State Emergency Services of Ukraine
Since the start of Russia’s latest invasion, the people whom we all see on TV, risking their lives by going into burning buildings throughout Ukraine and rescuing occupants, are all part of the State Emergency Services of Ukraine. Unlike the United States, where first responders are usually part of municipal or county police and fire departments, State Emergency Services is a national agency responsible for fighting fires and responding to disasters throughout Ukraine.
This article, from today’s issue of the “Kyiv Independent,” is about the psychologists who are attached to each unit of the State Emergency Services. They are responsible for going into damaged or destroyed buildings alongside other members of their team, to care for survivors who may have lost loved ones and, regardless, are trying to process what has just happened to their lives.
After the war is won, the buildings rebuilt, fields are sown and harvested, and the mines cleared, the widespread psychological damage done to Ukrainians will continue. As the article describes, one of the missions of the psychologists from the State Emergency Services is to contain the long-term damage to mental health.

News From the Battlefield
Rather than discussing “Reporting from Ukraine” and “The Latest Denys” separately, today they’ll be combined, because they paint a significant picture of what appears to be happening:
· Turkey stops Russian Navy ships from transiting the Bosporus and entering the Black Sea (Denys). One of the ships is the sister ship of “Moskva” that was sunk by Ukraine earlier in the war. The ships are based in Vladivostok, in the Russian Far East, to where they are now returning. He goes into fascinating detail about what happened.
· Large Russian losses in the southern part of Donetsk Oblast (“Reporting From Ukraine”), around the town of Pavlika. This is the area where I think Ukraine will launch its next offensive, and why Russia is now building defense lines around Mariupol. The losses were incurred by a unit of Russian Marines based in Kamchatka, in the Russian Far East. What makes this operation particularly interesting is that it has gone public in Russia, with demands to the Russian High Command to prosecute the generals who planned this operation that resulted in such high casualties.
· A mutiny by newly mobilized men at a base in Kazan (“Reporting From Ukraine” – 5 min into the video). As he pointed out, “if Russian commanders consider experienced Marines to be cannon fodder, what about inexperienced Russian conscripts?”
· Russia appears to be running out of missiles. Denys provides an accounting (at 1:30 into his video).
· Arrival of 2 NASAM anti-aircraft systems to Ukraine (Denys). A joint production of Norway and Raytheon, NASAMs are designed to shoot down cruise missiles but not ballistic missiles for which Ukraine has no defense. Currently, Ukraine’s only option to combat ballistic missiles is to hit launching areas, which Ukraine will now be able to do thanks to delivery of longer-ranged air-to-ground cruise missiles supplied by Poland (yesterday’s Denys). Early in the war, the U.S. denied Ukraine’s request to supply Patriot missile systems because of the long training period. Ukraine has since shown that their people can learn to operate complex weapons systems much faster than the U.S. expected.
· Russian looting in Kherson (Denys). At 3:10 into his video, there is an image of a toy train from a children’s park, likely in Kherson, with booty loaded into one of the carriages.
Review of the Bidding. Here is what I am seeing:
· Ukrainian offensive in Kherson, apparently tying up 30,000 Russian troops.
· Fighting in southern Donetsk, to the east of Kherson and around Pavlika, combined with the Russians building defense lines around Mariupol, suggests that Russia expects a Ukrainian offensive whose objective might be to cut occupied territory in southern Ukraine in two.
· Continued fighting around Donetsk City and Bakhmut, mostly undertaken by Wagner Group mercenaries operating independently of the Russian Army, where Russians are making little or no progress and taking heavy losses (mostly incurred by prisoners and the newly mobilized).
· Continued Ukrainian gains in northern Luhansk Oblast that may, if continued, make the position of the Wagner Group mercenaries untenable.
· Yesterday was the first Monday in nearly 1 month where Kyiv didn’t suffer a major missile strike. Perhaps the effect of Russia’s dwindling supply of missiles, as reported by Denys.
· Some of my friends in Kyiv say that they are down to 2 hours/day of electricity.
The overall picture for the Russians appears to be getting worse, while there is some hope for repairs to made to the grid.

00:56: A resident of one of the villages of the Kharkiv region buried the national flag of Ukraine in his garden so that it would not fall into the hands of the Russian invaders.
· When his village came under temporary occupation, the man managed to leave for a safer place, and after our soldiers liberated the settlement, he informed them of a valuable hiding place.
