The webinar includes discussions concerning matters that we normally don’t cover in the emails, such as the role Euromaidan played in events unfolding today in Ukraine, the significance of Ukraine’s Civil Society, Ukrainians’ sense of humor, etc., and thus it serves as valuable background for those who are interested in learning more about why Ukraine is winning. Conversely, we don’t speak much about the war which is the primary focus of the emails.
Bohdan and I were the hosts. The moderator was Larysa Homans. In her career as executive coach, teacher at Ukraine’s most prestigious business school, Kyiv Mohilya Business School, and mentor, Larysa has moderated events far more significant than our webinar, including acting as moderator for a televised event sponsored by KyivStar, one of Ukraine major mobile telephone providers. Bohdan and I are very appreciative that Larysa not only agreed to moderate this webinar, but she also edited the attached transcript. Larysa is a person of many talents.
Background on the ICC Indictments of Putin and Lvova-Belova (article from UkrInform)
This is a fascinating and exhaustive article on the bases used by the International Criminal Court contributing to the indictments of Vladimir Putin and Maria Lvova-Belova, Children’s Rights Commissioner for the Russian Federation. To put it briefly, using public statements by both Putin and Lvova-Belova, they indicted themselves.
According to the UkrInform article, the major factor tying both of them together was Lvova-Belova requesting directly to Putin that Putin change the visa process, making it easier to abduct Ukrainian children, issue them Russian passports, and “adopt” them by Russian “parents.” Putin agreed and the changes were implemented. Although not immediately involving mass murder of the objects, namely the Ukrainian children who were abuducted, to me the interaction between Putin and Lvova-Belova is eerily similar to the Wannsee Conference, where Hitler’s “Final Solution” was arrived at. In both cases, the ultimate objective was, and is, genocide.
Another interesting point from the article is the alleged involvement of Viktor Medvedchuk and his wife in the abductions and adoptions of Ukrainian children into the Russian Federation. If true with enough corroborating evidence, it is reasonable to assume that both will be the recipients of future ICC arrest warrants connected to the abductions.
Lvova-Belova is married to a Russian Orthodox priest. Since the war started, they have adopted one Ukrainian, a boy from Mariupol. It seems that they won’t be making any pilgrimages to Mt. Athos anytime soon.
Timothy Snyder at the UN Security Council
Here are Prof. Snyder’s remarks at a recent meeting of the UN Security Council, called by the Russian Federation, to discuss the subject of “Russophobia.” The video lasts approximately 12 minutes. Snyder appeared as a witness, alongside 2 Ukrainian journalists who are now residing in Russia, likely invited by the Russian Ambassador. The Russian Ambassador asked Snyder if he had any proof to support his allegation that Russia has stated that “Ukraine is not a country.” Snyder referred the Russian Ambassador to the website of the President of the Russian Federation.
Timothy Snyder on Putin’s legal troubles (Substack)
This is Snyder’s recent Substack blog, on the legal troubles Putin faces now that he’s a recipient of an ICC arrest warrant. According to Snyder, Putin’s troubles won’t stop after he’s been indicted for engaging in abducting Ukrainian children.
Timothy Ash – “IMF Deal & Xi Exits Moscow”/Substack
According to Timothy Ash’s Substack blog, the IMF loan to Ukraine, for $15.6 billion over 4 years, is the first time that the IMF has extended credit to any country engaged in a war.
Concerning Ash’s description of Xi’s visit to Moscow, as a former East Asian History major in college, as I was, Ash’s analysis suggests to me that China now views Russia as a vassal state, much like Imperial China for hundreds of years viewed the states along its periphery as vassal states. Vassal states did what they were told and provided tribute to the Imperial Court. In the case of Russia, the “tribute” is in the form of cheap oil. At their peaks of power, Chinese emperors didn’t have “partnerships without limits” and, I suspect, Xi believes that he doesn’t have such partnerships, either.
Since he’s been President of China, Xi has seemed intent on re-establishing the system of vassal states. The Belt & Road Initiative serves to tie recipients to China, in the form of onerous loan conditions. China’s activities in the militarization of the S. China Sea seems to be directed at countries that either border the S. China Sea, such as the Philippines, Vietnam, Indonesia and Malaysia, and countries who rely on the S. China Sea as a major shipping route. Commercial treaties with the small island countries in the S. Pacific serve the same purpose. In all 3 of these cases, countries directly affected by China’s covert policy of re-establishing vassal states are beginning to push back, sometimes with overt help from the West as in the case of the S. Pacific.
The only exception is Russia and, as Ash thoroughly describes, Russia is now in no position to push back against China’s likely embrace.
This is an additional readout by Tim Ash on the Putin-Xi meeting. Most significant is this paragraph, describing the meeting Xi had with the Russian Prime Minister, Mishushtin. Ash’s account is below –
“Fourth, and perhaps most intriguingly, Xi met Russian prime minister, Mishushtin. I would say it is unheard of for a Chinese leader to meet an official well below his rank, and especially a political non-entity such as Mishushtin. In Chinese political and diplomatic etiquette, it’s all about peer-on-peer meetings. Same in business actually. For me this signalled that the Chinese were sending a clear signal that while they back Putin, they want continuity, and if for whatever the reason Putin falls, they want someone in the Putin clan and a safe pair of hands to take over- and the Chinese would like Mishushtin there. The Chinese certainly do not want regime change with a pro-Western leader or administration emerging. And also this is a big no from China to the likes of Wagner leader, Prigozhin or even worse, Kadyrov.”

