“Start-ups Bring Silicon Valley Ethos to a Lumbering Military-Industrial Complex”/NY Times
The Spanish Civil War served as a testbed for refining the German blitzkrieg tactics that was used so successfully early in WW-II, in Poland, the Low Countries, France and, for a time, the Soviet Union. As described in this article, the war in Ukraine is being used for a similar purpose by the United States and Ukraine’s other allies, not only field testing new devices and tactics, but serving to expose the creaking system of weapons procurement and military contracting in the United States, that has served as a major factor in limiting and delaying weapons deliveries to Ukraine.
As stated in the article –
“Capella Space, a San Francisco-based start-up, is building a fleet of small, inexpensive satellites that can track enemy troops as they move at night, or under cloud cover that traditional optical satellites cannot see through.”
“Fortem Technologies, a small aerospace company in Utah, wants to supply the Pentagon with a new type of unmanned aircraft that can disable enemy drones.”
“HawkEye 360, a Virginia-based firm, has used private equity funds to launch its own satellites that use radio waves emitted by communications equipment and other electronic devices to detect the presence of enemy troop concentrations.”
“Each of these systems is getting real-world testing in the war in Ukraine, earning praise from top government officials there and validating investors who have been pouring money into the field.”
“But they are facing a stiff challenge on another field of battle: the Pentagon’s slow-moving, risk-averse military procurement bureaucracy.”
Perhaps a way can be found to clone Ukraine’s Minister of Digital Transformation and Vice Prime Minister, Mykhailo Fedorov, and put him in charge of all military procurement at the Pentagon, with a license to scrap the entire system and start over. As “60 Minutes” illustrated last Sunday, the Pentagon’s decision to force consolidation of much of American defense contracting community into 5 large companies has been a monumentally dreadful decision.
A small company called Primer is another example –
“Not long after the war in Ukraine started, Primer, a small artificial intelligence company and its engineers, working with Western allies, tapped into a tidal wave of intercepted Russian radio communications. It used advanced software to clean up the crackly sound, automatically translated the conversations, and most importantly, isolated moments when Russian soldiers in Ukraine were discussing weapons systems, locations and other tactically important information.”
“This same work would have taken hundreds of intelligence analysts to identify the few relevant clues in the mass of radio traffic. Now it was happening in a matter of minutes.”
The findings were quickly matched up with other so-called open-source intelligence streams, like geolocation data pulled from social media accounts, giving updates on the location of troops or equipment, that could be matched with surveillance video from drones or images from satellites.
“It’s getting situational awareness,” said Sean Gourley, the founder of Primer.
Yet at the same time, the Pentagon was still deciding when to move ahead with major purchases of its technology. The company was burning through its cash reserves too quickly, so Mr. Gourley laid off engineers and other staff members.
Primer’s CEO went on –
“Mr. Gourley said that instead of hiring engineers, he decided instead to invest more money in a government relations push, hiring a former top aide to the Senate Armed Services Committee to help the company promote its business in Washington.”
“ “The big defense companies, they don’t really kind of invest in the tech,” he said. “They just invest in how to navigate this bureaucracy. That kind of sucks, but that’s how you’ve got to play this game.” “
The article fails to mention the progress made by Ukrainian IT and AI companies, often collaborating with Western partners. A Ukrainian-made Neptune missile sank the “Moskva,” Flagship of the Russian Black Sea Fleet. Ukrainian-made drones are attacking targets in temporarily occupied Ukraine, including Crimea, almost daily. Ukrainian engineers have developed significant innovations in drone technology.
News From the Battlefield
Taken together, both “Reporting From Ukraine” and “The Latest Denys” focus on debunking Russian disinformation and Ukraine’s continued targeting of Russian installations.
Both show proof that, despite Russian claims to the contrary, a Russian intelligence gathering ship was hit by a Ukrainian seaborne drone; General Zaluzhnyi lives. At 3:58 into Denys’ video has a shocking clip about the condition of Gen. Zaluzhnyi. At 16:10 into his video Denys discusses Ukraine’s deployment of “dummy HIMARS,” as a means to use up Russian rockets and artillery.
Much of “Reporting From Ukraine” describes Ukraine’s continued campaign of degrading and hitting Russian logistics, including troop concentrations, ammunition storage, and supply depots. At this point it is likely that Ukraine should not feel any pressure of launching a major ground attack. Every dead Russian, and every destroyed 152mm artillery shell, cannot be deployed against Ukraine when it does launch a major ground attack.
The hitting of the Russian intelligence ship leads me to ask a question that I have asked previously – what is stopping Ukraine from sinking the entire Black Sea Fleet, especially its cruise missile carriers? Ukraine likely has the weapons, including the Neptune and the Western supplied Harpoon missiles, and the seaborne drones. Possibly it’s the result of Russian ships staying out of range, likely east of Crimea. Another possibility is Western prohibitions on Ukraine using its Harpoons, or a prohibition against using Western weapons to sink Russian assets in international waters. After the sinking of the “Moskva,” it should be open season on the rest of Russia’s Black Sea Fleet.
