“The Informal Volunteer Groups Leading Ukraine’s Aid Effort” - This is an excellent article from the Guardian. describing the effectiveness of Ukraine’s civil society and local groups delivering aid to Ukrainians, and the relative ineffectiveness of the big international aid organizations. Instead of the word “aid,” one can easily change it to “war.” Volunteer groups are a huge factor in Ukraine’s war effort, humanitarian and otherwise.
The article states (my underlining), “More than £2.15bn has been donated to Ukraine-related humanitarian response efforts since February – more than any other crisis this year. But a recent review by Humanitarian Outcomes, funded by the UK Humanitarian Innovation Hub, concluded that about 85% is being held by international aid organisations who are scarcely present in Ukraine and have yet to spend the majority of the money. The report found that despite “informal” Ukrainian volunteer groups and NGOs providing “virtually all” humanitarian aid, they have received only 0.24% – or £5.3m - of the direct donations to Ukraine.” I’m not at all surprised by this. There are exceptions, one being World Central Kitchen. The article goes on to point out that there are now approximately 2,000 civil society organizations now working in Ukraine, plus thousands more volunteer groups. For the big international aid organizations to support them, they often must go through a mind-numbing due diligence process.
We have given names of groups that deserve support, and your response has been wonderful. We’re going to give out more and, for the benefit of those who have joined since our last solicitation, we’ll repeat the contact information for those we already listed. These people are friends of ours who, in many cases, are risking their lives. Other than that, we don’t do any due diligence, but we can attest to the fact that the money does get spent.
Partisans Are Now Being Noticed - Finally – According to CNN and reported in the “Kyiv Independent,” last Wednesday the U.S. Director of National intelligence Avril Haines described the increasing effectiveness of Ukrainian partisans operating in Kherson Oblast. The article states that the bulk of partisan activity is limited to Kherson Oblast. That is untrue. A major center of partisan activity is in and around the City of Melipopol, in Zaporizhia Oblast. The article also implies that the attacks have so far been limited to assassinations of pro-Russian officials, military, and other Russian supporters. That is also not true. There have been continuing attacks against military targets, railroad, airfields, vehicles, and other targets.
We have been highlighting the role of partisans in these emails since the start of the war, when very few others were. Personally, I must thank former U.S. Ambassador to Ukraine Steve Pifer for bringing the subject of partisans to my attention. In January 2015, at a meeting I attended (one that I was really not supposed to attend), Pifer talked about the training an organizing of partisan groups in southern Ukraine, in anticipation of Russia attempting to occupy a “land bridge” connecting Russian occupied Donbas with Crimea. Now, 7 ½ years later, “here we are.”
The Latest Denys – In his maps, Denys is now including satellite data showing sites of explosions in and around the war zone, more than likely artillery hits. This seems to illustrate the introduction of the weapons that Ukraine is receiving from the West, including the HIMARS multiple launch rocket systems and the 155mm howitzers. I think that once more weapons arrive in the theater, that they will be especially effective in the south, specifically in re-taking Kherson.

Denys reported in his latest (see above) that the remains of the missile reportedly fired in Belgorod was of a type that Ukraine doesn’t have in its inventory. If Denys is correct, and as he pointed out, it may be that Russia is firing on its own people, perhaps as a pretext for Putin to call for a general mobilization. If so, it wouldn’t be the first time.
Ukraine's Ambassador to France: The recently announced military aid from France will arrive in Ukraine in the coming weeks. “France helped initially, but the only condition was not to disclose it. This is due to security reasons, logistics security. Help will come in the coming weeks. Something that was announced is already on the territory of Ukraine,” the ambassador said.
In June, the volume of Russian gas transit through the territory of Ukraine reached a historical minimum since 1991. This was reported by the press service of the GTS Operator of Ukraine.
Espresso: Belarusian journalist Franak Vyachorka said that the military of Belarus is not preparing for offensive operations. They are very scared and afraid that they will be forced to cross the border into Ukraine. And even the middle officers are also not ready for combat. Joe Biden appealed to the owners of gas stations with a call to immediately reduce the price of gasoline in the United States. “My message to the companies that operate gas stations and set prices is simple: this is a time of war and global danger. Reduce the price to match the price you pay for the product. And do it now,” the American leader tweeted.
Perhaps, as an incentive for gas station owners, Pres. Biden will propose that U.S. taxpayers pay for all the overhead necessary for gas station owners to keep their businesses open, overhead normally covered by the selling prices at the pump where Biden is asking owners to forego the markup, including state and local taxes, insurance, labor, raw materials other than gasoline, etc. Another reminder of the fact that Biden has never worked for a day in the private sector.
In my opinion Pres. Biden blaming Russia for high U.S. gas prices, as he has recently done on an incessant basis, has the potential to undercut the support for Ukraine by members of Congress from both Parties, as well as by Americans generally. If one believes this to be the case, that Russia is to blame for high gas prices, the obvious solution is to force Ukraine to the negotiating table and likely to cede territory. This is something that Ukraine will never do, and it will lead to an even wider gorilla war after such an agreement is achieved (assuming it can be achieved which is highly unlikely).

The Pentagon is exploring the possibility of sending inspectors to Ukraine to directly receive information about the use of weapons provided by the United States to Ukraine. Over time, we would like to be able to increase our awareness and presence on the ground. By all means, send the inspectors, but if there is any country in the World that has done a better job than Ukraine in using the weapons we have provided, I’d like to know the name of that country.
