The African Leaders’ Impeccable Sense of Timing
First, as reported last Friday, the visit of the African leaders to Bucha was accompanied by a Russian missile strike, requiring a visit by the African leaders to an air raid shelter. The Press Secretary to Cyril Ramaphosa of S. Africa denied hearing any air raid sirens.
Second, after the African leaders left Ukraine, it was suggested by Ukrainian authorities that the 10-point peace plan put forward by Pres. Ramaphosa during a joint press conference with Pres. Zelenskyy wasn’t the real reason why the African leaders came to Ukraine. According to Ukrainian authorities, the real reason for the visit was to get Pres. Zelenskyy to ask the ICC to temporary lift the outstanding arrest warrant against Putin, as a gesture of goodwill, presumably so that Putin could visit S. Africa in August for the Summit of BRICS Countries, without risking arrest by S. African authorities. S. Africa is an ICC Member, and thus obligated to arrest Putin if he steps onto S. African territory.
The report of the African leaders suggesting that Zelenskyy ask the ICC to temporarily lift Putin’s arrest warrant, came at the same time as revelations emerged of Russian soldiers castrating several Ukrainian POWs. The timing of the delegation of African leaders, asking Pres. Zelenskyy to request that the ICC temporarily lift the arrest warrant on Putin, couldn’t have been better.
In the meantime, a plane carrying advisors and security personnel for the African leaders was detained in Warsaw and prevented from overflying Italy. The reason was that the plane carrying security personnel was carrying 12 containers of unauthorized firearms. It was announced that the actions of Polish authorities did not compromise the security of the leaders.
In the interests of full disclosure, for the past 13 years I have had the pleasure of working in several Sub-Saharan African countries. I have found my colleagues in every one of the countries where I have worked to be professional and welcoming. In 2018 I arranged for a visit to Ukraine for several Ethiopian Government officials, to learn more about the growth of equipment finance in Ukraine and how the financial services industry in Ukraine is regulated and supervised. They met with senior officials at the National Bank of Ukraine, the Vice Minister of Economy, the Chairman of the Banking and Financial Services Committee of the Ukrainian Parliament, 2 Ukrainian equipment leasing companies, a supplier of agricultural equipment that uses leasing as a means of selling their equipment, and a law firm involved in drafting new creditors’ rights legislation.
From my own experience working with professionals in several Sub-Saharan African countries, both inside and outside of government, I can say that the African leaders who visited Ukraine last Friday are, to put it mildly, a poor reflection of the quality of the people whom they govern.
News From the Battlefield
De-militarization of Ukraine – This goal has largely been achieved by the Russian Federation, so says Kremlin Press Secretary Dmitry Pskov. The basis for his statement is that Ukraine is now getting all the weapons it uses from the West, because weapons production in Ukraine has largely been terminated.
Russian Air Superiority – This has been a problem for the Ukrainian Army, mostly because of Russian use of the Ka-52 attack helicopter and use of glade bombs by Russian fixed wing aircraft, giving them a standoff capability. The helicopters can fly close to the ground, making them difficult for Ukrainian air search radar to pick up. Throughout the war, Russian fixed wing aircraft have been vulnerable to Ukrainian air defenses. The Ka-52s are located at the Berdyansk Airport, more than 60 miles from the nearest Ukrainian held territory. HIMARS has a range of approximately 40 miles. Ukraine has shot down 2 Ka-52s, but Russia has many more.
Smokescreens – In the latest “Reporting From Ukraine” he describes the use of smoke the Ukrainian Army, in order to mask their movements (0:30 into the video). Two of the likely reasons for this are to obscure Ukrainian movements from Russian helicopters and, at the same time, force them into a higher altitude where they are more susceptible to Ukrainian anti-aircraft fire.
Your Support is Kindly Requested
Since the beginning of Russia’s latest invasion of Ukraine, we have endeavored to send out emails about development in the war, and in Ukraine generally, almost daily. We appreciate the interest and loyalty of our readers.
Since the start of the latest phase of Russia’s invasion of Ukraine, our readership has increased exponentially. In fact, we can only guess how many readers we have, since we understand that our emails are frequently forwarded, as they should and which we welcome.
We continue to be committed to sending out our emails to anyone who wants them, and we will continue to do so. However, increased readership has resulted in increased administrative time, primarily in maintaining address lists. Therefore, we are requesting your VOLUNTARY support in any amount, that would help us continue our effort to send our emails. You can extend your support HERE. We have received inquiries from recipients living outside the United States, as to whether they can use this link to extend support using their national currencies. Sad t think about the African visit. Obviously they may suffer because of lack of grain, but they know why that has happened. South Africa may be entering a death spiral of it's own making and trying to align itself against that failure imagining that BRICS can be long term. Political posturing can't replace wise use of capital to get beyond hand-to-mouth survival.