“Reporting From Ukraine” describes the apparent entry of a column of Ukrainian tanks into Central Bakhmut. He also describes the overall combat situation in and around Bakhmut. Ukraine isn’t planning to exit Bakhmut any time soon, and the presence of the tanks may presage some kind of Ukrainian counteroffensive.

My View on Xi’s Visit to Moscow
“China plays the long game, so it was no surprise that other than Putler’s (a takeoff on “Hitler” referring to Putin) kowtowing the outcomes are mostly vague. What is clear is that russia, which wanted to be paid in rubles for its energy resources, now accepts payment in Yuan. Also as before the war, when russia was considered the second military power in the world, russia remained in second within the new China orbit. with no help putler remains on the slippery slope to perdition.

08:05 NATO leader warns China against supplying lethal weapons to Russia. This was stated by NATO Secretary General Jens Stoltenberg during the annual report on the work of the Alliance.
00:25: A coalition of 33 countries working on a special tribunal for the Russians gathers in France.
· "The tribunal is crucial to ensure accountability for the first crime that led to all further Russian atrocities," Ukrainian Foreign Minister Dmytro Kuleba said, announcing the meeting.
00:03: Ukrainian chess players have refused to participate in the Grand Prix series in Delhi, the International Chess Federation (FIDE) said.
· It is reported that Hanna and Maria Muzychuk did not want to participate in the Grand Prix series in Delhi. The athletes were replaced by chess players Nino Batsiashvili from Georgia and Vaishali Rameshbabu from India.
· The official reason for the refusal is not reported. However, it is known that two Russian women will perform in Delhi – Alexandra Goryachkina and Ekaterina Lagno.

