“Understanding Ukraine’s 350 Year War for Independence”/By William Horsley commenting on the presentation by Yaroslava Barbieri, a political scientist focusing on Russia and Ukraine (https://bham.academia.edu/JaroslavaBarbieri), at a recent conference.
This is a brilliant article, laying bare the West’s long-term blind spot about Ukraine and, instead how the West ends up, even today almost 16 months into Russia’s latest invasion, viewing Ukraine through a Russian lens. I have mentioned this in previous emails, but nothing compared to Barbieri’s incisive analysis. Some excerpts –
· “Those long-term biases (held by the West) arising from Russia’s false narratives have deeply influenced people in the West down the years, she says; and that delayed the outside world’s understanding of Ukraine’s extraordinary determination to fight for its legitimate independence today.”
· “But Jaroslava Barbieri’s purpose was not to discuss Russia’s “strategic blunders”. It was to ask: How did the West get Russia so badly wrong and fail to see the invasion coming (or fail to see Ukraine’s ability to fight back)?”
· “In his early years or years as Russia’s president, Putin did not question Ukraine’s independent status. Instead, Moscow habitually warned against Ukraine joining NATO or the EU and asserted its right to maintain a sphere of privileged influence in the former Soviet space. Jaroslava said a turning-point came in 2013, during Putin’s third presidential term. Putin ordered the drafting of a new generation of history textbooks for Russian schools, which portrayed the medieval state of Kievan Rus, centred around Kyiv, as a proto-Russian state which combined three branches of “one Russian people”. The aim, she said, was to conceal from Russians that Ukrainian and Belarusian nations existed at that time which were separate from Russia.”
· “Ukraine became “a historic crossroads and melting pot of different empires”; and that experience was formative in Ukraine’s evolution into a multi-cultural society which today has surprised the world with its commitment to modern democratic statehood. But, she argued, an important gap in understanding arose because western opinion-formers generally viewed the affairs of Ukraine and the wider region through “Moscow’s lens”, and that made it easier for people in the west to buy into the Russian narratives.”
· “The core of Jaroslava’s argument is that those perceptions must now be corrected, with “more soul-searching” among those who had misread the realities of Russian intentions and what Ukraine has now become.”
· “Jaroslava recalled how the Orange Revolution of 1994 and the Euromaidan revolution of 2014 were markers of Ukrainians’ “quest for freedom” from Russia. The Yanukovich regime’s bloody attempt to crush the Maidan protests was another turning-point — one which, she said, led the Ukrainian nation to “revise its political identity.” “
· “But Jaroslava called for a rigorous review and correction by western decision-makers of their failure to understand and draw conclusions from the revanchist language used for many years by Moscow against Ukraine and its people – including the “trope” that Ukraine was led and peopled by Nazis and fascists. That persistent failure came about, according to Jaroslava, because Russia was (and in my opinion still is) the dominant interlocutor for western political and media figures, who remained largely ignorant about Ukraine and its history.” (my underlining and bold face)
· “Indeed, if any settlement were to be made with Russia which left it in control of any part of Ukraine’s territory it has seized, that would make all those responsible for the deal into “accomplices” of Russia’s multiple war crimes, including the use of rape as a weapon of war.”
· “Finally, it had become clear that Ukraine might actually win the war, and Jaroslava suggested that the consequences of that for Russia were incalculable. Putin’s strategic blunder in launching the invasion had stirred up new levels of tension among the constellation of ethnic minorities inside Russia, including Chechens who had fought their own bloody war against Russia for self-determination in the 1990s. Activists among those non-Russian minorities often spoke of being subjected to “ethnic cleansing” and of deliberate policies of exploitation by the imperial centre, yet they had been disproportionately called up to fight in Ukraine for the “Russian world”. Some Chechen and Dagestani fighters had chosen instead to take up arms on the Ukrainian side against Russia.”
· “Russian society, Jaroslava believes, now exhibits deeply troubling dynamics. Startlingly, she concluded by saying that the invasion of Ukraine might end up “breaking the Russian state”, so we need to start preparing for that possibility right now.”
Along with Western concerns over Russia using nuclear weapons, Western concern over the “breaking of the Russian state” has, during a large portion of the war, driven Western decision making on providing Ukraine with offensive weapons, and this same concern makes senior Western officials reluctant to use the word “victory” when talking about Ukraine’s war aims.
Perhaps the “Breaking of the Russian State” is under way, as described in this article in the New York Times about the Belgorod Region of Russia, entitled “Fear and Mayhem as Russia’s War Comes Home.”
