“The CIA’s Blind Spot About the Ukraine War”/Newsweek
Despite the title, this article is by no means critical of the CIA. It describes the increasingly difficult role the CIA must play, in trying to help keeping the war within the confines of likely arrangements that the U.S. has with the Russian Federation. It is likely becoming a fool’s errand.
There have been suggestions by Garry Kasparov and others that there is a secret deal between the U.S. and Russia, whereby the U.S. would not supply weapons that directly threaten Russia and, in return, Russia would foreswear the use of tactical nuclear weapons. The first paragraph of this article states, “President Joe Biden has determined that the United States (and Kyiv) will not undertake any actions that might threaten Russia itself or the survival of the Russian state, lest Putin escalate the conflict and engulf all of Europe in a new World War. In exchange, it expects that the Kremlin won't escalate the war beyond Ukraine or resort to the use of nuclear weapons.” The question that Kasparov and others raise is if there is a secret deal, does it extend to a U.S. promise to Russia that precludes the U.S. from providing weapons that allows Ukraine to win outright and, if so, would this explain why the Biden Administration is dithering about supplying ATACMS missiles to Ukraine.
If there is some kind of deal, or understanding, between the U.S. and the Russian Federation, is it falling apart? The article also states, “Putin's back is really against the wall" a senior defense intelligence official tells Newsweek, warning that while the CIA fully grasps how much Russia is stuck in Ukraine, it is very much in the dark with regard to what Putin might do about it.”
Several recent events suggest that the deal, if there is one, is at the very least in danger of fraying:
· Russia’s decision to pull out of the Black Sea Grain deal, and in addition threatening to attack commercial shipping bound for Ukrainian ports.
· Russia’s attacks against Ukraine’s grain transporting facilities.
· Russia moving nuclear weapons to the territory of Belarus.
· The transfer of several groups of Wagner soldiers to Belarus, along with heavy weapons. Where they can potentially attack Ukraine from the north, and/or attacking Poland, a member of NATO.
· Pregozhin’s mutiny and Putin’s response.
· Ukrainian drone attacks against targets inside Russia, such as the Engels Airbase that was home to Tu-95 bombers used to launch cruise missiles against Ukrainian cities.
The article quotes a “senior intelligence official - "Don't underestimate the Biden administration's priority to keep Americans out of harm's way and reassure Russia that it doesn't need to escalate," However, the article argues that these recent events make the job of the CIA, “knowing what's going on in the minds of the leaders of Russia and Ukraine” much more difficult.
The article refers to the November 2021 trip that CIA Director William Burns took to Moscow. Was there a tacit agreement struck between the U.S. and Russia, whereby “The United States would not fight directly nor seek regime change, the Biden administration pledged. Russia would limit its assault to Ukraine.” Could the continued reluctance of the U.S. to supply weapons to Ukraine going back to the beginning of the war, including U.S. reluctance to supply weapons that could target Russia, be explained by such a tacit agreement, even at the price of prolonging the war and Ukraine incurring increased casualties and destruction?
Those of us old enough to remember “Air America,” the CIA’s clandestine airline in Southeast Asia during the War in Vietnam, we won’t be surprised to know that in Central & Eastern Europe there is the “Gray Fleet” that, according to the Newsweek article, “crisscrosses Central and Eastern Europe, moving arms and supporting CIA operations. The CIA asked Newsweek not to identify specific bases where this network is operating, nor to name the contractor operating the planes.” The article said that CIA counterintelligence has done a good job in hunting down Russian agents operating inside the Ukrainian Government, but it said, “Russian penetration of Eastern European countries, even those who are members of NATO, is deep, and Russian influence operations are of direct concern."
The article describes the incident last November, when a missile landed in Polish territory. It happened when CIA Director Burns was in transit between Ankara, where he had met with Sergei Naryshkin, his Russian counterpart, and Kyiv – “A missile landed in the Polish town of Przewodow, less than 20 miles from the Ukraine border, setting off a diplomatic and press frenzy. A Russian attack on a NATO country would trigger Article 5 of the NATO charter, the principle that an attack on one was an attack on all. But U.S. intelligence, through monitoring thermal signatures that track every missile launch, immediately knew the missile originated from inside Ukraine and not from Russia. (It turned out to be a Ukrainian surface-to-air missile that had gone awry.) Burns got the intelligence from Washington and immediately transmitted it to Polish president Andrzej Duda.” A couple of days ago, Russian missiles hit Ukrainian grain ports, 3km. from the territory of Romania, a NATO member.
It seems to me that the Biden Administration is coming around to the fact that Ukraine must defend itself, despite what may or may not be included in the understandings that the U.S. may have with Russia. ATACMS to follow?
“Uprooted – An Investigation Into Russia’s Abduction of Ukrainian Children”/Kyiv Independent
A long and chilling video into Russia’s continued abduction of Ukrainian children, from temporarily occupied Ukraine into Russia. Even with some success in returning abducted children back to Ukraine the numbers are staggering. According to Ukrainian authorities, approximately 20,000 Ukrainian children have been abducted, but only 400 have been repatriated. In another life Maria Lvova-Belova, Russia’s Children’s Rights Commissioner, was probably the Children’s Rights Commissioner reporting to Reichsführer Heinrich Himmler.
News From the Battlefield
There is good news and bad news. The bad news is a report in the “Latest Denys” of Russian advances in Luhansk Oblast south of Kupiansk where, as Denys reports, Russia has accumulated approximately 100,000 troops. This area is relatively near the Russian border, that significantly insulates Russian logistics, compared to conditions in the south and In Crimea.
The good news comes from “Reporting From Ukraine,” where Ukraine is driving Russia back in the area south of Bakhmut. He says that Ukraine’s advance is being assisted by Ukraine’s use of cluster munitions. There is also good news from the south, where it appears that Ukraine’s advances are gaining momentum, especially around Orikhiv, a district capital located around 16 miles north of Tokmak a major Russian logistics hub. According to Google Maps, in normal times it’s a 45-minute drive from Orikhiv to Tokmak.
