A Family Snapshot
My wife now has 5 members of her family in the Ukrainian Armed Forces, in different capacities. Her nephew is fighting in his third war, Afghanistan, the first Russian invasion of Ukraine in 2014, and now this. He is in a relatively safe area in northern Ukraine, but both his sons are or have been at the front, where the counteroffensive is now taking place, including one now in a hospital recovering from wounds. My wife’s brother’s son-in-law is also at the front. My wife’s nephew is a first responder in a small city near Zhytomyr City. He recently had to respond to a rocket attack that took place in the city where he lives. Given the constant Russian attacks on Ukrainian civilians he, and his comrades, are also at the front.
My wife’s family is hardly unique. Thousands of other families have multiple family members at the front, including women.
My wife spoke to her nephew today. She said that he is very optimistic.
“Ukraine’s Winnable War”, by Gideon Rose/”Foreign Affairs”
The article starts with a summary of those who predicted that Ukraine would never win –
· “A satisfying victory is likely out of reach,” wrote the Russia experts Thomas Graham and Rajan Menon in Foreign Affairs a month after the invasion began. “Ukraine and its Western backers are in no position to defeat Russia on any reasonable timescale.”
· Around the same time, the political scientist Samuel Charap agreed: “Ukraine’s brave resistance—even combined with ever-greater Western pressure on Moscow—is highly unlikely to overcome Russia’s military advantages, let alone topple Putin. Without some kind of deal with the Kremlin, the best outcome is probably a long, arduous war that Russia is likely to win anyway.”
· Three months into the war, the historians Liana Fix and Michael Kimmage argued that “a full-scale Ukrainian military defeat of Russia, including the retaking of Crimea, verges on fantasy.”
· Four months after that, the political scientist Emma Ashford upgraded a Ukrainian victory to a “dangerous fantasy.”
Interestingly, Kimmage and Ashford made their predictions after Ukraine defeated the Russian invaders around Kyiv.
I am sure that none of these people have ever been called to account for making predictions that likely contributed to the decision by the United States to initially limit the transfer of weapons to Ukraine, that could be used in a partisan war after Ukraine’s formal surrender. My colleague and I weren’t of this number, and readers of these emails often ask us why we were so sure that Ukraine would win but, then again, my colleague and I aren’t considered “experts.”
As the article described the analysis by the experts and the pundits have continued into this year, including –
· “Later this year, a stalemate is likely to emerge along a new line of contact,” argued the president of the Council on Foreign Relations, Richard Haass, and the political scientist Charles Kupchan in April, and at that point the United States should nudge Ukraine into recognizing that “pursuing a full military victory” would be unwise.”
· “An end to the war that leaves Ukraine in full control over all its internationally recognized territory . . . remains a highly unlikely outcome,” asserted the political scientists Samuel Charap and Miranda Priebe in January, and so Washington “could condition future military aid on a Ukrainian commitment to negotiations” involving territorial compromise.” Charap has been a consistent proponent of Ukraine agreeing to the terms of the “Minsk 2” Agreement.
The author compares the partnership between Ukraine and its Western partners to a similar relationship between Israel and the West in the 1967 Six-Day War and the 1973 Yom Kippur War. The author concludes –
“Because of the effectiveness of this partnership, there is no need to pressure Ukraine into a compromise peace. Instead, the United States and Europe should enable it to continue pushing Russian forces back to Ukraine’s internationally recognized (1991) borders. A true status-quo-ante ending to the war, reversing the gains Russia has made since its initial 2014 incursion, is not only possible but also the best option to shoot for. It would liberate Ukraine. It would establish a solid foundation for regional security. It would prove the liberal international order has a future as well as a past. And it would provide a winning model for post-hegemonic U.S. global leadership.”
The author quotes former President Richard Nixon when, during the Yom Kippur War, he said to his National Security Adviser Richard Nixon, “Look, Henry, we’re going to get just as much blame for sending three [planes], if we send 30, or a hundred, or whatever we’ve got, so send them everything that flies. The main thing is—make it work.” Amen.
The author recommends –
“Rather than limiting conventional military aid to Ukraine, accordingly, the United States and Europe should increase the flow: more armor, artillery, and ammunition; improved air defenses; squadrons of fourth-generation jet fighters—the conventional works, for as long as it takes. Such a course is not only the right thing to do. It is also the best way to end the war, either by teeing up the possibility of a durable negotiated settlement or by allowing Kyiv’s forces to gain positions that they could defend indefinitely with continued assistance.”
For those American and Western officials who might consider the author’s recommendation to be reckless, they should paste the following statement by Ukraine’s foreign minister Dmytro Kuleba to their bathroom mirrors, and read it when they get up every morning. To this I would add any number of Presidential candidates and Members of Congress, from both political Parties-
“Our goal is the full expulsion of Russia from Ukrainian territory,” said Foreign Minister Dmytro Kuleba. “If the offensive achieves that, it will be the last. If not, there will be more. If our weapons supplies get cut off, Ukraine will just shift to lower intensity war.”
In other words, cutting off Ukraine will result in a nasty partisan war on NATO’s eastern flank, that will last for an indeterminate period of time. Ukraine did the same after then end of WW-II, when they fought the Soviets in the Carpathians for 7 years, without any outside source of re-supply.
It’s a long article, and I can go on. Better to read it.
News From the Battlefield
Based on the latest report from “Reporting From Ukraine,” it seems as if the Armed Forces are beginning to release more timely reports on the progress of the counteroffensive. What is surprising me is that very little of this seems to be reported in the U.S. media. The U.S. media seems to be repurposing its coverage of Sievierodonetsk and Bakhmut, where almost every day they reported that the Russians made very slow progress measured in meters.
Today, the U.S. media seems to be crossing out the word “Russia” from their reports from last year, and replacing it with “Ukraine,” saying that Ukraine is making very slow progress in its counteroffensive. This doesn’t seem to be consistent with posts from “Reporting From Ukraine.” I’ve been following “Reporting From Ukraine” since the middle of last year. He is not bashful about reporting on Ukrainian reversals.
Last year, during the Kherson Offensive, the same type of reports appeared almost daily, about Ukraine’s slow progress against Russian resistance. That was likely true, until Russian resistance broke, and 20,000 Russian troops escaped across the Dnieper, and Kherson City fell to Ukraine. This may repeat itself.

