The Gift to Our Supporters
As mentioned earlier, we are preparing a detailed summary of Week 1 of the start of the “Special Military Operation,” to all recipients who have been kind enough to support us. We will be sending this on July 5th, to all those who have provided support through June 30th. To provide support for our work, you can click on the link HERE.
The summary will be in the form of an e-book. It will include a minute-by-minute update of events in all regions of Ukraine from February 24th through March 2nd, using the same format that we use in our current emails. Also included Bohdan’s personal diary for the first week, from his perch in Central Kyiv, some observations from me, and several articles that we have collected covering the first week of the war.
Bohdan has already completed a draft of the sitrep. It’s approximately 60 pages. I read it last night, and I couldn’t put it down.
Readers will be able to appreciate how close the Russians came to entering Central Kyiv. On Day 2 of the war, there was a fire fight that took place near the Beresteyska Metro Station. This is the same station that I used when I had to visit the U.S. Embassy. A big question is – how did the Russians get all the way from their bases in Belarus to just outside Central Kyiv in 2 days? We will consider this and many other questions.
We will also be doing summaries of subsequent weeks, that we plan to release monthly on a subscription basis. This only applies to the past events. Daily emails like this one will continue to go out to anyone who wants them.
Timothy Ash on the Ukraine Reconstruction Conference
The reviews on the Ukraine Reconstruction Conference now going on in London appear to be positive. Tim Ash mentioned some takeaways, including:
· “Frozen Russian assets. Big focus of the event, and lots of side events. But Von de Leyden committed the EU to bring a solution by July which will allow monies to be allocated therein to Ukraine. Heard universal support that it needs to be done, only issue from some is how to do this legally - which was Sunak’s line. It still might be that they opt for an interim solution which is to allocate investment returns from frozen assets to Ukraine, which could still be up to $10bn (minimum) year from the EU frozen funds (most of which I hear are in Belgium and France). Russia is though never getting these assets ($400bn) back, unless it agrees to peace and reparations. The UK is legislating as much. (Note: There is a bill recently submitted to the U.S. Congress, aptly referred to as the “REPO Act,” that would allow frozen Russian assets to be used for Ukraine reconstruction. However, the REPO Act only applies to Russian assets held in the United States).
· Black Rock/JP Morgan have done preparation to create the Ukraine Development Fund, a Ukrainian development bank/sovereign wealth style entity in effect. Andrew Forest the Australian billionaire has seeded it with $500m. They are angling for it to be the Ukrainian Temesek (the Singapore sovereign wealth fund).”
· “The message from the West is that one way or another the money is coming for reconstruction, but that when the war ends Ukraine needs to do its bit by delivering on the reform agenda (governance, judicial reform, fighting corruption, rule of law). Private investment will just not come unless there is a sea change in the business environment from before the full-scale invasion.”
Personally, I don’t see returning veterans having much tolerance for the status quo ante relating to graft and corruption, especially the type of smaller scale graft that affects the daily lives of ordinary Ukrainians. The Ukrainian Armed Forces, along with civil society groups, are now the 2most powerful constituencies in Ukraine.
I understand there was also talk about dealing with corruption among Western institutions, including but not limited to international donors and NGOs. This took place mostly on the sidelines. This is healthy. Many of these organizations will need to review how they do business, not just in Ukraine but in other countries.
News From the Battlefield
The Chongar Bridge – This is the bridge connecting Crimea with Ukraine in the direction of Berdyansk, and it is shown in a map at the beginning of Bohdan’s “Sitrep.” It is located near the ammunition dump that was destroyed by Ukraine earlier this week. Taken together, the destruction of the ammunition dump and the damaged bridge, it will limit the ability of the Russians to deliver ammunition to the front in sufficient quantities and on a timely basis.
The bridge was damaged but possibly not to the point where it is unusable. It is likely, as was the case with the Antonovskiy Bridge that crossed the Dnieper near Kerson, that it will take a few more strikes to render it unusable.
If one is to believe “The Latest Denys” and, especially, “Reporting From Ukraine,” the Ukrainian offensive is making more progress that the Western press is giving it credit for. “Reporting From Ukraine” continues to cover the Ukrainian advance near the Reservoir, where Ukraine continues to hold liberated territory.
As Denys reports, probably the most optimistic observer of Ukraine’s counteroffensive is Yevganiy Prigozhin. Denys said that Prigozhin stated that Ukraine has move deeper into occupied Ukraine, as shown in the tactical maps that are based on data from Ukraine’s Defense Ministry. Denys gives Prigozhin’s analysis some credit, by saying that data on the tactical map is usually two days old, so as not to give away real time data to the Russians.
There is also the possibility of a crossing of the Dnieper, either across the now emptied reservoir (Reporting From Ukraine) or across the Dnieper downstream from Kherson City (Denys based on Prigozhin’s reports).
Apparently, Ukraine has still not committed the new brigades with all the new Western equipment.

