Launching the “Zelensky 50,” by Timothy Ash
This is a very interesting proposal by Timothy Ash, the leading expert on Ukraine’s finances and financial prospects. He’ss proposing that the world’s 100 largest banks provide $1 billion each for Ukraine’s reconstruction. This led me to do some reading about the National War Fund, established in the United States during WW-II to aid Great Britain. To me, what Ash is proposing is closer to the National War Fund than it is to the Marshall Plan.
The National War Fund was primarily a private-sector undertaking, but with the U.S. Government playing a prominent coordinating role. The Board consisted of the CEO of the Chase Bank, Winthrop Aldrich, who was the Chair, several CEOs of major U.S. companies, including the CEO of General Electric and others. In addition to most of the large companies in the U.S., the Fund had relationships with organized labor and many community organizations, so they were able to involve not just large companies and labor unions, but also community organizations throughout the U.S.
Tim Ash’s blog mentions Jamie Dimon, the current CEO of Chase Bank. Winthrop Aldrich was Jamie Dimon's predecessor. Aldrich was CEO of the Chase Bank for most of the Great Depression, throughout WW-II, and through the immediate postwar years. He retired in 1952, to become U.S. Ambassador to the Court of St. James.
As Ash points out, banks and large institutions like BlackRock will play a significant role in maintaining Ukraine's access to capital markets, but contributions should be encouraged from all foreign companies that continue to do business in Ukraine, but also companies that exited Russia but, before the war, had limited exposure to Ukraine. Part of this effort should be to have Kyiv replace Moscow as the center for Eastern Europe, for international financial institutions and multinational corporations.
Because of the focus of the National War Fund on British war relief, there seems to be a parallel to what Tim Ash is proposing. Both were/are focused on 1 country trying to survive a naked aggression, as opposed to the Marshall Plan that was focused on postwar reconstruction in several European countries. The argument in favor of what Tim Ash is proposing is the same as the argument made by the leadership of the National War Fund during WW-II, namely investments made today to keep Great Britain afloat will pay off many times over after the war is over. Today, the same argument applies to Ukraine.
Ukraine Freedom Fund (UFF) and the Power of Focused Contributions
UFF has been in existence for over 8 years, since the first Russian invasion of Ukraine. In the early Spring of 2014, when the Ukrainian Army needed operational trucks, the equivalent of the U.S. Army’s 2 ½ ton trucks Andy Bain, UFF’s Founder, sourced and paid for truck batteries that allowed the Ukrainian Army to put what trucks they did have on the road. UFF, and to a far lesser degree this email, is focused on providing support directly to those on the front lines. We have provided support to a women’s sniper team, at least one of their number is now spending much of her time training drone operators, as well as mortar team, made up entirely of volunteers, operating around Kharkiv.
Attached is Andy Bain’s analysis of the effectiveness, or lack thereof, of some of the existing fundraising campaigns in Ukraine. According to Andy’s analysis, at the start of the war only 38% of the aid that arrived in Western Ukraine ended up on the front lines where it is needed the most. Today, according to Andy’s analysis, it is 13%. The analysis also contains a diagram showing how the aid arrives in Ukraine, and where it goes.
If you’re generous enough to support Ukraine, make sure you well-earned money goes to where it is urgently needed. Granted, humanitarian aid is urgently needed, and a good portion of the humanitarian aid needs to go to Western Ukraine and adjacent countries where refugees are sheltering, but Andy’s analysis shows that far more assistance should be directed to the front lines than appears to be the case. There won’t be an ultimate solution to Ukraine’s humanitarian crisis, which is real, unless Ukraine wins on the battlefield.
While on the subject of aid, kudos to Elon Musk, whose “Starlink” mobile internet service, is helping both the Ukrainian military and civilians. Much of the services Musk is providing is free of charge.

