U.S. Budget Deal
Last Saturday, both Houses of Congress passed a short-term budget deal, called a continuing resolution, that keeps the Federal Government open for 47 days, until November 17th. With the agreement of the White House and Congressional leadership of both Houses of Congress, all of whom support continued assistance to Ukraine, funding for Ukraine was not included in the continuing resolution. This was agreed to, in order to ensure passage of the continuing resolution, with the idea that money will be restored later.
Here is my take on where we stand today:
· Depending on whom you talk to, the Biden Administration has between $3 billion and $6 billion in support for Ukraine left over from Fiscal Year 2023 that ended last September 30th, enough to support Ukraine until the FY 2024 funding is restored.
· Yesterday, on CBS’s “Face the Nation,” Sen. Lindsay Graham (R-S. Carolina) stated that the Senate is preparing a bill that would include multi-year support for Ukraine, between $60 and $70 billion, plus funding for improving security at our Southern Border and for processing for undocumented individuals with asylum claims. Given the uncertainty surrounding the 2024 Presidential Election, a multi-year support package for Ukraine makes sense.
· On the same Show, House Speaker Kevin McCarthy (R-California) stated his support for continued assistance to Ukraine, but he was also clear that he wanted to see increased support for security on the Southern Border. As Speaker, McCarthy has the responsibility to bring legislation to the floor. Practically, Ukraine assistance is now tied together with support for the Southern Border. Even many Democrats now understand this fact.
· There continues to be broad bipartisan support for aid to Ukraine in the Congress, especially in the leadership in both Houses, including Republican Committee Chairs in the House, and the leadership in the Senate.
· By attempting to shut down the Government, I believe the small number of House members, all Republicans, have overplayed their hand with other members, from both Parties. We will see if I’m right, by the success or failure of the plan of Rep. Matt Gaetz (R-Florida) to present a motion to remove Kevin McCarthy as Speaker, called a “motion to vacate.”
· The basis of Rep. Gaetz’s motion to remove Speaker McCarthy is McCarthy’s reaching out to Democrats to gain support for passing the continuing resolution. Ironically, there are reports that Gaetz is reaching out to progressive Democrats to obtain support for removing McCarthy. As I have argued in previous emails, when it comes to opposing support for Ukraine there is very little space between Rep. Gaetz and his far-Right Republican supporters, and the House Progressive Caucus, led by Rep. Pramila Jayapal (D-Washington State). The fact that Gaetz may be reaching out to members of the House Progressive Caucus for help in removing Speaker McCarthy, proves my point.
Going forward, I hope that Pres. Biden will do what he hasn’t done up until now – give a speech from the Oval Office outlining for the American people why our support for Ukraine is essential. Perhaps if he had done that early in the war we wouldn’t be in the situation where we are now.
Better late than never.
According to their web site, Etsy is “the global marketplace for unique and creative goods. It’s home to a universe of special, extraordinary items, from unique handcrafted pieces to vintage treasures.” This article describes how Etsy shops based in Ukraine have achieved the highest sales rates of any country in the World. The article mentions:
· Despite having a smaller population than Spain or Italy, Ukrainian sellers have nearly double the number of Etsy listings. They also have more listings, per capita, than France.
· As of late September, Ukraine had the highest sales-per-store average in the World, among countries with at least 10,000 stores. The average Ukrainian store sells more than twice as many items as the average U.S. store.
The article also contains data from the European Business Association stating that 73% of Ukrainian businesses have closed or suspended operations. I have seen other reports that 80% of Ukrainian businesses have remained open. It is worth remembering that Russia now occupies 17% of Ukrainian territory, including large that have experienced little damage, so stating that 73% of Ukrainian businesses have closed seems somewhat excessive.
News From the Battlefield
“Reporting From Ukraine” – His latest covers continued Ukrainian advances south of Bakhmut, to the point where Ukraine is threatening a major Russian north-south supply road.
The “Latest Denys” – He talks about a possible Ukrainian amphibious landing on Crimea, with the objective of taking a couple of cities. I find this a bit far-fetched because, as far as I’m aware Ukraine doesn’t have the landing craft to undertake an operation like this on a large scale. The Times of London recently described a Ukrainian commando raid where Ukrainian special forces, traveling over 100 miles on Jet-skis, attacked a Russian electronic warfare installation, marking the first time Ukrainian soldiers have set foot on Crimean territory since 2014.
It is possible that Ukrainians could achieve something like the recent Ukrainian attacks against Russian territory, in the Belgorod Region. Ukraine may also mount a large attack, with heavy equipment, across the Dnipro River in Kherson Oblast, that would serve to threaten Tokmak from the rear.
Fake Equipment/Wall Street Journal – This article described how Metinvest, a company owned by Ukrainian oligarch Rinat Akhmetov, is producing fake equipment, designed to induce Russia into using ammunition to “destroy” the equipment.

9:41 AM: Head of the Turkish defense company Baykar Defense, Huluk Bayraktar, in an interview with RFE/RL, said that Ukraine may receive an improved version of Bayraktar drones, known as Bayraktar Akıncı.
