The Kerch Bridge
Some are fond of saying that former Soviet General Secretary Nikita Khrushchev was drunk when, in 1954, he transferred Crimea from the Russian Soviet Socialist Republic to the Ukrainian Soviet Socialist Republic. The impact of yesterday’s attack on the Kerch Bridge should serve as a reminder of the soundness of Khrushchev’s rationale.
Khrushchev made the decision for sound fiscal reasons. At the time of the transfer, Crimea was obtaining all its water and electricity from the Ukrainian SSR, but the Russian SSR was responsible for Crimea’s budget. Land access to Crimea was via the Ukrainian SSR. To Khrushchev, transferring Crimea to the Ukrainian SSR made sound economic sense.
Some facts concerning Crimea, that many seem to have conveniently forgotten:
· As part of Ukraine, Crimea was an Autonomous Republic, with its own Parliament. Ukraine was responsible for foreign policy and defense.
· At the time of the Russian invasion and annexation of Crimea, Ukraine covered approximately 73% of the budget of the Autonomous Republic of Crimea.
· At the time of Russia’s invasion and annexation of Crimea, all of Crimea’s water and electricity came from Ukraine, with the water coming from the soon-to-be liberated Nova Kahovka Dam.
· At the time of the Russian invasion and annexation, the population of Crimea was approximately 58% Russian including many Russian/Soviet Navy retirees who served in the Black Sea Fleet, 13% Crimean Tatar, and 32% Ukrainian.
· In the 1991 Referendum Crimea, along with every other oblast in the former Ukrainian SSR, voted to join an independent Ukraine.
I have visited Crimea 3 times. In those visits I have been all over Crimea, except for the famous parts, including Sevastopol, Yalta and Alushta. The Russians are concentrated in the south, near Sevastopol, Yalta and the Capital, Simferopol. Tatars seem to be in a vector that runs southeast from Simferopol toward Feodosia, a major hub for the slave trade under both the Genoese occupiers, during the 13th and 14th Centuries, and later the Ottomans. It has been theorized that Feodosia was the place where the Bubonic Plague, the “Black Death,” was introduced to Western Europe, via Genoese trade traffic.
Farming in Crimea was almost exclusively conducted by Ukrainians. They depended almost exclusively on surface water irrigation from the North Crimea Canal, coming south from the Nova Kahovka Dam. Since Russia’s invasion and annexation, after Crimea’s water supply was cut off, farmers in the western part of Crimea around Yevpatoria, have increased pumping of subsurface water. This has resulted in substantial salt water intrusion of the aquifer, rendering subsurface supply useless.
Several years ago, in Washington, DC, my wife and I were invited to lunch at the residence of an old friend of mine, someone whom I’ve known all my life. A friend of hers, a Frenchman, was at the lunch. During lunch, her French friend announced in a rather pompous fashion, “well, of course, Russian President Yeltsin transferred Crimea from Russia to Ukraine.” My wife very nearly got up from the table and left.
News From the Battlefield
YouTube seems to be trying to “de-monetize” the YouTube platforms of both Denys and “Reporting From Ukraine,” and Artur Rehl, meaning that they cannot use their YouTube channels to collect money. I hope this turns out not to be true as they, and others, perform a valuable service, helping people understand the war. Between YouTube and Elon Musk, lately it appears that Silicon Valley is turning on Ukraine.
The Latest Denys is mostly about the Kerch Bridge. The latest “Reporting from Ukraine” is one of his best and should absolutely be viewed. He describes the destruction of the Kerch Bridge, the logistical problems now being faced by Russia because of the attack on the bridge, especially the railroad portion, and what the next move might be by Ukraine. As the map shows, the only alternative rail link available to Russia, for re-supplying both Crimea and Kherson runs very close to Ukrainian held territory and is subject to repeated artillery attacks. He mentions the possibility of Ukraine transferring troops from around Kherson to the area opposite Melitopol, to launch an attack south toward the Sea of Azov, with the objective of cutting Russia’s “land bridge” from Rostov-on-Don to Crimea. In an earlier email I cited a report saying that Ukraine already had a 2:1 manpower advantage in Kherson, and that was prior to Ukraine taking back a large portion of Russian-held territory on the Right Bank of Dnieper.
