“Untold Story of “Russiagate,” and the Road to War in Ukraine” (New York Times 11/2/22)
Although it contains new and interesting revelations, much of this article is old news, repackaged to fit into the context of Russia’s latest invasion of Ukraine, and continue with the narrative that Paul Manafort was a Russian agent. The “Mariupol Plan,” a rump state with Victor Yanukovich at its Head, has been in the public domain for several years. Since 2016, the “Mariupol Plan” was modified. In 2022, and after Russia expected to subjugate all of Ukraine, the plan was to put Yanukovich back in charge, as a puppet President of Ukraine.
Long time readers of these mails will recall that I gave Manafort’s activities in Ukraine extensive treatment. I expressed my view then that Manafort wasn’t a Russian agent, and that his sole interest was money. The NYT article, while interesting, does nothing to change my opinion.
The article fails to include several important contextual subjects, including:
· Yanukovich’s Decision to Terminate Talks on the EU Association & Free Trade Agreement (EU-FTA) – This was hardly mentioned in the article, likely because it doesn’t fit with the article’s narrative that Yanukovich was a Russian agent. I believe that Manafort wanted Ukraine to conclude the EU-FTA, and he advised Yanukovich to do so. Instead, Yanukovich terminated the EU-FTA talks, I believe not so much because he was pressured by Russia, but because Yanukovich was convinced that he would be able to continue stealing if Ukraine stayed out of an EU-FTA. In this I believe Yanukovich made a monumental misjudgment. If Yanukovich had gone ahead with the EU-FTA, I believe he would have easily been re-elected President in 2015, been considered as a transformational President of Ukraine, and he would’ve been able to go right on stealing.
· Manafort’s sole interest was money. The cigar bar meeting, where Manafort allegedly gave Kilimnik confidential Trump polling data, was intended for Manafort’s clients in Ukraine, the Opposition Bloc, to convince them to pay Manafort the money that they owed to him, with the idea that Trump’s election would serve to increase the influence of the Opposition Bloc in Washington. Perhaps Kilimnik did share the polling data with Russia, but I believe that wasn’t Manafort’s intent in giving the data to Kilimnik.
· Realization of the “Mariupol Plan” would put Manafort’s gravy train back on the tracks. Getting Yanukovich back into a position of authority, as in the Mariupol Plan, would induce Manafort’s existing clients to pay their bills, and for Manafort to establish future revenue streams. Being a Russian agent had nothing to do with Manafort’s interest in the Mariupol Plan – it was strictly money. In fact, there is nothing I can see that being a Russian agent would benefit Manafort financially, so for that simple reason I have always disputed the allegations that Manafort was a Russian agent. I have spoken to people who have known and worked with Manafort over several decades, and they agree with me.
· For years, Manafort was a source of business for several Washington, DC professional services firms. I was disappointed that the NYT article hardly mentioned Manafort’s weaponizing Washington, DC professional service firms on Yanukovih’s behalf. In 2010, soon after Yanukovich’s election, the Ukrainian Government, at the recommendation of Manafort, hired 3 U.S. firms, Kroll, Trout Cacheris, and Aiken Gump, to come up with charges that could be used to indict and imprison Yulia Tymoshenko, at the time Yanukovich’s main political rival. The accusation that these 3 firms came up with was that when she was Prime Minister, that Tymoshenko mis-handled proceeds from Kyoto Carbon Credits in connection with the sale of Toyota Prius police cars from Japan, and ambulances from Austria. When the Japanese and the Austrian attested that the funds that they sent to Ukraine in return for the carbon credits were handled appropriately the case was dropped. Tymoshenko hired another Washington firm, Covington & Burling which, along with 2 other firms, gave a scathing presentation at the National Press Club in Washington, debunking the work done by the 3 firms retained by Ukraine in the Tymoshenko case. One of the ironies in this story was that Amy Berman Jackson, the Judge in Manafort’s Washington, DC trial, is a former Trout Cacheris Partner.
None of this deterred the firm of Skadden Arps, which was hired by Ukraine at the urging of Manafort, to produce a justification of Tymoshenko’s prosecution and imprisonment, for abuse of power in connection with the 2009 gas supply agreement with Russia. Skadden’s experts allegedly provided training and advice to the team that prosecuted Tymoshenko. Later, Skadden had to disgorge the approximately $4 million in fees it received, as part of an agreement with the Federal Government.
This behavior of U.S. professional service firms slopping at the Ukraine trough continued, with the Podesta Group and Mercury Public Affairs, and Rudy Giuliani taking on several Ukrainian clients and associates, like Fruman and Parnas, along with the late Mayor of Kharkiv, all with questionable provenances and, of course, Hunter Biden becoming a Director of Burisma. It all started with Manafort.
In one of the interviews for the NYT article, Manafort said he supports Ukraine. I believe him.
Back to the Battlefield
Reporting from Ukraine continues to cover the fighting in northern Luhansk Oblast, and in southern Donetsk Oblast, opposite Mariupol. Ukraine may be on the verge of a breakthrough in Luhansk. The Russians may well be building up defenses in southern Donetsk, anticipating a new Ukrainian offensive.
The Latest Denys reports on an attack on a military base inside Russia that was likely carried out by Ukrainian commandos. He also thinks that Russia is considering using their new conscripts for a major attack designed to split the entire Donbas Region, plus Kharkiv, away from Ukraine. I agree with Denys, that this is what Russia should’ve done last February. Instead, they divided their forces and got caught in a cul-de-sac around Kyiv.

11:15 Polish Defense Minister: Poland has decided to build barbed wire barriers on the border with the Kaliningrad region of the Russian Federation. Work will begin today.
· "Already today, the work of sappers, soldiers of the Polish Army on the construction of a temporary barrier on the Polish-Russian border begins," Blaszczak announced.
· As the minister explained, such a step was taken due to the fact that Russia opened the airport of the Kaliningrad region for aircraft from the Middle East and North Africa, which poses a threat of migration pressure.
10:46: The number of registered Ukrainian refugees in Europe has exceeded 4.4 million people, says the Office of the United Nations High Commissioner for Refugees.

· 40% of Ukrainian energy facilities were damaged by impacts, TPPs, CHPPs and HPPs were destroyed. This was told by President Volodymyr Zelenskyy to the European Union Commissioner for Energy Kadri Simson, who is on a visit to Kyiv today.
· The Head of Ukraine called for the creation of a platform to support the Ukrainian economy, in particular the energy sector, following the example of the Contact Group in the Ramstein format.

· According to Ukrainian intelligence, the supply of UAVs will be carried out by the Caspian Sea to the port of Astrakhan. Drones will arrive in a disassembled state. In the future, on the territory of the Russian Federation, they will be collected, repainted and applied Russian markings, in particular "Geran-2".
