Happy July 4th! During the nearly 250 years since July 4th, 1776, the United States has been called the “beacon of liberty” and similar descriptions (as well as many that are less flattering). Perhaps it is now time for Americans to transfer this mantle of Beacon of Liberty to Ukraine. I say that with what very little authority I have, as a direct descendent of one of the signers of the Declaration of Independence.
Latest Denys
In his latest report, Denys expresses surprise at the speed at which Lysychansk fell to the Russians. Instead of a frontal attack from the east, as was the case in Sievierdonetsk, the Russians attacked Lysychansk from the sides, from north and south. In the north, the Russians seemed to have mastered the art of crossing a river, after losing at least 1 entire battalion battle group when they tried the same crossing a few weeks ago.
The other interesting point in Denys’ report is the increasing number of artillery hits inside Russian territory, both in Donbas as well as in the south, as shown on his tactical map via satellite images. The destruction of the Russian base at Melitopol had to have been partly the result of Ukraine’s use of HIMARS missile systems. The closest Ukrainian held territory is approximately 70km. from Melitopol.

Kira Rudik, Member of the Ukrainian Parliament, and Leader of the Holos Party, one of the original pro-European parties in Parliament, being interviewed by an appeaser (more nonsense about Putin “saving face,” etc). It is worth watching every minute, and then ask yourselves the question – is their any Western politician able to articulate a clear set of principles better than those articulated by Kira Rudik in this interview? It is leaders like Kira Rudik that are the reasons for my transfer the mantle of “beacon of liberty” to Ukraine.

I first posted a piece by Lawrence Freedman last June 29th. This is his latest – you can subscribe to his Ukraine articles on Substack. Some excerpts:
· “Zelensky has been clear on what he means by a political victory. At a minimum Russian forces must withdraw to the position of 23 February.”
· “Their (Russia’s) hope and expectation is that they might still get a negotiated conclusion, not because Ukraine will capitulate but because its Western backers will tire of the war and the heavy costs it is imposing on their economies.”
· “The (Western) commitments have now been made to the point where a Ukrainian defeat will look like a NATO defeat.”
· “Both sides therefore must adapt, but, admittedly oversimplifying, the Russians are adapting into becoming more of a 20th Century army while the Ukrainians are becoming more of a 21st Century army. The Ukrainian adaption process will therefore be taking longer but the prospect at the end is of a much more capable force.”
· “The most valuable targets, however, may be Russian ammunition dumps, and there have been regular reports over the past week of these being hit. Over time thus will degrade the effectiveness of Russian artillery.” (NOTE: This is aptly illustrated in the latest Denys)
· “They (Ukraine) will therefore have to adopt different tactics, making the most of the accuracy of their new weapons, concentrating on supply lines, bases, and command centres, making opportunistic advances, using guerrilla tactics in the city against the occupying forces, leaving Russian troops uncertain about where the next attack is coming from.” (NOTE: These tactics are now being used around Kherson & Melitopol)
· “Russia cannot afford an inch-by-inch retreat to the border, taking losses all the way. At some point they may need to cut their losses.”
· “Should Ukrainian forces be able to create any momentum, however, then the situation could move in their favour very quickly. Can the Ukrainians win? Yes. Will the Ukrainians win? Not yet clear, but the possibility should not be dismissed.”
July 4th Sitrep (my comments in bold face)
One of the unintended consequences of good intentions in the current effort to restore shipments of Ukrainian food to starving people will be the development of effective land logistics linking Ukrainian cargos with the EU.
The most likely outcome will be the construction of one or possibly two high volume gauge transfer terminals similar to the Dostyk terminal near the China Kazakhstan border. Currently Dostyk has a transfer capacity of 100,000 TEU and when fully built will have a transfer capacity of 700,000 TEU annually.
A TEU stands for a twenty-foot equivalent container which on average has 33 cubic meters of space, and a maximum load capacity of 28,000 kilograms or 28 tons. Wheat has a density of 790 kg per cubic meter. One TEU of wheat is the equivalent of 26 tons.
A high-volume gauge transfer terminal, working at a capacity similar to the Dostyk terminal, could export 18 million metric tons of wheat annually. Two terminals would cover almost two thirds of the grain Ukraine exported in the 2020 2021 marketing year. (An agricultural marketing year runs from July 1 to June 30).
However, if terminals are built, it is unlikely they would be fully dedicated to handling food commodities. Just the same they would provide more cost-effective logistics for Ukrainian animal feed grains, vegetable protein meal and vegetable oil than sea to northern and north western Europe. Further these commodities would be cheaper than local production in those regions.
Creating low-cost logistical avenues for Ukrainian agricultural commodities to Europe would threaten EU farmers and the Common Agricultural Program. This would in turn make the accession difficulties faced by Poland in joining the EU because of its agricultural potential pale in significance. Poland negotiated on Agriculture with the EU for nine years. Ukraine would most likely never be included in CAP and its access to European consumers held under quota constraints.
Another unintended consequence of competition between rail and sea for agricultural exports would be lower volumes by sea, less revenue for ports, and therefore less private sector interest in port rehabilitation after the invasion ends in Russian defeat.
Ultimately whatever the improved land export logistics end up being Ukrainian agricultural commodity exports will gain greater flexibility and lower cost. This will make Ukrainian agriculture even more competitive and have negative consequences on high-cost producers in the EU and North America.

