“The Ukraine War Wouldn’t Have Surprised Richard Nixon”/Wall Street Journal
A 7-page letter that former President Nixon wrote to then President Clinton on April 27, 1994 has recently been de-classified by the Clinton Library. Nixon wrote his letter 7 ½ months before the signing of the Budapest Memorandum. Here are a few excerpts:
· “What is most striking about the seven-page, single-spaced letter dated March 21, 1994, is that Nixon anticipated a more belligerent Russia, the rise of someone like Vladimir Putin, and worsening relations between Moscow and Kyiv.” About that same time, Yeltsin had demanded that Ukraine return Crimea to Russia.
· “Nixon also said that Moscow’s relationship with Kyiv would worsen. Though the dynamic had improved during Yeltsin’s tenure, the situation in Ukraine was “highly explosive.” “If it is allowed to get out of control,” Nixon warned, “it will make Bosnia look like a PTA garden party.” “ My bold face.
· “The former president didn’t think American diplomats were taking the issue seriously enough. “Because of the importance of Ukraine, I reluctantly urge that you immediately strengthen our diplomatic representation in Kiev,” he wrote.”
· In his letter, Nixon stated that “the survival of political and economic freedom in Russia is our major foreign policy priority.” 18 years later, in 2012, Barack Obama had a different opinion, when he chided his opponent, Mitt Romney, for stating that Russia is our major national security concern.
· Nixon seemed to have a good opinion of Leonid Kravchuk, Ukraine first President. Today, Kravchuk is well-respected in Ukraine, especially for stepping down in favor of a new election. Leaders in many other former Soviet Republics made different decisions.
· From his letter to Clinton, it’s clear that Nixon didn’t have a high opinion of our foreign service officers. Sometimes not listening to the State Department got him into trouble, such as during the 1971 Indo-Pakistan War. I suggest reading a book called “The Blood Telegram – Nixon, Kissinger and the Forgotten Genocide.” Archer Blood was our Counsel General in Dakka (now Dhaka), East Pakistan (now Bangladesh), at the time the Indian Army invaded East Pakistan. Months later, Kissinger used a trip to the region ostensibly to mediate; his actual purpose was using mediation as a cover for his trip to China. I was in India at the time – Indians were outraged. Our relations with India are only now recovering.

The Black Sea
This is a very interesting series of graphs that I found on Twitter, showing that almost half of Russia’s oil experts go through the Black Sea, with a majority traveling in Greek-owned tankers. Given Ukraine’s statement that commercial ships transiting the Black Sea to Russian ports, or Ukrainian ports under temporary Russian occupation, are fair game for Ukraine, how are Greek shipowners going to respond to the position Pres. Zeleenskyy has taken? After all, oil sales represent a major source of Russian foreign exchange earnings, and Russia largely relies on Greek-owned tankers to get its oil to market.
Zelenskyy’s statement is not an idle threat. Ukraine has the weapons to carry out attacks against shipping transiting the Black Sea to Russian ports, and Ukrainian ports under temporary Russian control. In the medium term, Russia’s only option is to continue attacking Ukraine’s grain logistics, attempting to reduce the chances that Ukraine will be able to export its grain, at least by sea, and reduce available storage for the 2023 harvest. As it was with attacking Ukraine’s electrical grid last Winter, this strategy will likely end up being a fool’s errand.
News From the Battlefield
In the last part of the latest “Reporting From Ukraine” he talks about partisan attacks against Russian ammunition dumps near Mariupol. As we have said in previous emails, over many years, Ukraine began organizing partisan groups in southern Ukraine back in the Spring of 2014, when there was a danger that Russia would try to secure the “land bridge” to Crimea. We said then that partisan groups would cause a major problem for Russia. Indeed, they are.
