A Civics Lesson
Earlier this week I asked my friend, a sitting U.S. Senator, how the Senate can initiate legislation that contains Federal spending, when the U.S. Constitution clearly states that all spending bills must be initiated by the House of Representatives. My question arose from my concern over future funding for Ukraine. Here is what my friend told me –
“The Senate keeps a bill or two that originated in the House around, so we can strip out the text and add our own text into a bill that originated in the House. Had the House not passed its own Continuing Resolution bill to keep the Government open, that’s how the bipartisan Continuing Resolution bill we would have sent over was prepared. So, we have that ability.”
With respect to what is currently going on in the House of Representatives, and the prospects for restoring support for Ukraine, my friend said the following –
“I cannot tell. The internal weirdness over there is impenetrable to me. I hope as we close in on the 11/17 date (when the Continuing Resolution expires), they are able to sort themselves out and pass our appropriations bills and the Ukraine supplemental. I suspect it will take a bipartisan Senate agreement on a border/Ukraine pairing to tee that up.”
In other words, a second Senate bill that will include both funding for Ukraine and border security, using previous spending legislation that was initiated by the House. The bill would then go to the House, where it should pass given the bipartisan House majority supporting Ukraine, and then signed by the President.
Meanwhile, the Ukrainian Embassy is busy engaging the declared and prospective candidates to replace former Speaker Kevin McCarthy. Over the years, the Ukrainian Embassy has developed strong bipartisan relationships in Congress, and the current Ambassador Oksana Makarova is well respected on Capitol Hill.
Continued Strong Public Support for Ukraine/Ivo Daalder
Daalder is the Head of the Chicago Council on Foreign Relations and former U.S. Ambassador to NATO.
The House of Representatives is now in recess until this coming Wednesday, when they will reconvene with the election of a new Speaker being the first order of business. Normally, Members go back their districts and hold constituent forums. Hopefully they will hear the same sentiments from their constituents as reflected in the graph.

This is a stunning analysis of the military and economic losses incurred by Russia resulting from its invasion of Ukraine. Ash ends his analysis by the following paragraph –
“And Matt Gaetz and the crazy element in the GOP want to stop arming Ukraine to reverse all the above?”
Ben Aris, Editor of bne Intellinews and a long-time critic of the United States, predicted in a Tweet posted yesterday that he expects the U.S., because of its growing fiscal difficulties, will implode before Russia does, and Russia won’t have to wait long. As far as a bet on which country implodes first is concerned, given the Russian losses described by Ash in his piece my money is on the United States.
The other reason to bet on the United States is that Aris has been consistently wrong about the war. When taking a bet, it always helps to consider past performance by the person on the other side of the bet. Before the war started, Aris argued that if only the United States signed the “treaty” presented by Russia that would’ve kept Ukraine out of NATO, that war would be averted. For Putin, the war has never been about NATO; it has been about wiping Ukraine, and Ukrainians, off the map.

News From the Battlefield
“Reporting From Ukraine” provides an excellent overview of the current state of play in the western portion of the Black Sea. Some excerpts:
· In addition to Snake Island, Ukraine has taken over and militarized all 14 of the offshore oil rigs that exist in the western arm of the Black Sea, between Crimea and the shoreline that includes Ukraine, Romania, and Bulgaria. This has become critical for the resumption of grain shipments from Ukrainian ports.
· Ukraine has built a logistics supply chain starting in Ukraine, going to Snake Island and the oil rigs, that facilitate Ukrainian attacks on Russian assets in Western Crimea, with one objective being to force Russia to move troops and anti-aircraft assets away from southern Ukraine where Ukraine’s counteroffensive is taking place.
· As “Reporting From Ukraine” points out, the nearest oil rig is only 55km from the coast of western Crimea, facilitating the raid by Ukraine that took place last night.
· The result has been continual attacks against Russian assets in western Crimea the naval base at Sevastopol and farther east toward Feodosia. Russia has recently moved the remainder of its Black Sea Fleet to the relatively safe Russian port of Novorossiysk, where Ukraine has already attacked a Russian landing ship.