“What’s Killing Productivity? Some Think It’s the Banks”/Wall Street Journal
There has been a lot of talk lately about Ukraine’s reconstruction needs. Here is my own small contribution.
Although the article is mostly about Great Britain, where banks have cut back financing manufacturers and other companies engaged in improving productivity in the economy, in favor of financing real estate, this is also taking place in other countries including the United States where many banks are now facing the prospect of a large number of defaults on credits extended to commercial real estate projects. The article also contains a warning for Ukraine, especially its banks, the National Bank of Ukraine and international development finance institutions.
I have spent a not insignificant portion of my 35-year career in commercial finance working with Ukrainian banks and the Government of Ukraine to try to improve the climate for financing capital equipment for Ukrainian businesses. Thus, this article fell on very responsive ears.
As Ukraine moves toward reconstruction, here is one person’s list of items Ukraine needs to address, to improve the productivity of its economy and improve the ability of Ukrainian businesses to finance the capital equipment it will need to, among other things, comply with EU standards:
· Currently, Ukraine has no movable collateral registry, similar to Uniform Commercial Code filings in the United States, where financial institutions can register their ownership/security interest in capital equipment they finance. Without such a registry, financial institutions incur a substantial risk, if they finance capital equipment but are unable to publicly register their ownership/security interest.
· The Government of Ukraine has registries covering titled vehicles and real property, one reason why virtually all financial lease transactions booked in Ukraine are for titled vehicles and, as the article describes in the case of Great Britain, real estate.
· There is too much emphasis on collateral value, and not enough on cash flow. This needs to change if Ukrainian businesses are expected to effectively contribute to their country’s recovery. In 2018 I escorted a group of Ethiopian Government officials, responsible for regulating and supervising Ethiopian lessors, on an exposure visit to Ukraine. We visited the largest lessor in Ukraine. During the Q&A I held up a bottle of water, and I asked the presenter if her company financed bottling lines, that puts water in the bottle, affixes labels and caps on the bottles. Her answer was no. The reason – they couldn’t estimate the re-sale value. There was no consideration of the economic value produced by the bottling line, nor consideration of the historical ability of a company to service the financing. If I was a credit officer looking at financing a bottling line, as I once was, the resale value of the equipment would be the least of my considerations. In fact, for purposes evaluating credit, I’d assume the resale value of the bottling line at zero.
· A significant portion of Ukraine’s private economy resides in what is known as the “grey economy,” companies not properly registered, companies that don’t pay taxes, companies that pay employees off the books, etc. These companies cannot be financed in a conventional sense, with the result being that a significant portion of Ukraine’s private economy is off limits to Ukraine’s financial institutions. What makes matters worse is that many of these companies are sitting on substantial amounts of cash that can be used by financial intermediaries for productive purposes.
These are matters that are often not considered in the conferences held at fancy venues like Lugano and London, but they will play a significant role in Ukraine’s recovery and therefore they need attention. Solving these problems will help not only Ukrainian businesses to obtain the financing they need, but it will improve the profitability of the banks.

From the last 2 reports by “Reporting From Ujkraine,” it seems like Russia’s most effective defense tactic is not digging trenches and setting tank traps. Instead, it is blowing up dams. On the last 2 days Russians have blown 2 dams to try to stop Ukrainian counterattacks in southern Donetsk. Reporting From Ukraine also covers continued Ukrainian long-range artillery strikes on Russian logistics, troop concentrations and command posts, complemented by attacks by Ukrainian partisans. One such strike resulted in the death of Major General Goryachev, Commander of the 35th Russian Army, with responsibility for Southern Ukraine.

“It never ceases to amaze that rules are more often applied not equally than equally. It is clear that in Ukraine that the gentlemen’s rules governing political conduct, laid out fairly clearly at the start of the war, only apply to opposition and not government politicians.
The uneasy observance of wartime order has begun to frazzle and fray as government politicians are increasingly captured by mistakes of their own making. Perhaps the most egregious is the temporary suspension of requirements to declare source and amount of income for public officials.”
“The EU, USA, G7 and anybody else who has poured in billions and expects to pour more in after are starting to raise the temporarily forgotten conditionality - the fight against corruption. They have a right to be nervous because the bride is demanding not only a diamond ring but also a deed to the estate as well. This might have been acceptable if the behavior was behind closed doors, but the constant public admonitions Ukraine's politicians direct at the politicians representing its allies are sounding peevish.
