Russia’s Space Agency’s Latest Mission/Financial Times –
According to the Financial Times Roscosmos, Russia’s state-owned space agency has organized its own volunteer militia to fight in Ukraine. It reminds me of this clip from a famous American sitcom called “The Honeymooners,” starring Jackie Gleason, Art Carney, Audrey Meadows and Joyce Randolph.
Roscosmos’ militia joins approximately 40 other militias mostly organized by state-owned Russian companies, including Gazprom, plus the 2 “people’s republics” and the Chechens. Other than Wagner, they all report to the Russian Defense Ministry but operate independently.
The 10-Point Peace Plan From the African Countries/Ukrainska Pravda
The delegation, headed by the President of the Republic of South Africa, Cyril Ramaphosa put forward a 10-point peace plan during their visit to Kyiv, yesterday. These include (my comments in bold face):
· "The main component that we brought here is that this war must be resolved, peace must be negotiated through diplomatic means." As President Zelenskyy has often stated, not before Russia withdraws all its troops from Ukraine’s recognized borders.
· “The next component, according to the president, is the need to de-escalate the conflict. "Today, during our visit, we heard missile strikes. Such activity does not work well for peace (I should say not). Therefore, we are talking about the need for de-escalation on both sides so that peace finds a way to come through and resolve the situation," he said.” Ramaphosa is conflating Ukraine’s right to defend itself with Russia’s wanton attacks on civilians, including the Russian attack that forced Ramaphosa and his delegation into an air raid shelter.
· “Ramaphosa went on to say that the sovereignty of states and peoples must be respected in accordance with the UN Charter.” Ramaphosa could’ve also added “in accordance with the Charter of the African Union,” which forbids attacks of one member country against a neighboring neighbor country, for the purpose of taking territory. Interestingly, one member of the African delegation was the President of the Comoros, who serves as the current African Union President. Ramaphosa seems to conclude that was it not acceptable for member states of the African Union is allowable for Russia, because Russia is merely trying re-establish the borders of Imperial Russia, the biggest colonialist in World history.
· “Another component, he said, is the need for security guarantees for all countries.” I’m not sure what “all countries” refers to. Ukraine will get security guarantees on a yet to be determined basis. Russia doesn’t need any security guarantees. All Russia needs to do get out of Ukraine. NATO is purely a defensive alliance.
· “The sixth component is that both countries must ensure the export of grain and fertilisers. The leader of South Africa noted that "one of the reasons for coming here was that Africa is also experiencing the negative consequences of this war. Our grain prices have increased, we also have a shortage of fertilisers, and their prices have increased." By using the term “both countries,” Ramaphosa once again tries to separate Russia blocking Ukrainian grain exports, not to mention stealing Ukrainian grain, with Ukraine’s inability to export as a direct result of the war. To resolve this problem, Ramaphosa can do either or both: talk to his friend Putin about allowing free exports of Ukrainian grain, without conditions; approach NATO about providing air cover forUkrainian grain exports over international waters of the Black Sea.
· “The seventh main element is humanitarian issues – humanitarian support for those who are victims of war, who suffer. "We support this humanitarian aid," he said.”
· The eighth major component, the African leaders believe, is the mandatory exchange of prisoners, including the return of children.
· “The ninth component is the post-war reconstruction and assistance to victims of the war, the president stated.”
· Ramaphosa adds that the tenth component is "that during our discussions, President Zelenskyy said that we must go further, better interact with African countries".
No doubt, President Zelenskyy thanked the African Delegation and, in my opinion, he should immediately pocket the 7th through 10th proposals.
News From the Battlefield
· Ukrainian Armed Forces have destroyed a large Russian ship: thousands of tons of fuel and ammunition are burning/Ukrainska Pravda – Happened in the Port of Berdiansk, occupied Donetsk Oblast. As Sir Lawrence Freedman points out here, Ukraine’s biggest successes in the early part of its counteroffensive, is arguably coming from Ukraine’s success in hitting Russian installations behind the lines, including fuel and ammunition depots and troop concentrations. The same tactic played a major role in Russia abandoning its effort to occupy Kyiv.
· Efficiency of Russian electronic warfare complicating Ukraine's counteroffensive – ISW/Ukrainska Pravda – One of the talents Russia inherited from the former Soviet Union is proficiency in electronic warfare. Here, they have been successful in jamming the HIMARS system. I’m sure Ukraine will find a workaround. Russia has also been able to use tactical air to some effect, especially attack helicopters that are based near Berdiansk. Hopefully Ukraine will get close enough to hit the base.
· Capture of a Russian agent operating in Vinnytsia/Warthog Defense – I normally don’t follow Warthog Defense, because I consider it one of many channels that trade in what a friend of mine refers to as “Military Pornography.” However, Vinnytsia is a city in West Central Ukraine that has been the site of at least 2 damaging Russian missile strikes, including 1 that possibly hit a military installation. What is interesting about this capture is the presence of a war crimes investigator, who may not be a Ukrainian. They also reveal the presence of Syrian mercenaries. Last year Syria announced that they were sending mercenaries, but I’ve heard nothing more about their presence, until today. The Latest Denys also mentions their presence. They also mention what appears to be a large explosion at an electrical power plant near Moscow.
· The Latest Denys also covers fighting going on in Nova Kakhovka, where Ukraine is attempting a crossing of the Dnieper. He said it’s unclear if the crossing was a success, or if Ukraine had to withdraw. He also said that there is some progress in the United States supplying ATACMS missiles to Ukraine – finally. However, the money for the ATACMS is in the Fiscal Year 2024 appropriations bill. America’s Fiscal Year begins on October 1st.
· “Reporting From Ukraine” discusses new Ukrainian attacks around Orikhiv, just east of the reservoir that is now being drained due to the destruction of the Nova Kakhovka Dam.
Overall, Ukraine’s offensive appears to be a much larger version of last year’s offensive that liberated Kherson City. That offensive started very slowly over a period of 2 months, and the pundits doubted its effectiveness. Eventually the Russian defense lines cracked but, unfortunately, Russia was able to evacuate 20,000 of its troops across the Dnieper River.

8:01 am: The government of Estonia was the first in Europe to approve the principles of using Russian assets frozen in the country to support Ukraine, Estonian Foreign Minister Margus Tsakhna said, ERR reports.

8:03 pm: Belgium approved the 15th package of military aid for Ukraine.
· This is reported by RTBF with reference to the statement of the Minister of Defense of Belgium Ludivine Denonder.
· As part of this package, Belgium will purchase and transfer M113 armored personnel carriers to Ukraine as soon as the defense industry enterprises bring them into proper condition.
