“The Development of Ukraine’s Defense Sector is Key to its Victory”/Tim Ash & Haluk Bayraktar via Substack
Haluk Bayraktar is CEO of Bayraktar, a major producer of drones used by Ukraine’s military. They are currently building a drone factory in Ukraine, where the drones to be produced will be using Ukrainian propulsion. In addition to Bayraktar, the German company Rheinmetall will be opening a facility in Ukraine to build and repair tanks.
In the first paragraph the authors state, “Recent events in the US Congress, however, have underscored the importance of Ukraine's long-term self-reliance in defense, reducing its dependence on others.” Ukraine must attain long-term self-reliance on defense REGARDLESS of recent events in the US Congress.
Starting from when it was a Soviet republic, Ukraine was a major producer of military equipment, including ballistic missiles and all manner of defense electronics. Since the war began Ukraine has become a major producer of drones, both airborne and seaborne, and a producer of cruise missiles including the Neptune. Ukraine is also home to Motor Sich, a major producer of engines for both rotary and fixed-wing aircraft, and gas turbines. However, Motor Sich itself needs major reforms.
The authors offer 14 recommendations necessary to re-establish Ukraine as a major defense contractor, including:

I would also add, where possible, bringing back the defense production that existed before the war. Ukraine was a major tank producer. Much of the production was in and around Kharkiv, 40km. from the Russian border. Does Ukraine want to continue to locate production in Kharkiv, or in locations farther from Russian territory?
Several years ago, Motor Sich was nearly acquired by a Chinese company that wanted Motor Sich’s expertise in producing aircraft engines. The sale was blocked by Ukraine’s anti-monopoly commission, under some pressure from the United States.
Apparently, one of the provisions of the sale was the Chinese promising to retain all 23,000 employees of Motor Sich, to minimize any adverse economic consequences for the City of Zaporizhzhia, where Motor Sich is headquartered. However, 23,000 employees are probably several times more than the number of employees Motor Sich needs to operate efficiently, and be fully competitive in the international marketplace. Zaporizhzhia is a front-line city, where a major loss of employment would likely have adverse social consequences. The same is true of Kharkiv, with respect to tank production.
Recently, the former CEO, Vyacheslav Boguslaev, was arrested for treason, for “colluding with representatives of Rostec, Russia’s state technology conglomerate.” The suspected officials established transnational channels of illegal supply of wholesale consignments of Ukrainian aircraft engines to the aggressor state, the statement explains. According to the SSU, Ukrainian-made engines were found on helicopters downed after the start of Russia’s invasion of Ukraine.”
Hopefully Ukraine will be able to build upon its existing expertise, while becoming a major factor in the defense sector. The presence in Ukraine of Bayraktar and Rheinmetall is a good start, but expanding Ukraine’s existing defense sector, including bringing back some of Ukraine’s legacy production, should play a major role.
“Should the West Threaten the Putin Regime Over Ukraine?”/Steven Kotkin Interview with David Remnick – the “New Yorker”
Stephen Kotkin, currently writing a 3 volume biography of Stalin and now a fellow at Stanford, thinks we should.
Some excerpts:
· “For Russia, the will to fight is about one guy. And we have taken regime change off the table. We have said many times, publicly and privately, that we’re not going to go after Putin’s regime because we don’t want him to escalate. But, by taking regime change off the table, we’re not pushing on the will to fight. And, if we’re not hitting Russia’s capacity to fight and not hitting their will to fight, then they can go on and on.”
· “I strongly back the policy of the threat of regime change. It is the most important lever to pull in order to exert pressure on Putin, who values his own personal regime above all else. As long as Putin feels that his regime is safe, he will continue to destroy Ukraine and throw his own people to their deaths.”
· “We should be seeking defectors among the nationalists, military, and security people who appeal to Putin’s base. Get those people—who are willing to state publicly that the war was a mistake, that it is hurting Russia, and that Ukraine is a separate country and people—out of Russia. Get them into European capitals, and on television or YouTube. The more the merrier.”
· “Putin will choose his regime over the war if he concludes that his regime’s survival is threatened. And others in Russia could step forward to make the choice for him. Some of this is going on already, in fact. William Burns, the head of the C.I.A., has admitted publicly that the U.S. and its allies are successfully recruiting Russian defectors. Richard Moore, the head of Britain’s M.I.6, gave a speech in Prague recently to encourage further defections in Russia. We should take the next step: making defections public, and using them to undermine the stability of the regime.”