23:31: Members of the Japanese parliament donated $1.2 million in aid to Ukraine, which they collected from deductions from their own salaries
· This was announced by Ambassador of Ukraine to Japan Serhiy Korsunsky.
· With the money raised, a group of MPs from the opposition Renaissance Party purchased 20 Toyota Helix trucks and two containers of useful products for the Armed Forces.
22:50: Russia has asked China to provide lethal weapons for the war in Ukraine, but there is no evidence yet that China is supplying lethal aid to Moscow, said NATO Secretary General Stoltenberg.
· According to him, Xi Jinping's visit to Russia testifies to the rapprochement between Beijing and Moscow, which has taken place in recent years.
20:45: Japan will allocate $30 million for non-lethal weapons for Ukraine, Japanese Prime Minister Fumio Kishida said.
· The prime minister also promised $470 million for the energy sector and other industries.
20:30: Secretary General of the North Atlantic Alliance Jens Stoltenberg plans to hold a meeting of the Ukraine-NATO Commission at the level of Foreign Ministers.
· "I plan to hold a meeting at our meeting of foreign ministers in a few weeks," Stoltenberg said during a press conference in Brussels.
· He added that this platform demonstrates support for Ukraine. The meeting of NATO foreign ministers is scheduled for 4-5 April.
20:15: It is time to confiscate Russian assets to rebuild Ukraine, Polish Prime Minister Mateusz Morawiecki said.
· According to him, Europe must show a stronger political will to support Ukraine. After all, the aggressors should know that sooner or later they will have to pay for the damage they cause.
· Morawiecki noted that now the war is going on for common European values, and Ukrainians are fighting not only for themselves, but also for the freedom of the whole of Europe.
19:15: The United States will supply Ukraine with Patriot anti-aircraft missile systems earlier than originally expected due to the reduced training time of the Ukrainian military by the Americans, - CNN, citing sources.
17:25 Bloomberg: Former US President Donald Trump will not be publicly handcuffed and placed in custody, even if he faces criminal charges in a court in the Southern District of New York State.
17:10: Hungary will not support any significant movement of Ukraine towards NATO and the EU until the rights of Transcarpathian Hungarians are restored, the Hungarian Foreign Ministry said.
· This is an interesting article from the latest “Economist,” concerning the ethnic Hungarians living in Transcarpathia. The article mentions the castle above the city of Mukachevo, and how the Mayor, Andriy Baloha who is Ukrainian, ordered the bronze Hungarian eagle, shown in the photograph, replaced by the Ukrainian trident. Apparently, as a result Andriy Baloha has been banned from entering Hungary. Andriy’s Father, Viktor Baloha, served in both the Yushchanko and Yanukovich Administrations. According to a report in the “Kyiv Post,” published many years ago, the interior of the castle, which is State property, was privatized so that a hotel could be built that was to be managed by the Balohas.
· Mukachevo is an example that exists in many Ukrainian municipalities, of how 2 generations, or more, often control the affairs of a town or small city.
16:56: "We see China and Russia getting closer - in economic, military and other terms. The meeting in Moscow is part of the planned path to rapprochement and strengthen ties between these countries," said NATO Secretary General Jens Stoltenberg.
15:11: The United Kingdom will hand over armor-piercing shells containing depleted uranium to Ukraine.
· According to British Deputy Defence Minister Annabelle Goldie, these projectiles are intended for Challenger tanks. Such ammunition more effectively pierces armor and is not a chemical weapon.
14:56: The U.S. is working to deliver Abrams tanks to Ukraine a little faster than previously expected.
· This was stated on CNN by White House National Security Council spokesman John Kirby.
13:21: The European Commission announces the allocation of another EUR 1.5 billion to Ukraine under the €18 billion macro-financial assistance program.
· This was announced by the President of the European Commission Ursula von der Leyen on Twitter.
· Ukraine received the first tranche of €3 billion in January 2023.
13:06 Reuters: Turkey has given the European Commission verbal guarantees that sanctions goods will not be sent to Russia from the beginning of March.
· To do this, the country's authorities distributed among the companies a list of goods prohibited for export to Russia. The ban took effect on March 1.
12:50 The New York Times: China has sent more than $12 million worth of UAVs to Russia since its invasion of Ukraine.

10:05: Ukroboronprom has established mass production of an artillery 122-mm projectile abroad and has already managed to ship the batch to the Armed Forces of Ukraine, the Ministry of Defense reports.
· Ammunition was developed in cooperation with an unnamed NATO country. We are talking about a projectile used by Ukrainian artillery and designed for self-propelled installations and howitzer: Another deceased was taken out of the fifth floor of the destroyed dormitory, kyiv police chief Andriy Nebitov said.