The photographs of the barracks with the inscriptions "Welcome home" against the background of the Ukrainian flag are an edited version of an earlier photograph. The press service of the Brandenburg Memorials Foundation said that everything points to Russian digital propaganda war. Bild: The German Prosecutor's Office is investigating the leak of German intelligence information about the crimes of the Russian military against the civilian population in Bucha.
Politico: The European Commission's draft embargo on Russian gold and found that it did not say anything about jewelry. The ban applies to gold in raw or semi-finished form, powder, coins, waste and scrap gold. "The draft does not specify gold in the form of jewelry, such as gold chains or gold rings. Sky News: Former British Prime Minister Tony Blair has warned that the era of Western political and economic dominance is coming to an end, pointing to Russia's actions in Ukraine and the rise of China as the world's "second superpower". Reuters: At a two-day meeting in Indonesia, G20 finance ministers reached what it was called a "strong consensus" on a range of issues, including global food security, but remained divided over Russia's war in Ukraine. China, India and South Africa, have been more restrained in their response to Russian war crimes.
Reuters: The UAE is consulting with the United States on the imposition of sanctions against the Russian Federation. "Our economy is denominated in dollars, so it is important for us to conduct such negotiations," - Anwar Gargash told the agency about negotiations with the Americans.
AP: Chancellor Olaf Scholz says Germany's decision to reopen coal and oil power plants to alleviate energy shortages due to war in Ukraine is only temporary, and his government remains committed to doing everything to fight the climate crisis.

British Intelligence 09:57:
● Russia is reinforcing its defensive positions across the occupied areas of the South of Ukraine. This includes the movement of manpower, equipment and defensive stores between Mariupol and Zaporizhia, and in Kherson. Russian forces in Melitopol are also increasing security measures.
● Ukrainian forces have been applying pressure on the Russian defensive line in Kherson Oblast for over a month now, and recent political statements from both Zelenskyі and the Deputy Prime Minister have warned of forthcoming offensive operations to force Russia out of the areas it currently controls.

● In the Sloviansk direction, the Russians conducted an assault in the area of Ivano-Darivka but had no success. They tried to move towards Verkhnokamianka. But they were rebuffed. Russians suffered losses and retreated.
● In the direction of Bakhmut, the Ukrainian military competently repelled another reconnaissance attempt with a battle near Berestove and Bilohorivka.
● Due to significant losses, the personnel of most units of the Russian troops have a very low moral level and are looking for an opportunity to avoid further participation in hostilities. This is especially common among the occupiers who had direct fire contact with Ukrainian soldiers.
Institute for the Study of War 07:17:
● The cessation of the operational pause is unlikely to lead to a massive increase in ground attacks across Ukraine but will rather likely be characterized by continued limited ground assaults focused on the Sloviansk-Siversk-Bakhmut salient.
● The Kremlin may have ordered Russian forces to take control of the entirety of the Kharkiv region, despite the extraordinary low likelihood of Russian success in such an effort
● Ukrainian HIMARS strikes against Russian ammunition depots, logistics elements, and command and control are likely degrading Russian artillery campaigns
● Russian occupation authorities likely are responding to the perceived threat of Ukrainian partisan activities by strengthening administrative regimes in occupied areas.

Intelligence Directorate of the Ministry of Defense of Ukraine: Russian special services have stepped up their activities in the countries of Eastern Europe. Russian agents have been given the task of identifying and tracking the routes along which weapons are supplied to Ukraine. In the regions bordering Ukraine, Russian special services are trying to use representatives of local communities and pro-Russian activists. But having received proposals for cooperation from the Russians, the Europeans immediately turned to the police and security agencies.