CBS: German Chancellor - Germany cannot send weapons to Kyiv as intensively as the United States does. "I think you need to understand that there is a difference between us and a country like the United States: Washington spends a lot on defense, invests a lot in it, and therefore has large stockpiles of weapons," Scholz said.

FoxNews: National Security Council - The decision regarding the negotiations between the Russian Federation and Ukraine to resolve the conflict will be taken only by President Zelenskyi, the United States intends to support him in this, but the time for dialogue has not yet come.
German Economy Minister: Did not rule out the termination of Russian gas supplies to Germany. Putin has contracts for the supply of gas and he simply will not receive money if he does not fulfill his obligations.

Ceske Noviny: Czech President Milos Zeman will support further arms supplies to Ukraine and participation in the training of Ukrainian soldiers. “If there hadn’t been Russian aggression in Ukraine, I wouldn’t have agreed to this”.
The former editor of the Russian Channel One, Marina Ovsiannikova, was fired from her job at the German edition of Die Welt – Ovsiannikova writes on her Instagram. She notes that she was fired due to the end of the contract with the German edition.
Russian Foreign Ministry spokeswoman: Bulgaria has reduced to zero the possibility of the functioning of the Russian diplomatic mission in Sofia".

ST24: Slovak Prime Minister - Slovakia can deliver its MiG-29 aircraft and tanks to Ukraine. Prior to this, the leaders of Slovakia and the Czech Republic announced that from September the Czech Republic will help Slovakia protect its airspace until the latter receives F-16 fighter jets.
Bloomberg: The European Union can provide more than 500 billion euros for the post-war reconstruction of Ukraine. At a donor conference in Lugano (Switzerland), Ukraine will present a large-scale project for the restoration of the country. The EU is expected to cover the bulk of the total financial assistance, which could exceed 500 billion euros.
President of Ukraine Volodymyr Zelenskyi said that the Israeli Supreme Court ordered the country's government to remove all additional restrictions on the entry of Ukrainian citizens.

Exhibit A in Truss’ remarks is Margarita Simonyan, the Head of the Russian State broadcaster, RT. Does anyone really believe that Simonyan would be any less bloodthirsty than Putin? Personally, I am still trying to figure out what happened during Simonyan’s year in the State of New Hampshire, as a secondary school exchange student, especially considering that all New Hampshire vehicle license plates contain the slogan, “Live Free or Die.”
The US Embassy in Moscow removed the address from its website after the territory near the diplomatic mission was renamed by the city authorities into "Donetsk People's Republic Square.” I would’ve thought that the Russians would come up with something more creative. I have some ideas.
Advisor to Ukraine’s Interior Minister: Putin has signed a new decree on preparations for mobilization. According to him, a few days ago a decree was signed on "mobilization as a technical one, meaning factories, enterprises, and the possibility of human mobilization is not ruled out.
● Denysenko added that the Russians want to watch the war on TV, but categorically do not want to fight, so the shelling of Russian cities is probably a provocation, so that the Russians would be easier to react to the general mobilization.

The conflict between the military leadership of Russia and the directors of defense plants increasingly excludes the possibility of sending new combat armored vehicles to the combat zone.
On July 2, 2022, the Russian media published a video that the Chief of the General Staff of the RF Armed Forces Valery Gerasimov arrived in the temporarily occupied territories of Ukraine. Allegedly, to check the grouping of Russian troops. But in fact, Russian media showed a video sequence with a photo two months ago. This is evidenced by the metadata of the video of the Zvezda TV channel. The footage with Gerasimov used for the video is dated May 5.

Institute for the Study of War: The Armed Forces of Ukraine will fire using HIMARS to disrupt Russian supply routes in the Kharkiv region. “Kupiansk is an important logistics center for the Russians, it is located about 50 km from the front line. Then - Volchansk (15-20 km from the front), and Izіum is the most vulnerable, because they are located about 15 km from the nearest front line,” the message says.
Speaker of the Verkhovna Rada: The Conference on the Restoration of Ukraine begins in Switzerland. The meeting will be held on July 4-5 in Lugano. Ukraine will present to the international community 15 major national programs of reconstruction of the country after the war.

