News From the Battlefield
Here are two posts from “Reporting From Ukraine.” The first, dated May 31st, focuses on Ukraine’s continued “shaping operations,” including a strike against a structure near Berdyansk where Russian troops were billeted. The second, dated yesterday, covers the latest incursion into Belgorod Oblast by Russian citizens.
Although Russia appears to be transitioning to a static, defensive war, the recent attacks by Ukrainian soldiers (and, regarding Belgorod, Russians fighting on the side of Ukraine) appears to be forcing Russia to move its troops around, to respond to one incursion or another, serving to thin out Russian lines and expose Russian soldiers to attacks such as the one near Berdyansk. In his latest “Reporting From Ukraine” contains a map that illustrates these movements, and Ukrainian attacks against Russian troop concentrations.
The trenches that Russia has constructed/is constructing, all along the Zero Line in Ukraine, in Crimea and in Russian territory, are only as good as the defenders manning them. I have increasing doubts about the quality of the Russian troops manning these defense lines, and what the defenders will do when they meet a major Ukrainian assault by highly motivated troops using all the advanced equipment Ukraine got from the West. Including hundreds of armored personnel carriers including Bradleys and Strykers. There have also been reports that the “dragon’s teeth” Russia is installing, are being installed without anchors in the ground. This happened last year, during Ukraine’s Kharkiv offensive, and was one of the reasons why Ukraine was able to take back so much territory in a short amount of time.
“Ukraine Reconstruction – Some Concerns”/Substack blog by Timothy Ash
I agree with all the concerns that Timothy Ash listed in his blog, about the direction that discussions on Ukraine’s reconstruction seems to be going. I have an additional concern about the future role that Ukrainian volunteer groups should be playing in reconstruction planning and implementation.
Ash’s first concern is about all the seminars and conferences on reconstruction that seem to be popping up. He says, “It’s great that there is interest in getting involved, and thinking thru the issues, but the sheer number of think tanks, consultants etc who are now selling themselves as Ukraine or reconstruction, or both, experts, but who seem to have little historical experience is a worry.” Amen.
As Ash mentions, last year there was a conference on Ukraine reconstruction in Lugano, and another coming up later this month in London. What about holding a conference in Bucha or Irpin or, failing that, holding a conference in either Chisinau, Capital of Moldova, or Krakow? Chisinau and Krakow are closer to Ukraine, so it’s easier for Ukrainians to attend, especially those directly involved in the ongoing reconstruction. Because of distance and expense, holding conferences in locations like London and Lugano effectively limit the ability of Ukrainians to attend,
I would add a concern about the role of Ukrainian civil society groups in reconstruction. Examples include private groups both from the West and Ukraine, already working in areas such as housing for internally displaced people. They’re not waiting for the end of the war. When planning reconstruction these organizations, mostly Ukrainian, must have a place at the table.
There should be a separate but related conference, whose objective might be to resolve any issues, mostly in due diligence, that serve to limit collaboration between large donors and international relief organizations, and Ukrainian and Western private NGOs operating on the ground. There have been stories about how the big international donors, with long bureaucratic tails and large overheads that end up not helping Ukrainians, are reportedly making it difficult for smaller Ukrainian organizations, with small overheads and that work directly with those who need the help, to collaborate with them.
The third recommendation, about a single entity managing the reconstruction effort, is a good idea, but it has its limits. The idea of a single entity works well for larger projects, where allocation and prioritization of funding is critical, but it may not work as well for smaller projects, such as reconstruction of a water system in a small town? Creative approaches to implementing smaller projects should be a priority. Simply by its nature, I fear that the “single entity” idea would inevitably serve to suppress creativity.
The Head of the organization that Ash proposes to lead the reconstruction effort should be either Ukrainian or a dual citizen. Instead, Ash proposes, “I do think that we need a heavyweight business/political leader to lead this effort - someone who has international gravitas, credibility and standing and can lead this process. I remember the stellar job done by Paddy Ashdown in Bosnia and Herzegovina as the special representative soon after the war. Perhaps it could be an internationally recogised business leader - what’s Richard Branson doing these days? Maybe Jamie Dimon needs a break. Or maybe a Carl Bildt.”
I have nothing against the individuals whom Ash mentioned. However, I can think of 3 people, either Ukainian citizens or dual citizens and all with extensive high-level experience in Ukraine, who would be extremely qualified to lead this effort (in no order of preference): Aivaras Abromavičius former Minister of Economy of Ukraine; Valeria Gontareva, former Governor of the National Bank of Ukraine; Natalie Jaresko, former Finance Minister of Ukraine. There are several others.
Even if unintentional, appointing a non-Ukrainian for this position would run the risk of appearing to be patronizing. Ukraine will have just finished defeating the second-largest army in the World. In my opinion, just after the Ukrainian people won a great victory that very few people expected they would be able to accomplish, turning around and selecting a non-Ukrainian to direct Ukraine’s reconstruction would send entirely the wrong message, and play into Russia’s narrative that, among other things, Ukraine cannot be trusted to manage their own reconstruction.
Four Interesting Articles
“Female Commander near Bakhmut fights Russia, gender stereotypes on the battlefield”/Kyiv Independent.” Frederick Kagan, Co-Founder of the Institute of the Study of War, in response to a question I asked him at a recent lunch at which he spoke, said that the involvement of women in the war effort is giving Ukraine a huge advantage. That aside, it is an amazing story.
“No, the US didn’t “provoke” the war in Ukraine/” by Ian Bremmer. Bremmer lists “prominent figures such as political scientist John Mearsheimer, billionaire Elon Musk, conservative media star Tucker Carlson, and even Pope Francis have made similar assertions, echoing the Kremlin’s narrative that Russia is but a victim of Western imperialism.” To these I would add Geoffrey Sachs and Ben Aris, Editor of bne Intellinews. As Bremmer lays out, this argument is complete nonsense and belongs, to paraphrase Ronald Reagan, in the “Ash Heap of History.”
“How Putin’s Russia Will Collapse”/ by John Dobson Sunday Guardian. The first paragraph reads, “In 2007, two years before he died, Russia’s first post-communism prime minister, YegorGaidar, published a book with the title, “Collapse of an Empire: Lessons for Modern Russia”. In it, he warned Russians against the “post imperial syndrome that Putin has come to represent”. That path would only lead to ruin. And so it has.”
I believe that the “Old Russia Hands” and “Old Soviet Hands” in the U.S. Government and some in the think tanks are scared to death of the prospect of the breakup of Russia, and that this fear may be one explanation of why the Biden Administration has been slow walking weapons assistance to Ukraine (although picking up recently) and withholding some such as the ATACMS missile. Both Gaidar and Dobson appear to believe that the question of whether Russia breaks up is beyond the West’s ability to influence.
“Biden Is Letting Think Tanks and Dodgy Foreign Funders Get Cozy Again,” by Casey Michel The New Republic. As we have learned, President Biden has a very close relationship with the Penn-Biden Center. The article mentions the relationship between the United Arab Emirates and the Atlantic Council. The Atlantic Council also accepted funding from Burisma, the Ukrainian company that appointed Hunter Biden as a Director. I’ve attended Atlantic Council events, where banners from Burisma are prominently displayed. What message does that send?

