“Untold Story of “Russiagate,” and the Road to War in Ukraine” (New York Times 11/2/22)

Although it contains new and interesting revelations, much of this article is old news, repackaged to fit into the context of Russia’s latest invasion of Ukraine, and continue with the narrative that Paul Manafort was a Russian agent.  The “Mariupol Plan,” a rump state with Victor Yanukovich at its Head, has been in the public domain for several years.   Since 2016, the “Mariupol Plan” was modified.  In 2022, and after Russia expected to subjugate all of Ukraine, the plan was to put Yanukovich back in charge, as a puppet President of Ukraine.

Long time readers of these mails will recall that I gave Manafort’s activities in Ukraine extensive treatment.  I expressed my view then that Manafort wasn’t a Russian agent, and that his sole interest was money.  The NYT article, while interesting, does nothing to change my opinion.

The article fails to include several important contextual subjects, including:

·       Yanukovich’s Decision to Terminate Talks on the EU Association & Free Trade Agreement (EU-FTA) – This was hardly mentioned in the article, likely because it doesn’t fit with the article’s narrative that Yanukovich was a Russian agent.  I believe that Manafort wanted Ukraine to conclude the EU-FTA, and he advised Yanukovich to do so.   Instead, Yanukovich terminated the EU-FTA talks, I believe not so much because he was pressured by Russia, but because Yanukovich was convinced that he would be able to continue stealing if Ukraine stayed out of an EU-FTA.  In this I believe Yanukovich made a monumental misjudgment.   If Yanukovich had gone ahead with the EU-FTA, I believe he would have easily been re-elected President in 2015, been considered as a transformational President of Ukraine, and he would’ve been able to go right on stealing.

·       Manafort’s sole interest was money.   The cigar bar meeting, where Manafort allegedly gave Kilimnik confidential Trump polling data, was intended for Manafort’s clients in Ukraine, the Opposition Bloc, to convince them to pay Manafort the money that they owed to him, with the idea that Trump’s election would serve to increase the influence of the Opposition Bloc in Washington.  Perhaps Kilimnik did share the polling data with Russia, but I believe that wasn’t Manafort’s intent in giving the data to Kilimnik.

·       Realization of the “Mariupol Plan” would put Manafort’s gravy train back on the tracks.   Getting Yanukovich back into a position of authority, as in the Mariupol Plan, would induce Manafort’s existing clients to pay their bills, and for Manafort to establish future revenue streams.  Being a Russian agent had nothing to do with Manafort’s interest in the Mariupol Plan – it was strictly money.  In fact, there is nothing I can see that being a Russian agent would benefit Manafort financially, so for that simple reason I have always disputed the allegations that Manafort was a Russian agent.  I have spoken to people who have known and worked with Manafort over several decades, and they agree with me.

·       For years, Manafort was a source of business for several Washington, DC professional services firms.  I was disappointed that the NYT article hardly mentioned Manafort’s weaponizing Washington, DC professional service firms on Yanukovih’s behalf.  In 2010, soon after Yanukovich’s election, the Ukrainian Government, at the recommendation of Manafort, hired 3 U.S. firms, Kroll, Trout Cacheris, and Aiken Gump, to come up with charges that could be used to indict and imprison Yulia Tymoshenko, at the time Yanukovich’s main political rival.   The accusation that these 3 firms came up with was that when she was Prime Minister, that Tymoshenko mis-handled proceeds from Kyoto Carbon Credits in connection with the sale of Toyota Prius police cars from Japan, and ambulances from Austria.   When the Japanese and the Austrian attested that the funds that they sent to Ukraine in return for the carbon credits were handled appropriately the case was dropped.   Tymoshenko hired another Washington firm, Covington & Burling which, along with 2 other firms, gave a scathing presentation at the National Press Club in Washington, debunking the work done by the 3 firms retained by Ukraine in the Tymoshenko case.   One of the ironies in this story was that Amy Berman Jackson, the Judge in Manafort’s Washington, DC trial, is a former Trout Cacheris Partner.

None of this deterred the firm of Skadden Arps, which was hired by Ukraine at the urging of Manafort, to produce a justification of Tymoshenko’s prosecution and imprisonment, for abuse of power in connection with the 2009 gas supply agreement with Russia.  Skadden’s experts allegedly provided training and advice to the team that prosecuted Tymoshenko.   Later, Skadden had to disgorge the approximately $4 million in fees it received, as part of an agreement with the Federal Government.