● In the Chkalovskiy community, Chuguyevskyi district, as a result of shelling by Russians, the roof of a private house was on fire. There were no casualties.
LUHANSK
July 17
Mayor of Severodonetsk on the current situation in the city:
● the occupation authorities are focusing on the formation of the administration and the involvement of "law enforcement agencies of the "LNR"
● there is a lack of food in the city
● Russians shoot propaganda stories with pensioners, where "happy" people clear rubble for food;
● the process of trading in the market resembles a barter system;
● the maximum that Russians can do at Azot is to dismantle the rubble. There will not be enough energy resources to start and reliably operate the enterprise
Regional Military Administration: There are settlements from where Russians have been knocked out several times, but they do not stop and suffer losses.
● Yesterday, the Russians launched two airstrikes and hit populated areas with four missiles. In addition, 3 heavy artillery shelling was recorded. Four more shells were fired at the territory.
● On July 16, the Russians tried to advance towards the Verkhnokamianka, but have been resisted and they retreated and lost the personnel.
● Another attempt to attack the Ukrainian Armed Forces was organized by the Russians near Bilohorivka but was also repulsed.
● the Russians still have not managed to capture the Luhansk region;
● two settlements are holding the line - in Bilogorivka and Verkhnokamyanka there are battles.
● the tactical pause of the Russians was caused by significant losses over four and a half months, as well as by accurate strikes of the Armed Forces of Ukraine on the ammunition depots of the Russian Federation;
● the number of attacks on the Russians has somewhat decreased, because the Ukrainian military violated the logistics of supplying ammunition and equipment to the front line
● in the occupied cities, mobilization is ongoing, its second wave continues;
● Critical infrastructure, namely gas supply, water supply and electricity supply, in Popasnaya, Lysychansk, Severodonetsk, Rubizhnyi, Hirska Gromad and other settlements has been completely destroyed.

At least 27 houses were damaged, the number of casualties among the population is being specified.
Intelligence Directorate of the Ministry of Defense: We managed to evacuate a group of civilians from the territory of the Svyatogorsk Lavra. "This is a family hiding within the walls of the Lavra from constant shelling by the occupiers: father, mother and three children. At the same time, the youngest child was born on the territory of the Lavra a few days ago. A couple of elderly people, a man and a woman, were also able to leave."
● Ukraine continues to work on organizing a humanitarian corridor to the Svyatogorsk Lavra. There are up to 600 civilians on its territory, of which more than 50 are children, including 4 babies, according to the GUR.
Advisor to the Mayor: The main part of the inhabitants of the Prymorskyi district and not only the city of Mariupol was again left without water supply.
● A large convoy of Russian equipment passed through Mariupol towards the Zaporizhzhia region yesterday - upto 100 units.
Social Media: The Lenin district of Donetsk was hit by an unidentified attack and it appears that another munitions store is destroyed as there is an intense fire and explosions.
Regional Military Administration: Yesterday, a Tornado-S high-explosive fragmentation charge was fired at Kramatorsk. 7 residential buildings and 2 infrastructure facilities were damaged.
● He declared that everyone who still remains in the city and in the region as a whole is in mortal danger.
In Avdiivka, Donetsk region, a residential building is on fire after shelling by Russian soldiers.’
ZAPORIZHIA
July 16
National Police: Over the past day, the Russians fired on civilian infrastructure in the areas of the settlements of Novoyakovlivka, Verhnya Tersa, Lukyanivka.

Regional Military Administration: The Ukrainian military hit two Russian targets in the occupied territories of the Donetsk and Luhansk regions in a day. Near Torez in Chistyakovo, the base of the Russian military was destroyed. In Skargovka, Luhansk region, the Armed Forces of Ukraine smashed another ammunition depot with an accurate blow.

Regional Prosecutor's Office: One person was injured as a result of missile attacks on Odesa on Saturday morning.
Regional Military Administration: 4 people in Odesa were detained taking pictures of a warehouse after a missile attack. Photographs of infrastructure facilities and checkpoints were also found in their phones.
The State Emergency Service extinguished a fire caused by a missile hitting a warehouse in Odesa. Initially, no casualties.

Regional Military Administration: Two explosions were confirmed in one of the villages of the Chyhyryn territorial community by the Cherkasy. The Russians hit an agricultural enterprise. Rescuers are on the scene. Preliminarily, no casualties. Agricultural machinery was destroyed and a few livestock were damaged.
