The Provenance of the Missile Strike in Poland

Last night, at dinner, I raised the possibility that Pres. Zelenskyy is correct, that the S-300 missile that landed in Poland was fired by Russia.  I pointed out that Russia configures many of its S-300s as a ground-to-ground weapon, and in a ground-to-ground mode S-300s have shown to be very inaccurate.   As far as I’m aware, Ukraine uses its S-300s exclusively, in the manner it was designed to be used, as an anti-aircraft weapon.

A couple of hours later I opened The Latest Denys and, lo & behold, he also spoke about the possibility that the missile that landed in Poland was Russian, for the same reasons I described at dinner!   Some other relevant facts, include:

·       Nearby targets in Ukrainian territory that are of possible interest to Russia, including a thermal power plant, and a rail line that may be used to transport weapons from Poland to Ukraine.

·       Russia has a history of striking Ukrainian targets near the Polish border, most notably the Yavoriv Training Center located 15 km. from the Polish border where 32 people were killed.

·       An example of how inaccurate S-300s can be in a ground-to-ground mode took place a few months ago, around Kharkiv, where Russians launched an S-300, it flew around in a circle, returned, and destroyed the launcher.

Ukraine is now going to be allowed to participate in the forensic investigation that is taking place in Poland, as they should.   The United States, NATO, and now Poland (after the Polish President first said the missile was Russian) have alleged that the missile was a Ukrainian S-300 launched to destroy incoming Russian missiles.   Given the documented inaccuracy of S-300s in a ground-to-ground mode it is quite likely, even if launched by Russia, that the impact in Polish territory was an accident.   At the same time the facts should be determined by the ongoing investigation, rather than simply concluding that the missile was Ukrainian to possibly deflect attention from Russia and from a possible Article 4 invocation by Poland.

More News From the Battlefield

“Reporting From Ukraine” continues to cover the fighting in southern Donetsk Oblast, opposite Mariupol in the town of Pavlivka.   A couple of factors to consider:  

·       Pavlivka is located in the general area where many believe that Ukraine will launch its next offensive, south toward Melitopol.   Russian attacks may be designed to disrupt Ukraine’s plans.

·       According to “Reporting From Ukraine,” Russia appears to be using at least some of the recently evacuated troops from Kherson in the actions around Pavlivka.

20:54: Estonian Prime Minister Kaja Kallas said in an interview with CNN that NATO allies should "remain calm" in the situation of a missile drop in Poland.

·       "I think we really have to stay calm, knowing that there could be a side effect, especially for those countries that are very close [to Ukraine]. It's up to the Polish government to say how they want to solve this problem," Kallas said.

19:55: White House statements on yesterday's situation in Poland:

·       The United States trusts the Polish investigation into the explosion, which found that the incident was most likely caused by a Ukrainian air defense missile;

·       Russia is ultimately to blame for the tragic incident;