This behavior of U.S. professional service firms slopping at the Ukraine trough continued, with the Podesta Group and Mercury Public Affairs, and Rudy Giuliani taking on several Ukrainian clients and associates, like Fruman and Parnas, along with the late Mayor of Kharkiv, all with questionable provenances and, of course, Hunter Biden becoming a Director of Burisma.   It all started with Manafort.

In one of the interviews for the NYT article, Manafort said he supports Ukraine.  I believe him.

Back to the Battlefield

Reporting from Ukraine continues to cover the fighting in northern Luhansk Oblast, and in southern Donetsk Oblast, opposite Mariupol.  Ukraine may be on the verge of a breakthrough in Luhansk.   The Russians may well be building up defenses in southern Donetsk, anticipating a new Ukrainian offensive.

The Latest Denys reports on an attack on a military base inside Russia that was likely carried out by Ukrainian commandos.   He also thinks that Russia is considering using their new conscripts for a major attack designed to split the entire Donbas Region, plus Kharkiv, away from Ukraine.  I agree with Denys, that this is what Russia should’ve done last February.  Instead, they divided their forces and got caught in a cul-de-sac around Kyiv.

General Hodges continues to believe that Ukraine will liberate Crimea by the middle of 2023, after having pushed Russia out of the rest of Ukraine.

11:15 Polish Defense Minister: Poland has decided to build barbed wire barriers on the border with the Kaliningrad region of the Russian Federation. Work will begin today.

·       "Already today, the work of sappers, soldiers of the Polish Army on the construction of a temporary barrier on the Polish-Russian border begins," Blaszczak announced.

·       As the minister explained, such a step was taken due to the fact that Russia opened the airport of the Kaliningrad region for aircraft from the Middle East and North Africa, which poses a threat of migration pressure.

10:46: The number of registered Ukrainian refugees in Europe has exceeded 4.4 million people, says the Office of the United Nations High Commissioner for Refugees.

·       Almost 1.5 million refugees have registered in Poland. After Poland in terms of the number of refugees - Germany and the Czech Republic with more than 815 and 453 thousand people, respectively.

·       In fourth place is Italy with the number of registered refugees from Ukraine (160.67 thousand), in fifth place - Spain (149.21 thousand).

·       In all cases without casualties and destruction.

08:00: The United States has allocated $ 47.6 million to help Ukraine in demining, - US Department of State.

·       The State Department clarifies that the California-based company Tetra Tech will train teams of Ukrainian sappers according to international standards and provide them with the necessary equipment.

·       The U.S. Government has allocated $55 million from the U.S. Agency for International Development (USAID) funds to repair and support heat supply infrastructure in 19 regions of Ukraine.

·       The head of the Icelandic government, Catherine Jakobsdottir, said at a meeting of the Northern Council in Helsinki that support for Kyiv by the Scandinavian countries remains "strong and unwavering".

07:51Air Force: North Korea launched a missile across the maritime border with South Korea for the first time in the history of a divided peninsula. South Korean president called the incident "essentially an invasion"

·       A short-range ballistic missile launched by the North Koreans fell into the sea about 60 km from the South Korean city of Sokkhcho, which is located near a demarcation line on the eastern shore of the peninsula.

·       South Korea, as a response, launched three missiles - also at sea, across the maritime border.

05:59 espreso.tv: The United States has allocated $55 million for heat supply infrastructure in Ukraine and $47.6 million for demining.

·       The U.S. Government has allocated funds from the U.S. Agency for International Development (USAID) funds to repair and support the operation of heat supply infrastructure in 19 regions of Ukraine. A U.S. State Department spokesman noted that the assistance includes sending more than 1600 generators, water treatment systems and other heating equipment.

00:51: The German government will hand over 500 cars to Ukraine to patrol the border, 22 of them have already arrived in Ukraine.

·       This is stated in the updated list of military assistance published on the website of the German government.

00:38: In Iran, a red flag of vengeance was hung over the dome of the Jamkaran mosque in the city of Qom and the dome of a mosque in Shiraz.