12:14 am: Head of the IAEA Grossi met with Volodymyr Zelensky
· "A timely conversation with the President of Ukraine Volodymyr Zelensky on the eve of my visit to the Zaporizhzhya NPP, where I will assess the situation after the catastrophic flooding of the Novokakhovskaya Dam," wrote the Director General of the IAEA and published a photo.
12:34 am: Germany and Poland are getting close to concluding an agreement on the creation of a service center for the repair of Leopard battle tanks and other Western equipment used by Ukraine.
· German Ambassador to Poland Thomas Bagger stated this in an interview with Bloomberg.
· According to the diplomat, negotiations on the creation of a service center in Poland should be completed "in the next few days,” before the summit of the North Atlantic Alliance in Vilnius on July 11-12.

12:38 pm: Politico broadcasts French President Macron's statement that the Ukrainian counteroffensive could last weeks or even months. "The counteroffensive has begun. It will unfold over several weeks and even months.
!2:40 pm: Military analysts are convinced that, says NYT, that it will take weeks or months to assess the success of the attacks that Ukraine carried out last week across a wide area of the front.
12:42 pm: Gazeta Wyborcza is trying to analyze the course of the counteroffensive, in particular, why Ukraine is losing Western tanks.
12:51 pm: USA plans to supply depleted uranium to Ukraine, to be used with the Abrams tanks – The Wall Street Journal.
· Previously, Kyiv received such shells from Great Britain, for use in the Challenger II tanks.
12:56 Damaged Armored Personnel Carriers will be replaced with new ones: the USA will allocate to Ukraine additional package of military aid for $325 million, - mass media.
· It is noted that the new package will include Stryker and Bradley armored vehicles, which can replace those that were damaged and destroyed during the Ukrainian counteroffensive.
· In addition, the assistance will include ammunition for advanced anti-aircraft missile systems (NASAMS) and additional missiles for Ukrainian artillery missile systems (HIMARS).
1:27 pm: The UN predicted an increase in food prices due to the explosion of the Kakhovskaya HPP.
· "This granary - this entire territory that goes down to the Black Sea and Crimea - is a granary not only for Ukraine, but also for the world. We already have difficulties with food security, but food prices, I am sure, will increase. "It is almost inevitable that we will see huge problems with harvesting and planting the next crop. 2:51 pm: Destruction of Kakhovskaya HPP: Greenpeace said under what conditions a trial in The Hague is possible.

3:05 pm: Ukraine sent a request to Australia regarding transfer of more than 40 F-18 fighters.
· Mick Ryan, a strategist and retired Australian major general, said the F-18s could help "level the playing field" because Russia has a much larger air force. The provision of these fighters, in his opinion, can help prevent strikes on Ukrainian cities and critical infrastructure.
4:30 PM: Iran continues to use Chinese parts to manufacture drones that Russia then uses in its war against Ukraine, — The Wall Street Journal.
· China continues to supply the necessary parts to the manufacturers of Iranian drones.
· The publication notes that Iran needs approximately three months to produce and supply drones to the Russian Federation.
4:53 pm: President of Poland Andrzej Duda called for Ukraine to join NATO. However, German Chancellor Olaf Scholz and French President Emmanuel Macron prefer to talk about security guarantees.
· They spoke about this at a meeting of the heads of state and government of Poland, France and Germany, writes the German news service Tagesschau.
7:45 pm: The USA announced a new package of military aid to Ukraine worth 325 million USD.
· "This package of security assistance includes critical air defense equipment, additional ammunition for HIMARS, artillery shells, anti-tank weapons, armored vehicles and other equipment needed to strengthen Ukrainian forces on the battlefield," US Secretary of State Anthony Blinken said.
