Ukraine is successful, they will undo a year’s worth of attacks by the Russians as well as shoring up the defenses of Avdiivka. I doubt Ukraine would press further, threatening the city of Donetsk, but that may depend on how successfully Russian units in the area are able to regroup and re-establish defendable positions.”
“Unnamed Biden Administration officials leaked to various media sources over the weekend that the U.S. was preparing to send Ukraine ATACMS long-range missiles. The Ukrainians have been begging for these missiles for over a year, but, as usual, the Administration and the Pentagon has worried about possibly provoking an escalation from the Russians. In the case of the ATACMS, the other excuse given was that the U.S. had a limited inventory and could not afford to part with many. So, the news stories over the weekend offered this hard to believe item: the Pentagon “found” more of the missiles in its inventory. That’s embarrassing (either the Pentagon can’t keep track of its inventory, or it concocted this story as a way to cover the Administration’s sudden change of heart). Either way…”
“In any case, ATACMS offer a range of up to 190 miles. They typically do not have a heavy payload, so they would not be fit for hitting large targets. However, after the UK and France had already provided Ukraine with comparable long-range missiles, Germany has hinted that it might be willing to provide Taurus missiles, but only if the U.S. relents on ATACMS (much of the Germans did with tanks, only signing off on allowing Leopards to be donated after the Administration agreed to send a few Abrams tanks). Taurus missiles have an even longer range than ATACMS. They also are far more powerful and are specifically designed to take down bridges. The Taurus would likely make short work of the Kerch Bridge, severing the main link between mainland Russia and Crimea, a long-held goal of Ukraine.”
U.S. military command once again demonstrated a troubling lack of understanding of the Ukraine war situation. Chairman of the Joint Chiefs of Staff General Mark Milley stated Sunday that Ukraine only had 30 to 45 days of “fighting weather” left before the mud season forces a halt to the offensive. Ukrainian officials immediately contradicted this assertion. The climate and terrain in the south is quite different than the east and the north. Moreover, the historical weather data show that the driest months of the year in Tokmak, the next big objective for Ukraine in southern Ukraine, are October and November. Additionally, the nature of the battle suggests that muddy terrain would be less of a problem for Ukraine. Tanks are only being used from the back to conduct long-range attacks. The tip of the spear has been light infantry, which does not use much heavy equipment and thus is at less risk of bogging down in mud. All of those pictures of Russian tanks sinking in the mud in the early days of the invasion came from the northern part of Ukraine. The south is a different climate with different weather patterns and terrain. So, do not be surprised if the Ukrainian offensive continues well into the winter, albeit perhaps at a slower pace.
“Ukraine’s military said that it has regained control of several offshore oil drilling platforms, known as the “Boyko Towers” named after Yanukovich’s former Energy Minister,located in the Black Sea about 70 miles off the shore of Crimea that Russia had been using to station helicopters and radar systems. In the process, Ukraine was able to seize a stockpile of helicopter ammunition and to damage a Russian Su-30 jet fighter that engaged with Ukrainian forces in boats near one of the platforms. This operation became possible after Ukraine was able to take out a series of Russian radar and air defense systems on the west coast of Crimea in August.”
Another development suggests Russia’s grip of control over the Black Sea is eroding (sent before last night’s attack on Sevastopol)). UK intelligence reported that on August 24, a Russian missile carrier fired two Kalibr cruise missiles at a cargo ship that was moored at a port in Odesa. Ukraine’s air defense system was able to shoot both of them down. Russia continues to send drones to damage grain export infrastructure in Odesa and along the river ports near Romania. Ukraine is routinely shooting down a high percentage of the drone assaults, but a minority of them continue to get through and inflict destruction.
“North Korean leader Kim Jong Un is in Russia this week to meet with Russian President Putin. The rumors are that they are trying to close a deal where Russia buys large quantities of artillery shells from North Korea. Something is better than nothing, but the consensus is that North Korea shells are going to be very poor quality. This would seem to speak to how badly depleted Russian stocks are and their inability to ramp up their military-industrial complex sufficiently to keep their troops supplied.”
“Ukrainian intelligence continues to assert that Russia is preparing another wave of mobilization, this time totaling at least 400,000 new draftees. UK intelligence is making similar claims, noting that Russia has recruited 280,000 personnel so far and aims to add another 420,000 by the end of the year. However, Russian sources deny that President Putin is considering such a move.”