·       The last time the authorities of the Islamic Republic of Iran raised the flag of revenge was in 2020, when General Qasem Soleimani was killed. After that, Iran struck U.S. bases in Iraq as part of Operation Martyr Soleimani.

23:41: First Lady Olena Zelenska spoke at the opening of the world's largest technology conference Web Summit 2022 and told what Ukraine faces right now.

·       "We have moved back in time. We were forced to choose the most powerful power banks instead of good lighting. All Ukrainians deliberately limit consumption.

·       Terrorists have destroyed 40% of energy production across the country, including 90% of wind energy and 50% of solar power plants."

23:11: The United Kingdom has sent more than 195,000 pieces of winter gear along with the Ukrainian military after they completed training in the United Kingdom, the country's Ministry of Defence.

22:30: Dry cargo ships under the flag of Turkey will continue to export food from Ukraine, despite the termination of Russia's participation in the grain agreement, says Minister of National Defense of the Republic Hulusi Akar.

21:52 Wall Street Journal: Saudi Arabia has shared intelligence with the U.S. and warned of an imminent Iranian attack on targets in the kingdom.

·       According to the publication, the United States, Saudi Arabia, and a number of other countries in the region have increased the level of combat capability of their units.

21:31 Digi24 - President of Moldova: Opponents of the current government, who are holding protests, together with Russian special services, are working to shake up the situation in Moldova.

·       "We have evidence that the coalition of corrupt groups that stole a lot of money from Moldova, and Russia's intelligence services, pro-Russian parties in Moldova, all have a common goal - to destabilize Moldova. They use in their favor the difficulties faced by citizens. We are determined to defend democracy," she said.

20:40: The path to peace in Ukraine lies through the "expulsion of Russia" from Ukrainian territory, Estonian Prime Minister Kaja Kallas said at a press conference.

·       According to her, Russia is trying to use all possible means to get a pause to regroup troops and continue the offensive, and "counts on us to get tired or scared."

20:21 European Union Commissioner for Energy: The European Union is ready to allocate EUR 25.5 million to Ukraine to support the energy system and provide energy equipment worth millions of euros.

18:05 UN representative: Delegations of the UN, Turkey and Ukraine agreed not to plan the movement of ships in the Black Sea for November 2

16:55: France will help Ukraine strengthen air defense, restore water and energy infrastructure, and survive the winter in general. This was announced following a telephone conversation between Macron and Zelensky at the Elysee Palace.

·       The Presidents also agreed to cooperate in the preparation of an international conference dedicated to assistance to Ukraine, which will be held on December 13 in Paris.

16:25 New York Times: Several dozen Ukrainian air defense personnel are being trained in Germany to use advanced national anti-aircraft missile systems known as NASAMS.

·       According to the publication, Norwegian instructors have worked with less than 100 Ukrainian servicemen over the past few weeks at an American training base in Germany.

15:28 Turkish Foreign Minister: Turkish President Recep Tayyip Erdogan is set to hold talks with Ukrainian leader Volodymyr Zelensky and Kremlin chief Putin in the near future. In particular, it is planned to discuss the "grain agreement".

14:45: The EU is ready to supply Kyiv with electricity in case of its shortage as a result of Russian shelling, says European Commissioner for Energy Kadri Simson.

·       According to her, Ukraine's energy network, which was connected in March to the continental European network, can transfer energy in two directions, so if there is a shortage of it, the EU will provide assistance to Ukraine.

·       Romanian President Klaus Iohannis appointed Angel Tilvar to the post of Minister of Defense. At the end of October, Tilvar's predecessor Vasile Dincu resigned. This happened after he said that the only way to end the full-scale Russian-Ukrainian war was through negotiations with Russia. He also noted that NATO countries need to reach the stage of negotiations, even if it ends in freezing the conflict.

12:49 Ukrainian Foreign Ministry spokesman: Russia should be excluded from the G20, and Putin's invitation to the summit in Bali should be withdrawn.

12:28: The Pentagon said that the United States will transfer eight NASAMS air defense systems to Ukraine.

·       "We have also committed ourselves to providing countermeasures against drones, including the VAMPIRE system," a Pentagon spokesman said.

·       13:38: On October 31, at night, three "Shahed-136" were shot down by territorial defense units in the Poltava region, three more - by fighter aircraft of the Air Force of the Armed Forces of Ukraine in Dnipropetrovsk region, - the Air Force of Ukraine.

