National Bank of Ukraine – Central Bank of the Year
Central Banking Magazine has named National Bank of Ukraine (NBU) as Central Bank of the Year. It takes more than just an Army to defeat Russia.
The award was given for NBU’s performance since the beginning of Russia’s latest invasion, successfully dealing with supporting the currency, providing liquidity to the financial system, funding the operations of the Government, fighting cyberattacks, and many other activities.
In addition to its most recent performance. the NBU has come a long way since 2014, the end of the Revolution of Dignity when the NBU served as not much more than an ATM for former President Yanukovich and his associates, known collectively “the Family.” Former Governor Valeria Gontareva set the tone when, in spite of at least 2 attempts on her life and having her house burned down, NBU closed down over 80 banks earning her the enmity of a number of oligarchs. In December 2016 NBU nationalized Privat Bank, that contained approximately 38% of Ukraine’s retail deposits, money that funded over $5.5 billion in loans to the former owners and related parties, 97% of which have been deemed uncollectable.
I have had the pleasure of meeting and working with several NBU employees. In 2018 I facilitated a visit to Ukraine by several officials from Ethiopia’s financial sector, including the National Bank of Ethiopia, the Finance Ministry and other agencies of the Ethiopian Government. The idea behind coming to Ukraine was to share the common trajectory experienced by both countries of the difficulties of transitioning out of a socialist government. Both countries exited their Communist past in 1991.
My counterpart at NBU said that I was the first person to suggest that a delegation from another country visit the NBU, rather than having international agencies suggest to NBU that they send delegations to other countries. After Ukraine’s victory, I imagine that the NBU will get lots of requests from other countries to host exposure visits.
I have also attended 2 of NBU’s annual conferences, that they co-hosted with the Central Bank of Poland. The keynote speakers at these two conferences were John Taylor of Stanford, author of the “Taylor Rule” and Alan Auerbach of the University of California at Berkeley. Their stature, and their willingness to travel almost half way around the world reflects the improved stature of NBU.

News From the Battlefield – Dueling Perceptions
In yesterday’s Washington Post, there was an article entitled “Ukraine Short of Skilled Troops and Munitions as Losses & Pessimism Grows.” The question posed by this article is whether the weapons now arriving in Ukraine in large amounts, plus Ukrainian formations currently being trained in the West, will be sufficient to mount planned Ukrainian offensives.
In contrast, the latest issue of the Economist includes an article entitled, “Ukraine is Building Up its Forces for an Offensive.” The article was likely written by Shashank Joshi, the Economist’s defense reporter. I have been a regular listener to the Economist’s webinars covering Ukraine, in which Joshi is a regular participant. In earlier webcasts Joshi was relatively pessimistic about Ukraine’s chances of forcing Russia out of much or all the territory of Ukraine that Russia has occupied since February 24, 2022. More recently, Joshi seems to have become more optimistic, not less as seems to be the case with the Washington Post.
The article talks of the “fixation on tanks,” as obscuring the extensive equipment deliveries of weapons, especially armored personnel carriers, and an increasing volume of many types of ammunition, buttressed the EU’s willingness to finance the increased acquisition of ammunition.
The Economist article states, “the fixation on tanks has distracted from a more important shift in strategy. In December America and Britain realised that a protracted war was not in the West’s interests. Russia, moreover, was even weaker than previously thought. The mood, says one official involved in those discussions, was: “If we want something to change, we need to change something.” The turning-point came on January 20th at the eighth meeting of the Ukraine Defence Contact Group, an American-led meeting of defence ministers held roughly monthly at a big American air base at Ramstein in Germany. There, allies agreed to equip Ukraine with more than a division’s worth of kit, with the aim of having much of it in place by the end of March.”
“The flow of arms has accordingly turned from a trickle to a flood. Of all the military aid pledged by the Pentagon since the war began, 40%—costing over $8bn—has come in the three months since December 9th. One European defence official says that the infusion of arms agreed on in Germany in January alone amounts to two-thirds of the total sent to Ukraine in all of 2022. Most of the donations are not as sexy as tanks, but are still crucial—the latest American package includes armoured bridge-laying vehicles, for instance, which would be vital for any offensive in the south or east.”
“Ukraine’s army is being transformed as a result. The bulk of its hardware is still of Soviet origin. But whereas the ratio of Soviet-standard to Western kit stood at five to one at the end of last year, that is expected to fall to five to two as the aid flows in. In other words, almost a third of Ukraine’s army will soon have NATO-standard equipment. General Valery Zaluzhny, Ukraine’s top officer, hopes that he will eventually have three new army corps at his disposal, each with six brigades, and each comprising more than 20,000 men.”
The article contains a bar graph that vividly illustrates the substantial increase in the volume of deliveries since last December. The Economist contains a very different picture of the military situation than that included in the Washington Post.
Add to these contrasting assessments is the latest report from “Reporting From Ukraine,” where he evidence that Russia did, in fact, begin its offensive last January and it has not only achieved none of its objectives but, in fact, it appears to be petering out, offering an improved opportunity for Ukraine to begin its own offensive actions.
The evidence offered by “Reporting From Ukraine,” includes Russia employing 3 divisions to launch attacks around Kupiansk, in Luhansk Oblast, all of which have been repulsed by Ukraine, the continued failure to gain control of Bakhmut, combined with evidence of huge Russian losses there, and a string of Russian reversals around Vuhledar. Added to this is continued Ukrainian artillery strikes against Russian positions around Mariupol, Melitopol and other positions located along the shore of the Sea of Azov and the land entrances to Crimea. Russian occupation authorities have begun evacuating families of Russian officials and some Ukrainian collaborators from this area.
To me, this does not look like a “stalemate,” as many of the pundits have described. Lawrence Freedman once reminded his readers that what may look like a stalemate is in fact obscuring movement. I believe this applies to both sides. The Russians have been on the offensive since January without any significant results but employing significant formations, and Ukraine is preparing for one. A couple of days ago, “Reporting From Ukraine” stated that Ukraine maybe preparing to launch an offensive around Bakhmut, taking advantage of thinning Russian defense lines around Bakhmut and the arrival of warmer weather.

· The dealers tried to covertly transport these funds to Chernivtsi region through the Porubne checkpoint. At the same time, part of the cash was hidden in suitcases, and some were tied to their bodies.