The newspapers of record need to explain to their readers why they’re not reporting this information and, instead, report the handwringing accounts of what they’re being fed by unnamed sources in the U.S. Government.
Last Night’s Sevastopol Attack
From what I understand the attack was carried out by fixed-wing aircraft firing cruise missiles, likely either the HARM anti-radiation missile, and/or the Harpoon anti-ship cruise missile. Ukraine may also have its own missile(s). The HARM & Harpoon missiles were both used last year, in the successful attack on the Saki Airbase just south of Evpatoria on Crimea’s west coast.
Using fixed wing aircraft is significant. It goes to the degraded state of Russia’s air defenses. Ukraine wouldn’t have taken the risk with its valuable air assets, unless they had confidence of the limited capabilities of Russia’s air defense.
Two ships lying in drydock at Sevastopol were badly damaged, a landing ship and a “Kilo” Class diesel/electric submarine. By my count the landing ship is the fourth such ship to suffer heavy damage since the war started, including 2 last year in Berdyansk Harbor, a third a few months ago lying at anchor off of Novorossiysk, and last night. Their primarily utility is transporting supplies to Crimea and the Sea of Azov Coast, at a time when the Kerch Bridge is inoperable, therefore they play critical roles supplying Russian troops operating in Southern Ukraine.
The Kilo Class diesel/electric submarine is one of the quietest and best of its type in the world. They’re used primarily as a platform to launch cruise missiles. Because of how quiet they run, Kilos are almost impossible to detect.
More News From the Battlefield
“Reporting From Ukraine” speaks about how using cluster munitions exposes the location of Russian mines, making it easier to work around then and not necessarily relying on mine clearing equipment. Partly as a result, Ukrainian offensive operations around Robotyne appear to be accelerating.
Separately, Ukraine seems to be making advances elsewhere, most significantly near the Donetsk Airport, possibly assisted by Russia moving troops to the south to blunt the Ukrainian offensive around Robotyne. The Dnipro River bears watching. Ukraine crossing the Dnipro in force will present huge problems, both for Russia’s position in southern Ukraine, as well as in Crimea.

11:15 am: Bulgaria plans to lift the ban on the import of agricultural products from Ukraine, - Forbes Bulgaria.
● "The Parliamentary Committee on Economic Policy and Innovation of Bulgaria has approved a project that does not support the extension of the ban on the import of some Ukrainian agricultural products after September 15, 2023," the publication writes.

12:15 am: The Hydrographic Office of Great Britain has transferred geodetic equipment and mapping software to Ukraine, the British government reports.
● It is noted that the State Hydrographic Service of Ukraine will receive equipment worth 1.6 million pounds.
● It will help ensure the safety of the seas around Ukraine and support commercial shipping in the face of ongoing Russian attacks.
12:45 am: The new British ambassador Martin Harris has started work in Ukraine. Today he handed copies of the credentials to the Deputy Minister of Foreign Affairs.
● Harris succeeds Melinda Simmons, who completed a four-year diplomatic mission on September 1.
8:12 am: Latvia and Estonia ordered IRIS-T air defense systems for €400 million against the background of the Russian war in Ukraine, - Delfi.
8:12 am: The United States will closely monitor the results of the planned meeting between the leaders of the Russian Federation and North Korea and is ready without hesitation to introduce new sanctions in case both countries commit another violation of arms transfer restrictions, said Matthew Miller, the spokesman for the US State Department.

3:36 pm: The Swedish government will study the possible transfer of Gripen fighters to Ukraine, Sveriges Radio Ekot.
● Among other things, the government wants to investigate how the transfer affects Sweden's defense capabilities and how quickly Sweden can get new replacement Gripen aircraft. The country's Armed Forces will respond in November, after which the government can decide whether to send planes to Ukraine.
3:57 pm: Vatican Envoy for Ukraine Matteo Zuppi leaves for talks in Beijing, where he will meet with Prime Minister Li Qiang, La Repubblica.
● The publication clarifies that before the trip, Vatican diplomacy consulted with the USA, NATO and Italy.
5:15 pm: The European Parliament voted for a new mechanism to strengthen the defense industry and help member states modernize their weapons, the EP press service.
● It is noted that the budget of the instrument will amount to 300 million euros. At least three EU member states must participate in joint procurement. At the same time, the countries will be able to agree to buy military goods together with Ukraine and Moldova.
6:22 pm: Denmark has allocated a 5.8 billion Danish kroner ($830 million) military aid package to Ukraine, Danish Defense Minister Troels Lund Poulsen said.
● The new package will include tanks, infantry fighting vehicles, tank ammunition and anti-aircraft guns.
● 4.3 billion crowns will be spent by the end of 2023, another 1.4 billion will be sent in 2024, and 52 million crowns - in 2025.
6:41 pm: London had to cut Ukrainian military training program due to noise complaints - The Times.
● The publication writes that the Lydda City Council has received complaints from local residents demanding an end to the constant explosions and smoke. The Ministry of Defense listened to the request and agreed to limit the noise and reduce the number of exercises by 30%.
10:40 pm: Joe Biden will soon approve sending long-range ATACMS missiles to Ukraine, - CNN with reference to sources.
11:20 pm: Latvia stopped allowing cars with Russian registration into the country's territory
● This happened after the clarifications of the European Commission regarding the introduced sanctions, reports Delfi.
● The decision came into force at 18:00 on September 12.
● In case of malicious disobedience and refusal to turn around at the border, confiscation of the car is possible.

