Meeting With the Mayor of Irpin
Meeting Oleksandr Markushyn, the Mayor of Irpin, last Tuesday in Washington, DC reminded me of one of my favorite quotes. It goes like this: “Dear Coleridge—Did you seize the opportunity of seeing Kosciusko while he was at Bristol? I never saw a hero; I wonder how they look.” —Charles Lamb, in a letter to Samuel Taylor Coleridge June 24, 1797.
Charles Lamb was an English essayist, poet, and antiquarian, best known for his Essays of Elia and for the children's book Tales from Shakespeare, co-authored with his sister, Mary Lamb. Samuel Taylor Coleridge was an English poet, most famous for his poem, “The Rime of the Ancient Mariner.” Tadeusz Kosciusko was a Polish General who led the 1784 Polish uprising against Imperial Russia.
Having met Mayor Markushyn, I’ve now seen how a hero looks. During last March, Irpin along with its nearby city, Bucha, was the site of extensive atrocities committed by Russian troops. Mayor Markushyn led the defense of Irpin and, in doing so, he almost certainly prevented Russian forces from entering Kyiv. Here is an interview with Mayor Markushyn done by a reporter from the Milwaukee “Independent.” It is well-worth reading.
Markushyn was in Washington, along with hie immediate predecessor as Mayor, a Member of the Irpin City Council, and Maryan Zablotskyy, a Member of Parliament. This is a Podcast interview with Zablotskyy, conducted last year. It is well worth the listen. During the interview, he talked a lot about his role in the liberalization of Ukraine’s agricultural land market. Zablotskyy is a member of Pres. Zelenskyy’s faction in Parliament, and he would be considered a Libertarian if he was an American.
I arranged a meeting with the foreign policy adviser to Sen. Sheldon Whitehouse (D-RI. Last week, Sen. Whitehouse was in London and the Hague, at the Headquarters of the International Criminal Court (ICC), working war crimes legislation. Therefore, the meeting with Mayor Markushyn and his team was very timely.
The most interesting part of the meeting was Markushyn’s and Zablotskyy’s description of the arrangement that the City of Irpin has concluded with the City of Miami, Fl., whereby guns that the City of Miami has purchases through its gun buy-back program are going to be transferred to the City of Irpin. Today, the Mayor and his team are in Miami, to sign a sister city agreement with Miami. There is a similar arrangement under discussion with the City of Houston, Tx.
The Mayor said that the reason that there were so many Russian atrocities in Irpin, Bucha, and many other towns is because the citizens were unarmed. Until the enactment of legislation that Zablotskyy sponsored, allowing individual Ukrainians to own firearms, was passed in Parliament and signed by Pres. Zelenskyy, individual ownership of firearms in Ukraine was illegal.
The Mayor is convinced that the Russians will try to come back, a concern that is real, and he wants residents of Irpin to be armed and prepared to defend themselves. What he wanted to discuss with Sen. Whitehouse’s office was the possibility of some U.S. Federal support for organizing grass roots civil defense organizations in Ukrainian cities that would allow residents to be protected against future Russian assaults. He said that if the Russians knew that everyone was armed, they’d less inclined to try to commit murder, torture, and rape. This is a story not too dis-similar to the movie “Magnificent 7,” where the residents of a Mexican village hire 7 cowboys to teach them how to defend themselves against a gang of bandits.
Senator Whitehouse’s foreign policy adviser said that the United States can only have assistance arrangements with national governments. However, Ukraine has a decentralization program where, before the war, 50% of State revenues to back to local governments but, according to the Mayor, the decentralization program is not being used to bring wartime funding that Ukraine is getting from allied countries and international donor agencies down to local government. It was a very interesting discussion.

I said that it was a lousy use of good Ukrainian chocolate.
News From the Battlefield
Naval Drone Attack on the Black Sea Fleet – An excellent article from the Kyiv “Independent,” describing Ukraine’s recent naval victory against the Russian Black Sea Fleet. The victory is yet another example of how a country with limited resources, and in Ukraine’s case without an actual navy, can inflict extensive damage on a larger foe. Another example took place on October 21, 1967, when 2 Egyptian patrol boats armed with 4 Soviet made “Styx” surface-to-surface missiles sank the Israeli destroyer “Eliat.” The Styx used passive homing, meaning that they tracked the Eliat’s fire control radar. The 4th missile landed where the Eliat once had been. It was the first use of a cruise missile in combat. In June 1969 I was commissioned as an officer in the Navy. The U.S. Navy realized that our aircraft carriers had no defense against cruise missiles. The assumption was that if Egypt had cruise missiles, so did North Vietnam.
Kherson – Both the Latest Denys and Reporting from Ukraine focus on Russia’s announcement, made yesterday, that they are withdrawing from the Right Bank of Dnieper River, including Kherson City. Some key questions and takeaways:
· Latest Denys describes how Russian artillery can fire at Ukrainians entering Kherson City from the Left Bank of the Dnieper. Ukrainians are proceeding with caution.
· Reporting from Ukraine covers continuing Ukrainian attacks in Kherson from multiple axes. It seems that Russia is trying to undertake a “fighting retreat.”
· Denys shows evidence that Russia is building defense lines near the access points to Crimea, something that Ukraine should’ve done in the weeks leading up to the start of Russia’s latest invasion. Russia is also building defense lines in front of Mariupol.
· What is Russia going to do about Nova Khahovka Dam? If Russia blows the dam, the flood damage will be in the areas where Russia is setting up their new defense lines along the Left Bank of the Dnieper River, after retreating from the Right Bank. Once Ukraine regains control of the dam, they will likely cut off Crimea’s surface water supply, coming via the North Crimea Canal that has as its source the reservoir behind the dam.
· I still think that the next major Ukrainian offensive will be south, toward Melitopol, cutting off the Russians on the left bank of the Dnieper from their major source of supply now that the Kerch Bridge is heavily damaged. It may not happen until the ground freezes, but at this stage I don’t put anything past the Ukrainians.
· I asked Zablotskyy about his opinion of Rep. Victoria Spartz (R-IN) the only Member of Congress who was born in Ukraine. I won’t repeat his response.

In fact there should be no surprise, as Ukraine's recently enlisted soldiers are mostly highly motivated educated professionals or entrepreneurs who made the cut in the recruiting center. Unlike Russia which has to force mobilization Ukraine's military recruitment service has the luxury of only having to choose the best applicants from a never ending stream of volunteers, increasingly of both genders.”