07:09: General Staff of the Armed Forces of Ukraine:
· The enemy conducts offensive operations in the Liman, Bakhmut, Avdievsky, Mariinsky and Shakhtarsky directions, on the rest - defends.
· Last day, units of the Ukrainian Defense Forces repulsed 114 enemy attacks on the eastern sector of the front.
· Over the past day, the Russians launched 10 missile and 32 air strikes, as well as carried out 90 attacks from multiple launch rocket systems, mostly at civilian targets.
· Also that night, the enemy launched another massive air strike of the Shahed-136 UAV. According to preliminary information, 16 drones out of 21 launched by the Russian Federation were destroyed by Ukrainian defenders.
· Over the past day, the Aviation of the Defense Forces of Ukraine inflicted 6 strikes on the areas of concentration of Russian troops. At the same time, Ukrainian defenders also shot down 2 Kh-59 guided missiles.

00:56: Ukrainian Orthodox Church, Moscow Patriarchate (UOC-MP) packs things in Lavra

· The lot was purchased by People's Deputy of Ukraine Oleksiy Leonov. All funds from the sale will be used to support the military fortress of Bakhmut.
21:55: The Verkhovna Rada of Ukraine has banned the granting of names extoling or symbolizing the occupying country to geographical objects of Ukraine.
· This was announced by Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak.
· It is forbidden to give names that extol:
o an occupying country that carries out military aggression against Ukraine and other sovereign countries;
o sights, commemorative, historical and cultural places of the occupying power;
o Cities, dates, events, figures of the occupying power.
21:42 press service of the State Emergency Service: Over the past day, pyrotechnic units of the State Emergency Service neutralized 152 explosive objects.
19:48: Ukrainian soldiers will be able to store their reproductive cells in cryobanks for free.
· According to MP Yaroslav Zheleznyak, the parliament supported the draft law #8011 on the creation of state guarantees to preserve the possibility of biological paternity/motherhood for defenders of Ukraine in case of injuries affecting reproductive functions.

19:00: Volodymyr Zelenskyy met with Prime Minister of Japan Fumio Kishidu in Kyiv.

· During the day, the enemy inflicted 4 missile and 24 air strikes, as well as carried out more than 30 attacks from multiple launch rocket systems.
· in one of the military units stationed in the Krasnodar Territory, active work is carried out with conscripts to sign contracts. Russian servicemen who agree to sign contracts are predicted to travel to Ukraine for August 2023.

16:10: Ukrainian pilots can master Western fighters in less than six months. At the same time, Ukrainian troops need modern aviation with characteristics like the F-16.

15:25: The Verkhovna Rada adopted a law on compulsory exams for obtaining Ukrainian citizenship, said MP Yaroslav Zheleznyak.
· The law stipulates that if you want to obtain citizenship of Ukraine, you will need to pass exams for knowledge of the Constitution of Ukraine, history and the Ukrainian language.
14:41: The Verkhovna Rada amended the state budget of Ukraine for 2023, increasing expenditures by UAH 537.2 billion.
· 96.5% of this money will go to security and defense. The document was supported by 326 deputies.
14:21: 15 children from Russia were returned to Ukraine together with their mothers and representatives, ombudsman Dmitry Lubinets said.
· According to the ombudsman, these are children from the cities of Kharkiv and Kherson regions, which were occupied at the beginning of a full-scale invasion.
· As of today, according to the National Information Bureau, 308 children have returned to the territory of Ukraine.
13:52: Estonian Foreign Minister Urmas Reinsalu arrived in Kyiv. He met with the Speaker of the Verkhovna Rada Ruslan Stefanchuk, and also took part in a meeting of the Council.

12:25: Mykhailo Fedorov was appointed Deputy Prime Minister for Innovation, Education, Science and Technology - Minister of Digital Transformation of Ukraine.
· Also, the new Minister for Strategic Industries of Ukraine was the former head of Ukrzaliznytsia Oleksandr Kamyshin.

19:30: Law enforcement officers identified the Russian commander of the motorized rifle unit, who on June 23, 2022 in the Kharkiv region shot a car with a spouse from an IFV - the Prosecutor General's Office.

10:25: The SBU detained a corrector of a Russian missile strike on a school in Kramatorsk.
· According to his guidance, the Russians launched a missile strike on a school in Kramatorsk on March 5 this year.