12:14 am: The National Anti-Corruption Bureau (NABU) together with the law enforcement officers of Switzerland is investigating a criminal case in which 600 kilograms of gold entourage of ex-president Viktor Yanukovych was arrested in this country.
● NABU director Semen Kryvonos told about it
● "I cannot divulge information about the procedure for returning the gold, as it is related to cooperation with international authorities... but we hope to return everything," he said when asked how the case was progressing.
12:58 am: An agreement was signed to attract funding for $500 million from Great Britain from the $1.76 billion aid package to Ukraine. The aid will be provided with the support of the United States, Great Britain and Finland.
● The funds will be used for the salaries of rescue workers and teachers, payment of pensions, support for low-income families, children with disabilities, internally displaced persons, single mothers, as well as for payment of medical services under the medical guarantee program.
Wednesday June 21
1:02 pm: The US will allocate $1.3 billion in financial aid to Ukraine, US Secretary of State Anthony Blinken announced at the Ukraine Reconstruction Conference.
● $520 million to help Ukraine overhaul its energy grid.
● $657 million to help modernize Ukraine's border crossing points, its railway lines, ports, and other critical infrastructure.
1:14 pm: The European Investment Bank will direct €840 million to the reconstruction of Ukraine, — the press service of the Ministry of Community Development, Territories, and Infrastructure of Ukraine.
● The funds will be directed to the restoration of schools, hospitals, water supply infrastructure, transport networks and city public transport.
1:44 pm: France will provide Ukraine with an additional 40 million euros in non-refundable financial aid for urgent reconstruction this year, and is also preparing a multi-year aid plan for civilian needs.
● This was stated by the Minister of Foreign Affairs of France, Catherine Colonna, during a speech at a conference on the restoration of Ukraine.
1:58 pm: Germany will provide Ukraine with an additional 381 million euros in humanitarian aid in 2023, German Foreign Minister Annalena Berbock said.
● The head of the German Foreign Ministry added that the country's government is also working to strengthen political and practical cooperation between Ukraine and NATO and noted that "they want Ukraine to win this war."
2:42 pm: Today, the European Commission can announce an oral interim assessment of Ukraine's implementation of candidate recommendations for joining the EU, said EC President Ursula von der Leyen.

3:51 pm: Germany has provided another package of military aid to Ukraine.

● The aid package included: 155-mm high-precision guided ammunition, 2 MAN HX81 tractors and trailers, 2 thousand 155-mm ammunition. The delivery of an unspecified number of missiles to the Patriot air defense system was also announced.
4:11 pm: Ukraine is preparing a mechanism to confiscate up to $500 billion of frozen assets of the Russian Federation, Prime Minister of Ukraine Denys Shmyhal said at the Conference on Reconstruction of Ukraine in London.
● "Russia must pay for what it destroyed, destroyed. We are preparing a fair mechanism that will allow confiscation of up to 500 billion dollars of Russian assets hidden in the West. The historic decision was made at a meeting of the Council of Europe - to establish a register of damage and destruction caused by Russian aggression in Ukraine," Shmyhal said.
4:31 pm: EU ambassadors supported the increase of the fund by an additional €3.5 billion, from which they help Ukraine with weapons, the Swedish presidency of the Council of the EU.
4:55 pm: EU ambassadors agreed on the 11th package of sanctions against Russia.

5:35 pm: Latvia will soon complete the transfer of all its helicopters to Ukraine.

11:16 pm: The US signed a contract for the production of air-to-air AMRAAM missiles for more than $1 billion, some of which will be sent to Ukraine.

11:55 pm: The collapse of the Russian-controlled Kakhovskaya hydroelectric dam has caused an estimated $1.5 billion in environmental damage. This was announced by Prime Minister Denys Shmyhal at a conference on the restoration of Ukraine on June 21 in London.

KYIV
