Ukraine Corruption
To someone with long experience in Ukraine, yesterday’s statements made by Sens. Rand Paul (R-Kentucky) and J.D. Vance (R-Ohio), stating that they cannot support funding for Ukraine because of Ukraine’s corruption, reminds me of that famous scene from the movie “Casablanca.” In my opinion, Sens. Paul and Vance wouldn’t agree to support Ukraine, even if Ukraine was as clean as the freshly driven snow.
Sens. Vance and Paul cite as a basis for their supposed concern the “Integrated Country Strategy – Ukraine,” released by the U.S. Embassy/Kyiv last August 29th. I’ve read this report; there is nothing new here. Publicly and privately, the U.S. Embassy/Kyiv has always been concerned about corruption in Ukraine, and rightly so.
What is “new,” is Ukraine’s responses to recent revelations of war-related corruption that Ukraine uncovered on its own and is responding to. I refer to the scandal over military procurement, for which former Defense Minister Reznikov and all his deputies lost their jobs, and instances of directors of draft offices throughout Ukraine taking bribes from individuals who want to avoid serving in the military. Unfortunately, in their report U.S. Embassy/Kyiv fails to even mention these instances, leaving a reader to conclude that corruption in Ukraine continues unabated, and Ukrainian authorities are doing nothing about it, thus providing fodder for those, like Sens. Vance and Paul, who are looking for any excuse not to support Ukraine.
Another example of Ukraine responding to corruption during wartime is the recent arrest of the Mayor and the Director of Infrastructure of the City of Sumy for taking a $58,000 bribe, as reported by the Kyiv “Independent.” What is new here?
· Before the war this scheme, which involved shaking down private company with a contract to collect garbage, would likely have never come to light.
· One effect of the recent policy of “decentralization,” obligating the Central Government to share public revenues with localities, is that citizens now hold their public officials to a higher standard, because public officials now have control over substantial sums of money.
· As a result of decentralization, local law enforcement is now under increasing pressure from citizens to arrest and prosecute local officials engage in the type of activity described in this article.
· As the tempo of reconstruction picks up pace, more money will come into smaller cities and towns, especially to rebuild and repair damaged infrastructure. Entities providing financing for these projects, whether private or public, should understand that schemes like what was described in the Kyiv Independent are a real risk, but at the same time they should understand that there is substantial public backing for arresting and charging the perpetrators.
Based on my discussions with officials from international donors, there is little attention being paid by international donors to incidents like the one in Sumy. Instead, international donors seem to prefer to focus on bigger picture issues, like judicial reform cited in the report from US Embassy/Kyiv, on the grounds that an ineffective judiciary adversely affects the investment climate.
However, it is schemes like the one in Sumy that effects most Ukrainians directly. International doners, project funders, and diplomats, should now understand that they have willing partners, consisting of both local law enforcement and citizens, in shutting down these schemes and going after the organizers.
Hopefully, in the future U.S. Embassy/Kyiv will cite Ukrainian accomplishments in the war on corruption, rather than focusing on issues that have been around for years, issues that everyone is aware of, and only provide grist for American public officials like Sens. Vance and Paul.
“3 Incidents With Civil Planes Occur in Russia in One Day”/Ukrainska Pravda
It seems as if Western sanctions are beginning to bite, at least when it comes to Russian civil aviation. Why there are so many Russians vacationing in Phuket is another question. Excerpts from the article:
· “The Moscow Times stressed that the planes of the Russian air companies have begun to break down two times more frequently, mainly during flight. From January to August 2023 there were 120 such incidents compared to the average of 55 incidents in the same time in the last five years.”
· “The engines (30% of cases) and chassis (25% of cases) of the planes break down most frequently. The problems with breaks, flaps, conditioning systems and windshields also occur (3-6% of cases for each problem mentioned).”
· “Out of 817 foreign planes owned by Russian air companies as of April 2022, at least 72 (9%) have broken down at least once and then been repaired by uncertified services with the use of components of unknown origin. The cannibalisation of other planes may have become one of the sources of the problem. By January 2023, 25-30% of the parkhad been disassembled for parts.”
· “Russian air companies fly mainly Airbus and Boeing planes which were banned from doing business in Russia. Over 40% of these planes belonged to foreign leasing companies which did not get their property back after the beginning of the Russian full-scale invasion of Ukraine.” NOTE: As a recovering leasing person, I take particular note of this.
· “The majority of planes continue to fly, though they were cut off from important software and maintenance updates necessary to guarantee their airworthiness.”
· “Now, the malfunction of planes is being kept a secret in Russia.”
I do hope that no one gets killed.
News From the Battlefield – Successes in Both North and South
“Reporting From Ukraine” covers a Ukrainian breakthrough south of Bakhmut. As many will recall, last May Ukraine decided to withdraw from Bakhmut and reposition their forces to the northern and southern flanks. Ukraine appears to be having greater success in the south, whereas in the north they are being stopped largely due to Russian control of the heights.
The “Latest Denys” covers both the advances in the north, south of Bakhmut, and in the South, near Novoprokopivka, plus several other newsworthy items.