From Bohdan – “The rashists are pretty dumb. They spent over ten months repeating one and the same attacking tactic to take Bakhmut. Now they seem to be repeating nightly rocket and drone attacks on Kyiv with no effect. The only explanation I heard for their stupid massed attacks on Bakhmut was that they promised to take it because it was strategically important. Now that they have it it turns out to be just another bombed out city with no strategic value.
With the Kyiv rocket attacks they keep talking about their superiority to the American Patriot missile defense. 20 attacks and the Patriot just keeps on going.”
“The military I talked with said that if something isn't working you change tactics. Apparently, Putler doesn't talk with military types otherwise he would have altered orders by now. Or Putler is just stupid and can't recognize the facts. My guess its door number 2 with Putler.”

7:27 pm: Volodymyr Zelensky met with the leaders of European countries.
· "We discussed issues related to the start of training of Ukrainian pilots on F-16 and other types of aircraft. We agreed after future consultations with the American side to continue working on an official decision on the creation of a coalition of combat aircraft "Sky Shield of Ukraine" at the next meeting in the "Ramstein" format" , - said the president.
8:25 pm: The Pentagon will purchase terminals and Starlink satellite communication services from Elon Musk's SpaceX company for Ukraine, writes Bloomberg.
· The Pentagon does not disclose the cost of the contract and the number of Starlink terminals that Ukraine will receive.
8:42 pm: The EU is working on a 4-year financing plan for Ukraine for "tens of billions" of euros, according to the Financial Times.
10:19 pm: Prime Minister of Poland Mateusz Morawiecki said that his country will help Ukraine train F-16 fighter pilots.
· He stated this in Chisinau at the summit of the European Political Community.
· "We have determined the schedule of these exercises. Poland will help Ukraine to train F-16 fighter pilots," he assured.

7:11 pm: Two cadets of the National University of Civil Defense of Ukraine were killed yesterday in the Kharkiv region as a result of the detonation of an explosive object, the State Emergency Service reported.
· It is noted that four university officials responsible for education have been suspended for the duration of the investigation.
· Meanwhile, "Suspilne Kharkiv" reports that the tragedy happened in the dormitory: "It was the manager's order. Two guys tried to remove the explosive substance from the projectile in order to make a dummy." Another cadet was also injured in the explosion.

5:32 pm: Russian troops in the Bakhmut direction lost the initiative and went on the defensive.

· According to him, the Russians have increased the intensity of artillery shelling in the Bakhmut direction.
8:57 pm: As of today, forced evacuation of children has been announced in seven settlements of the Donetsk region.

12:12 pm: This morning, the Russians shelled the Dnipro district of Kherson - two civilians were wounded, RMA reported.
· At four o'clock in the morning, the Russian army struck a residential building, which destroyed the building and damaged cars parked nearby.
· Two men were injured. A 26-year-old man from Kherson has burns on his hands, and a 41-year-old man has a mine-explosive injury and shrapnel injuries to his neck and legs.

4:30 pm: There was a shootout in Odesa, reports the State Police Department of Odesa.
· "As a result of the incident, one person died. Two more people with gunshot wounds were taken to the hospital," the report said.
5:16 pm: The shooting took place in the Kyiv district of Odessa around 3:00 p.m. A woman died as a result of the shootout. The 30-year-old driver of a BMW car died in an ambulance, — the Ministry of Internal Affairs of Ukraine.
· It was preliminarily established that the cause of the shooting was a conflict between relatives who were in both cars. The inspection of the scene is ongoing. The full circumstances are being established.