8:05 PM: We must be prepared for the fact that this offensive will be bloody and difficult, - NATO Secretary General Jens Stoltenberg about the counteroffensive of the Armed Forces.
· "The Russians had time to strengthen - these are quite heavy defensive lines, and breaking through them is a difficult task," the NATO Secretary General noted.
· At the same time, according to him, Ukrainian soldiers are gradually gaining positions, having recaptured several small towns and villages from the Russian troops, which are the first signs of success.
8:31 pm: European partners announced a new package of military aid to Ukraine of more than €107 million
· It includes radars to defend against indiscriminate Russian strikes, as well as guns and a significant amount of ammunition.
· "Equipment worth £92 million (over €107 million). will be purchased in the coming months through the International Fund for Ukraine (IFU)
9:20 pm: British Defense Minister Ben Wallace announced a new military aid package for Ukraine worth about $116 million.
· "This transferred equipment will increase Ukraine's ability to 'protect its critical national infrastructure, civilian population and frontline military,'" he said.
11:16 pm: NATO Secretary General Jens Stoltenberg said on Tuesday, on the eve of a meeting with President Joe Biden, that Ukraine's counteroffensive to liberate the occupied territories may force the Kremlin to negotiate.
· "They have the right ... to liberate their own land," Stoltenberg said, adding that "the more land they take back, the more likely it is that President Putin will understand that he has to sit down at the negotiating table and agree to a fair and robust the world in Ukraine".
11:28 PM: Parliament of Luxembourg recognized the Holodomor of 1932-1933 as genocide of the Ukrainian people
· "I welcome the historic vote of the Chamber of Deputies of Luxembourg to recognize the Stalinist Holodomor of 1932-1933 as genocide against Ukrainians. This step honors millions of victims and restores historical justice. International recognition of the Holodomor-genocide continues to grow," wrote Foreign Minister Dmytro Kuleba.
11:35 pm: The Kyiv Khanenko Museum is displaying 5 unique icons at the Louvre.
· Visitors to the exhibition will be able to see four icons on wood of the 6th and 7th centuries –these icons are exceptional monuments of the oldest period in the history of icon painting.
· One more icon of St. Nicholas belongs to the period of the Byzantine Empire at the end of the 13th - beginning of the 14th century. It is an example of a delicate micro mosaic technique that the workshops of Constantinople (modern Istanbul, Turkey) began to use in the second half of the 12th century. Only about 50 copies have survived.
· The Khanenko Museum is one of my favorite places in Kyiv. The Museum’s collection derives from the personal collection of Bohdan & Varvara Khanenko, two of late 19th & early 20th Century Kyiv’s most prominent residents. Their lives are examples of the prosperity, sophistication and vibrant arts scene that could be found during this period. As his autobiography states, Bohdan died in the Spring of 1917, just before the October Revolution. His wife lived until 1922. The Bolsheviks took over much of the house, and Varvara was confined to the former servants’ quarters. From time to time, she was allowed to come downstairs to visit their collection. How the collection remained largely intact through the Russian Civil War, Stalinist purges and Nazi occupation is beyond me. In October of last year, the museum suffered damage to its façade from a Russian missile strike that was targeted at a well-known children’s playground in Shevchenko Park, across the street from the museum. The playground was immediately rebuilt. Fortunately, no one was hurt.
11:54 pm: Zelenskyi instructed the government to develop a draft UN General Assembly resolution for the establishment of a special tribunal for the Russian Federation.
· The draft resolution should be coordinated with the position of Ukraine's partners by signing corresponding international agreements with the partner countries.
· Countries that do not participate in the creation of the special tribunal will have the opportunity to support its activities and recognize the decision.