10:17 pm: Poland approved a framework agreement for the purchase of 486 HIMARS installations.
● This was reported by the Ministry of Defense of Poland on Twitter.
● "[...] The Polish Army will have more than 500 HIMARS launchers in 28 squadrons," the head of the Ministry of Defense Blaszczak said.
10:47 pm: NATO sees no signs that Russia purposefully planned to attack the territory of Romania.
● G4Media writes about this with reference to the statement of NATO Deputy Secretary General Mircea Joane.
● "I want to assure the Romanian public and the public of neighboring territories that there is no cause for concern," Joane said.
11:01 pm: The conference on the post-war reconstruction of Ukraine will be held in the German capital Berlin next year, German Foreign Minister Annalena Baerbock said, - Bild.
● "So that something new could emerge from the suffering and destruction, we will work together on recovery. To this end, we will jointly organize a conference on the recovery of Ukraine in Berlin next year," she said.
11:55 pm: Berlin will not automatically supply long-range Taurus missiles to Ukraine, even if the US decides to supply Kiev with long-range ATACMS missiles.

● They are destroying the enemy, step by step liberating the temporarily occupied territories, establishing themselves at the reached borders
● During the past day, 34 combat clashes took place. The enemy launched 7 missile and 35 air strikes, carried out more than 56 rounds of anti-aircraft fire both at the positions of our troops and at civilian objects of our state.
● In addition, with the beginning of the current day, the Russian occupiers launched a massive air strike using attack UAVs against the civilian infrastructure of Odesa and Sumy regions.
● More than 45 settlements in the Kharkiv, Luhansk, Donetsk, Zaporizhzhya and Kherson regions came under artillery fire.

● In the Melitopol direction, the Ukrainian military continues its offensive operation, inflicting significant losses in manpower and equipment on the troops of the Russian Federation. The operational situation in the east and south of Ukraine remains quite difficult.
● During the past day, the aviation of the defense forces made 7 strikes on the areas of concentration of personnel, weapons and military equipment of the Russian Federation - the General Staff of the Armed Forces of the Russian Federation.
● 12 artillery units, 1 area of concentration of personnel, weapons and military equipment of the Russian Federation, 1 control point and 1 ammunition depot were hit by units of missile forces and artillery and unmanned systems.

4:16 pm: Ukraine will appeal to the arbitration of the World Trade Organization (WTO) due to the fact that Poland decided to extend the ban on the import of grain, - Prime Minister of Ukraine Denys Shmyhal.
● "In the event of a violation of trade law in favor of pre-election political populism, Ukraine will be forced to turn to WTO arbitration regarding compensation for damages for violation of the norms of the General Agreement on Tariffs and Trade," the Prime Minister said.
5:38 pm: Russians want to freeze the war and turn shocking events into everyday life, - Volodymyr Zelenskyi.
● "They want genocide to become something that plays in the background," the president said.
● Zelenskyi emphasized that the world has not yet united enough against such actions of Russia, so Ukraine is trying to establish new partnership relations.
6:24 pm: Dnipropetrovsk, Donetsk, Zaporizhzhya, Kherson regions - the threat of using ballistic weapons! - reported the Air Force of the Armed Forces of Ukraine.
7:00 pm General Staff of the Armed Forces: Over 20 combat clashes took place during the day.
● In total, the enemy launched 3 missile and 25 air strikes, fired 36 rocket salvo missiles at the positions of our troops and populated areas.
● The Defense Forces of Ukraine continue to conduct an offensive operation in the Melitopol direction, offensive (assault) actions in the Bakhmut direction, destroy the enemy and step by step liberate the occupied territories.
● As a result of the assault actions, the Defense Forces have partial success in the districts of Klishchiivka of the Donetsk region and Robotyny of the Zaporizhzhia region, dislodge the enemy from the occupied positions and secure themselves at the achieved boundaries.
● During the day, the Air Force of the Defense Forces carried out 8 strikes on areas of concentration of enemy personnel and military equipment.
● Units of the missile forces hit 2 artillery pieces, 1 ammunition depot, 1 control post, and 1 enemy anti-aircraft missile complex.

8:05 pm: Volodymyr Zelenskyi signed a decree on the review of all decisions of military medical commissions since the beginning of the war.
8:45 pm: Today, the Save Ukraine team returned 13 more children from the occupied territories of Kherson region, Luhansk region and Zaporizhzhia region as part of the 11th rescue mission.
● As a result of 11 rescue missions, the team returned 176 children to Ukraine.