Tet Offensive 2.0:
· “The Ukrainian counter-offensive could work. It’s way too early to evaluate it. However, they could be surprised by a Russian counter-offensive, which doesn’t have to succeed to any great degree on the battlefield. It could be just like Tet in that way. But it could send political shock waves through Washington, D.C., and through the European capitals. People could conclude that this war may not be winnable.”
· “It could. I don’t know the probability, but my view is that, if it’s possible, we’ve got to be ready. We have to prepare the public. And we have to prepare the battlefield.”
· “If Putin outsmarts us on the battlefield and mounts a counter-offensive . . . Well, I’d want to get out in front of this. I would be talking about the coming Russian counter-offensive and trying to make it more difficult for such a thing to have a political effect. That might even make it more difficult to carry out at all.”
The 4 Big Victories
· “So far, Ukrainian courage and ingenuity have produced four big victories. One is that Ukraine has kept its sovereignty. It has defended its capital and kept itself independent. There is no puppet regime in Kyiv. That’s a huge victory.”
· “The second victory—just as big, if not bigger, from a strategic point of view—is that the West has been resuscitated. People rediscovered that the West exists as a family of shared values and shared institutions. North America, Europe, and the first island chain in Asia, from South Korea all the way down to Australia: The West is not a geographical concept, but it’s an institutional concept, and it’s been revived, with unity and resolve. It’s got the wealth, it’s got the technology, it’s got the institutions. Rediscovering that was a huge victory.”
· “The third victory was Russian humiliation. Not strategic defeat—that’s an exaggeration—but the humiliation of Russia. We’ve seen that Russia is not ten feet tall. Putin is not a genius. He’s not even a tactician, let alone a strategist. He’s a murderer, and he’s troubled, but he’s no genius.”
· “The fourth big victory is China’s losing its lustre. Beijing had concluded that the U.S. was going to try to contain China, and it was going to be hostile. But Europe, which hates conflict and loves trade, could still be a friend. And so there was a wedge driven between the U.S. and Europe, these close allies, on China policy. But Xi Jinping, by siding with Putin in this war, has destroyed his wedge. Europe is now more aligned with the U.S. on China policy, and understands that having its economy be dependent on an authoritarian regime is not a good idea.”
· “So those are four big victories. And, now that we’ve made them, we should want to take those off the table. You don’t want to be in a situation where Kyiv could still be at risk, and where Western unity and resolve could be undermined by a Tet Offensive. And yet these gains are still in play, still at risk, because we’re trying to get territory back in Ukraine, which may or may not be germane, in my view, to winning the peace. That’s the big story.”
We may be ready to take the 4 victories off the table, but neither Ukraine nor Russia appears to not want to do so. I believe that the West is now obligated to support Ukraine until Ukraine wins outright or both Ukraine and Russia agree to the armistice that Kotkin is hoping for. Pulling support for Ukraine now will, at worst, result in a very nasty guerrilla war on NATO’s eastern flank, the result of which will be Ukraine driving Russia out of Ukraine, the hard way. We’re beyond the point where the West can impose a settlement on Ukraine, subject that many members of the U.S. Congress don’t seem to understand.
News From the Battlefield
According to both the “Latest Denys” and “Reporting From Ukraine,” Ukraine continues to press Russia south of Robotyne. The question is when, or if, Ukraine’s successes lead to a major breakthrough, defined as moving heavy weapons through Russian defense lines in large numbers, and reaching Tokmak.

1:31 PM: Armenia's parliament voted to ratify the Rome Statute of the International Criminal Court, which issued Putin's arrest warrant.

2:26 PM: The US Army is ready to quickly send ATACMS to Ukraine after Biden's approval
● "We are ready to act quickly," said Assistant Secretary of the US Army for Procurement Doug Bush, noting that the US Army is prepared for such a development.
5:16 PM: Lithuania has opened a corridor for the transit of Ukrainian grain to the Baltic ports.

8:08 PM: Ukraine is keeping some transformer stocks abroad in anticipation of possible Russian strikes, The Economist.

● The Economist writes that foreign transformers will be stored in Poland and Romania until they are needed.

4:11 PM: The Kyiv City Council increased aid to the military at an extraordinary meeting, Kyiv Mayor Vitaly Klychko said.
● Deputies voted to increase the funding of the city's target program "Defender of Kyiv" by 1 billion 260 million. These funds will be used for the logistical support of the security and defense forces.