06:50 am: After the Russians blew up the Kakhovskaya HPP, the illegal archeologists started to rob the archaeological heritage, — Ministry of Culture
· Hundreds of cultural heritage sites were damaged, flooded or deliberately destroyed due to the explosion of the Kakhovskaya HPP.

8:58 pm: Valery Zaluzhnyi held a telephone conversation with the Chairman of the Joint Chiefs of Staff of the United States, General Mark Milley.
· "We talked about the situation at the front. In the east and south of our country, heavy battles of a defensive and offensive nature are ongoing. We are having certain successes, we are implementing our plans, and we are moving forward." - said the Commander-in-Chief of the Armed Forces.

8:08 am: Deepening cooperation between the countries, Russia resumed oil supplies to the sanctioned North Korea for the first time since October 2020. This is stated in the UN report.
10:56 am: Russia is trying to contain the counteroffensive of the Armed Forces with the help of aviation, - British intelligence.
· Intelligence sources note that over the past two weeks, combat sorties by Russian tactical aircraft have increased, especially over the south of Ukraine. However, activity is lower than at the beginning of the war.
Tuesday June 13
12:31 pm: Russia has moved from receiving small batches of Iranian UAVs by air to larger batches via ships from Iran via the Caspian Sea, British intelligence.
· According to the latest British intelligence report, in recent months the Russian Federation has worked to ensure long-term and large supplies of unmanned aerial vehicles of unilateral action, and Iran, by supplying such weapons, continues to violate UN Security Council Resolution 2231.

· After that, he also said that he was not sure that Wagner's PMK would continue to fight in Ukraine.
7:45 pm: Putin expressed regret due to the fact that the undermining of the Kakhovskaya HPP apparently disrupted the offensive of the Ukrainian Armed Forces.
· Putin said that Russia was not interested in blowing up the Kakhovskaya HPP and gave the reasons. The first is damage to "new Russian territories". The second is that the armed forces were going to attack there.