● "During the discussions, which lasted for the past few days around the clock with the participation of the EU External Relations Service, OTP Bank made a number of commitments regarding its further plans on the Russian market. NAPC expects the bank to immediately implement the agreements reached," the statement said.
12:25 AM: Britain has banned the provision of legal advisory services to Russia.
● New sanctions against Russia came into effect in Britain on October 2, prohibiting the provision of legal services.
12:45 AM: Australia handed over Slinger drone killer systems to Ukraine.
● This was announced by the representative of the manufacturing company, Matt Jones, reports ABC.
● The complex can fire single shots, and also has modes of 100 or 200 shots per minute using thermal and night vision.
● EOS has signed two contracts with Ukraine for the supply of 110 Slinger systems to equip armored personnel carriers.
12:54 AM: A massive explosion has occurred at a waste processing plant near Oxford.
● Previously, the explosion was caused by lightning that struck a gas tank.
6:55 AM: The head of the Polish MFA stated that relations with Ukraine have entered a "period of decline."
● The head of the Polish Foreign Ministry called the informal meeting of ministers in Kyiv "important", and commented on his absence from it as follows: "There are many reasons for this, including my state of health."
● "But first of all, this is due to the fact that in politics, in particular bilateral politics, between different countries, we have a period of boom and bust. 8:28 AM: The Biden administration is working on the formation of a new package of support for Ukraine in terms of its resistance to Russian aggression. This was stated by White House spokeswoman Karin Jean-Pierre during a press briefing in Washington on Monday.
8:28 AM: Norway has joined the 11th package of EU sanctions against Russia, the Ministry of Foreign Affairs of Norway said.

9:39 AM: The Pentagon has about $5.4 billion in military aid for Ukraine. This will be enough for about six months if the volume of expenses will be the same as now.

o 14 Bandvagn 206 all-terrain vehicles and a Biber bridge paver;

o 21 cars for border protection;

9:59 PM: Denmark will allocate more than $14 million for the purchase of ammunition for Ukraine, the Danish Ministry of Defense reports.
● "Denmark will facilitate more joint purchases of ammunition and remains ready to support Ukraine in the long term," the message reads.
● Procurement is carried out under the auspices of the European Defense Agency (EDA), to which Denmark was admitted on March 23, 2023.
10:14 PM: The U.S. is much more concerned about corruption in Ukraine than it's letting on publicly, Politico.
● The publication writes that officials of the US President Joe Biden's administration have prepared a confidential strategy for fighting corruption in Ukraine.
● "The perception of corruption at the highest level can undermine the confidence of the Ukrainian public and foreign leaders in the wartime government," says the confidential version of the document.

11:26 AM: The SBI handed over the Mi-2 helicopter to the military, which JSC "Motor Sich" tried to hide from the Armed Forces
● Earlier, information spread in the mass media that the former management of Motor Sich deliberately damaged another helicopter in order not to hand it over to the military for combat missions at the front. During the investigation, the SBI found out that in May 2022, at least one more helicopter was flown first to one of the European countries and then to the Middle East.

4:08 PM: Ukraine's "Drone Army" hit a record number of Russian artillery last week, Mykhailo Fedorov, Minister of Digital Transformation of Ukraine, said.

5:15 PM: Volodymyr Zelenskyy spoke at a meeting of the Council of Foreign Ministers of the European Union in Ukraine.

6:40 PM: Ukraine is counting on a positive assessment from the European Commission on the initiation of negotiations on the country's accession to the EU by the end of the current year.

3:41 PM: Criminal proceedings have been initiated into the collapse of the Degtyariv bridge structures in Kyiv, the Prosecutor General's Office reported.

9:30 PM: The SBU detained Sumy Mayor Oleksandr Lysenko for taking a bribe this evening.
● According to our SBU sources, the head of the city, elected from the "Batkivshchyna" party, decided to make money from garbage and tariffs - he demanded money from a company dealing with household waste.
● The Security Service of Ukraine, together with NABU, caught Lysenko red-handed - at the time of receiving part of the tranche, namely 1.4 million hryvnias. And this is only part of the money - just this year, the mayor has already received 2.1 million hryvnias in bribes.
● Together with him, the SBU detained the director of the city's infrastructure department. Their homes and offices are currently being searched.

9:24 AM Kharkiv RMA: During the past day, the Russians shelled civilian infrastructure and population of Bogodukhiv, Chuguyiv, Kupyan and Izyum districts.
● Around 1:50 p.m., the Russians struck Kupyansk with a guided aerial bomb. 6 private residential buildings, a warehouse building and 4 multi-storey residential buildings were damaged. A 76-year-old man and a 57-year-old woman were injured. Hospitalized in a moderate condition.

12:51 PM: The SBU exposed a recidivist who helped the Russians install minefields during the occupation of Kharkiv region.
● The perpetrator turned out to be a 29-year-old resident of one of the villages of the Bogodukhiv district, who had previously been convicted of serious crimes.
● He "gave" the invaders the addresses of members of the resistance movement in the region. Also, the attacker together with the occupiers robbed the houses of fellow villagers, who at that time had left for territory controlled by Ukraine.
7:30 PM Kharkiv RMA: The Russian army attacked Kupyansk twice today, three people were injured and residential buildings were damaged.

● The spokesman of the Eastern Group of the Armed Forces of Ukraine, Captain Ilya Yevlash, said that the Russian troops are trying to hold the line of defense along the railway south of Bakhmut at any cost. A Russian military blogger claimed that Ukrainian forces continued to try to advance east of the railway line near Andriyivka (10 km southwest of Bakhmut) and that Ukrainian forces were occupying unspecified "advantageous" positions in the area.