13:30: Conscription of Crimean Tatars into the Russian armed forces is a violation of international law, the Delegation of the European Union to Ukraine said.

·       The UN-led Coordination Center notes that the movement of ships has been agreed upon by the Ukrainian, Turkish delegations and the UN at the Istanbul Center. The Russian delegation was informed about this.

10:56 British intelligence: Yevgeny Prigozhin, owner of Russia's private military company Wagner Group, has retracted any claims in the past two months that he was not affiliated with Wagner PMC and has been more candid in his public statements.

18:26 Prime Minister: Ukrainians need to start preparing for a difficult winter now and stock up on the necessary things.

·       At the same time, the resolution establishes that these restrictions do not apply to Russian citizens who: are the husband or wife of a citizen of Ukraine; children or parents of citizens of Ukraine; full-fledged brother or sister, grandfather or grandmother, grandson or granddaughter of citizens of Ukraine; persons who have served in the Armed Forces of Ukraine for three or more years; persons who, according to the law, arrived in Ukraine for employment.

17:15: Volodymyr Zelenskyy met with the European Union Commissioner for Energy Kadri Simson.

·       "He spoke about the consequences of energy terrorism on the part of Russia and the measures we are taking to stabilize the operation of the power grid. We discussed further steps to ensure Ukraine's energy security, as well as strengthen energy sanctions against Russia," Zelenskyy said.

·       40% of Ukrainian energy facilities were damaged by impacts, TPPs, CHPPs and HPPs were destroyed. This was told by President Volodymyr Zelenskyy to the European Union Commissioner for Energy Kadri Simson, who is on a visit to Kyiv today.

·       The Head of Ukraine called for the creation of a platform to support the Ukrainian economy, in particular the energy sector, following the example of the Contact Group in the Ramstein format.

16:02 Air Force spokesman: Iranian ballistic missiles that Russia plans to purchase from Iran are likely to be deployed on Ukraine's northern border.

·       "We will use all means of protection against these missiles. Presumably, they will be delivered to the North of Ukraine, from where they can be launched in such a way as to threaten the whole of Ukraine.

·       300 km one missile, the other rocket - 700 km in range. These are ballistic missiles. We do not have effective protection against these missiles," he said.

·       DIU: In early November, it is planned to send a batch of more than 200 Shahed-136, Mohajer-6 and Arash-2 combat drones from Iran to the Russian Federation.

·       According to Ukrainian intelligence, the supply of UAVs will be carried out by the Caspian Sea to the port of Astrakhan. Drones will arrive in a disassembled state. In the future, on the territory of the Russian Federation, they will be collected, repainted and applied Russian markings, in particular "Geran-2".

20:50: Russia says it will agree to return to participating in the "grain deal" only if two conditions are met. Putin told Turkish leader Erdogan.

·       According to Putin, two conditions are the investigation of explosions on the ships of the Black Sea Fleet in Sevastopol and the provision by Ukraine of guarantees of non-use of the humanitarian corridor for military purposes.

19:37 Reuters: A Russian court has fined the Wikimedia Foundation Inc, which operates the online encyclopedia Wikipedia, 2 million rubles ($32,600) for articles on the war in Ukraine.

13:58: The SBU interrogated a captured Russian paramedic who was left to die by the Russian military after fighting with the Armed Forces of Ukraine.

·       "The woman volunteered for the war in Ukraine and from her experience she was convinced that 'we do not brosai' – another myth of the Rashists," the SBU reports.

·       She, fainting from blood loss, was found by Ukrainian fighters. They provided first aid to the Russian doctor, giving another chance at life.

13:19: Russian Defense Minister Shoigu said during his address that:

·       Conscripts will not go to the zone of "special military operation";

·       87 thousand people out of 300 thousand drafted as part of partial mobilization were sent to the areas of hostilities;

12:59: Gazprom announced a reduction in production in January-October 2022 by 78.8 billion cubic meters. m or 18.6% compared to the same period last year.

10:35 Kharkiv RMA: Over the past day, Russian troops have shelled the cities of Kupyansk and Vovchansk and the settlements of Kupyansk, Chuhuiv and Kharkiv districts.