● There are two options for Russia: "de-Putinization" under the new government and the restoration of Russia’s relations with other countries, or the country’s disintegration; but "Is Putin Still Alive?" is a rhetorical question.
● The war in Ukraine will end in 2023
○ the first visible results of the breakthrough in the war will have been in August 2022;
○ active hostilities will have been sufficiently reduced by the end of 2022;
○ the end of the war will be in 2023.
○ The end of the war will be considered " the 1991 borders of Ukraine".
● At this stage there is no threat from the Belarusian army. There are very few Russian troops on the territory of Belarus. And actions at the Ukrainian borders are planned activities; preparations for the offensive are not carried out.
National Security and Defense Council:
● Russian troops are deliberately shelling homes and civilian infrastructure in Ukraine using X-22 missiles.
● In May the Russian Armed Forces began testing the X-22 to determine its effectiveness. In a month it became clear that the range of missiles instead of 600 km is no more than 200 km - at this distance the X-22 retains accuracy.
● Now, Russia uses these parameters for the attacks on Ukraine:
○ a strike on Kremenchuk was made from a distance of 200 km;
○ a strike on Bilhorod-Dnister, a city on the Black Sea coast 30km. southwest of Odesa at the mouth of the Dnister River, was made from 170 km. It is the site of a castle, where one can go and practice one’s talents with a crossbow.

The development of the "Marshall Plan" for Ukraine has involved more than two thousand experts, Minister Oleh Nemchinov reports. According to him, the plan contains 24 blocks, and it will be presented at the conference on the restoration of Ukraine in Lugano, Switzerland. They want to implement the program after the end of the active phase of combat operations.

● Lb ua: The government allowed some types of transport to be imported into Ukraine without paying taxes. We are talking about electric vehicles. According to him, the government encourages Ukrainians to buy electric vehicles, since it is much more environmentally friendly and budget-friendly, especially in war conditions.
● Every month, Ukraine spends about UAH 130 billion (about $4.4 billion) on the maintenance of the Armed Forces of Ukraine. According to him, this amount is slightly less than the annual budget of the Armed Forces of Ukraine in the period before the start of the war with Russia. Social payments, the cost of demining and emergency recovery, and the cost of internally displaced persons have especially grown.
● At the same time, the entire budget of Ukraine for a month is approximately equal to 250 billion hryvnia (about $8.46 billion), of which up to 100 billion (about $3.39 billion) comes from taxes and customs.
BBC: Adviser to the Minister of Defense of Ukraine Yuriy Sak denied the statement of the head of the Russian Defense Ministry Sergei Shoigu about taking full control of Lysychansk. For Ukrainians, the value of human life is a top priority, so sometimes we can retreat from certain territories to recapture them in the future, Sak said.

The Prime Minister of Australia, Anthony Albaniz, visited the Kyiv region. He visited Bucha, Irpin and Hostomel, and saw the destroyed Antonov airport.

Ukrainian MP: About 800,000 Ukrainians have lost their homes as a result of the Russian invasion. Russian soldiers destroyed more than 15 million square meters of Ukrainian housing. Most of the damage to the housing stock is in Donetsk, Kharkov, Kyiv, Chernihiv regions, - Shulyak commented.
The National Bank of Ukraine estimates the fall in the gross domestic product (GDP) of Ukraine at the level of 40% in the second quarter of this year (preliminary data).

Local Media: A railway bridge was blown up between the temporarily occupied Melitopol and Tokmak. The explosion thundered in the captured village of Liubymivka, the Zaporizhzhia region. On the branch line between Melitopol and Tokmak, the Russians drove trains with weapons and military equipment.
It is reported that raids and inspections began in Melitopol, traffic jams on the roads. We are waiting for official confirmation of the information.

Operational Command “Pivden” (South): In the Kherson region, the Russian military unsuccessfully tried to regain lost positions in the Potomkyne and Ivanivka directions. They were firing artillery and mortar shells all night. Explosions and shelling were heard in the Kakhovka and Beryslav districts. Russian troops use all possible types of weapons and destroy houses, and infrastructure facilities. Forests and fields with wheat burn because of the shelling.

The Economist: The Armed Forces of Ukraine stand a kilometer from the suburbs of Kherson. According to the military intelligence officer of Ukraine, forward units are now within sniper range (a kilometer or so) of Kherson’s outer suburbs. He also adds that the battle for the city would be difficult and that the supply of more accurate Western missile systems could radically change the situation, by limiting the risk of collateral damage of civilian infrastructure.
Kherson is one of the few cities in Ukraine that was captured by the Russians largely intact. How that happened will almost certainly be a subject of discussion after the war is over.
