From Bohdan – How Ukraine Can Help the Global South
Russia hoped that the coalition supporting Ukraine would collapse but it appears that the final result of the Vilnius NATO summit is solidarity and inclusion of additional countries such as Japan, South Korea and Australia. To finally break the rashists narrative of a decadent and weak democratic coalition, Ukraine must devote as much attention as possible to Africa and Latin America. The vehicle for this is diplomacy and support for sustainable food production.
There is no cookie cutter approach to catalyzing a food production boom like the one which occurred in Ukraine after 1999. African and Latin American countries, besides having their own unique agro climatic conditions, have their own culture. Ukraine and its coalition partners should devote more energy to aiding Africa and Latin America within the framework of the native cultures and traditions. Basing sustainability and growth within existing cultural frameworks is the most likely method to succeed.
The lack of strong relations between Ukraine and most of its coalition partners with Africa and Latin America is one reason why the rashists can play a role in global discourse. Our goal should be to work with Africa and Latin America as an end in and of itself. In that case the silk road and rashist empire will be what they are. Anomalies rather than alternatives.
My Thoughts –
I have been working in Sub-Saharan Africa since 2010, largely in the area of commercial finance. I agree with everything Bohdan says. Perhaps a good test case for what Bohdan proposes, improving Ukraine’s outreach to countries in the Global South, is Ethiopia, a country where I have visited often over the past several years, on matters relating to commercial finance.
Ethiopia and Ukraine have several things in common, including:
· Both Ethiopia and Ukraine are major wheat producers. Ethiopia is Africa’s 2nd largest wheat producer.
· Both Ethiopia and Ukraine shed their Communist rulers in 1991. It might be argued that Ukraine is further along in their transition to a market economy and free enterprise than is Ethiopia.
· The financial systems in both countries are still largely controlled by the State. The banking system in both countries is largely State-owned. Non-banks in both countries, especially those privately owned, are hamstrung by regulatory and supervisory requirements, some of which are mis-applied, by treating non-banks as they would be if they were taking deposits from the Public.
· Large parts of both countries have been devastated by conflict, in Ethiopia’s case it is largely the conflict in the Tigray Region, in the northern part of Ethiopia, but insurgencies have also taken place in other parts of Ethiopia.
· A majority of Ethiopians follow the Eastern Orthodox Faith.
In July 2018, under the sponsorship of the International Finance Corp. (IFC), I organized an exposure visit to Ukraine for Ethiopian Government officials primarily engaged in the regulation and supervision of the financial leasing industry. The idea behind the delegation going to Ukraine was to give the members of the Ethiopian delegation exposure to a country that is, like Ethiopia, moving along the path away from Socialism.
During the trip the group met with senior officials at the National Bank of Ukraine (NBU). Before the visit, an NBU official told me that I was the first person to come to NBU, to request an exposure visit for officials from another country to the NBU. According to the NBU official I worked with, previous international outreach at NBU consisted exclusively of international development banks and bi-lateral aid institutions wanting NBU officials to visit their counterparts in the West. I expect that, because of this visit, there is still a lot of goodwill that continues to exist at NBU, that be leveraged in the kind of outreach that Bohdan proposes.
Other visits included meetings with the Vice Chairman of the Parliament Committee on Banking & Finance, to learn more about the new financial leasing legislation being enacted in Ukraine, the Deputy Minister of Economy of Ukraine, a prominent law firm engaged in helping the Parliament draft new legislation on protecting creditors’ rights, two financial leasing companies, and a distributor of farm equipment that is using leasing as a means to finance farmers’ acquisition of their equipment.
Fortuitously, the visit coincided with the celebration of the 1,030th Anniversary of Ukraine’s conversion to Christianity (this month is the 1,035th Anniversary). The delegation was able to see the large procession of prelates of the Orthodox Church of Ukraine, clad in their formal vestments, marching down one of the main streets of Kyiv. Six months later, in January 2019 Ecumenical Patriarch Bartholomew I recognized OCU as an independent church.
As Bohdan aptly stated Ukraine has a lot to offer the Global South, especially in Agriculture but also, more generally, in their shared experiences in shedding statism, whereas Russia has nothing to offer countries in Sub-Saharan Africa, other than the looting perpetrated largely by the Wagner Group, that is taking place in neighboring countries including but not limited to Sudan and the Central African Republic. Ethiopia offers a good template to build on what Bohdan is suggesting.
Regarding diplomacy, one focus should be on exposing Russia as the colonial power that they were, throughout the 18th, 19th and 20th centuries, and continue to aspire to in the 21st. Why would countries in Sub-Saharan Africa, and Latin America, that suffered under colonial rule, want to associate themselves with the worst most violent colonizer that the World has ever seen?
Ukraine’s Membership in NATO – An Interesting Take
Perhaps it’s time for Ukraine to simply sit back, and to wait for NATO to come to Ukraine hat-in-hand, asking Ukraine to join NATO. So says Aliona Hlivco, a former Member of Ukraine’s Parliament and guest host on the Telegraph’s weekly podcast called “Defense in Depth.” Aliona argues persuasively that Ukraine has the military strength and the arms industry, including high technology that NATO, especially its eastern members, will need in the alliance, in order to address a “bruised, humiliated and angry enemy, regardless of who’s in charge, be allowed to join NATO as soon as possible.”
I cannot recommend this video highly enough. It’s about 9 minutes long.
News From the Battlefield
“Reporting from Ukraine” focuses its attention on Bakhmut and Soledar where, north of Soledar, Ukraine is making substantial inroads of over 1 kilometer/day, and sometimes more, in an effort to eventually encircle both Soledar and Bakhmut.
Given the current situation, there may be as many as 3 counteroffensives, 2 in the south and the third around Bakhmut & Soledar. The video clips that “Reporting From Ukraine” includesin his latest report provides a good look at the terrain, consisting of large fields and the all-important tree lines. The terrain in the south is similar. With all the foliage, the tree lines now offer substantial cover for fire bases, ammunition storage, and trenches.

o 10 fire control stations for the IRIS-T SLM air defense system;

5:11 pm: The transfer of F-18 Hornet fighter jets from Australia to Ukraine is a rather complicated issue.

● 40 shells were fired in the city of Kherson. They aimed at the residential quarters of the settlements of the region; administration building in Novoaleksandrivska rural community; the territory of two enterprises and a garage cooperative in the Kherson district. 1 person died, 1 more was injured.

1:08 pm Kherson RMA: Russian artillery hit Golden Balka at least ten times this morning.
● "Due to shelling, farm buildings and an administrative building were damaged. Fortunately, no one was injured," RMA writes.
● the Russian army killed an 85-year-old resident of the village of Mykilske, Kherson OVA reports.
● According to the RMA, around 12:00 the occupiers launched an artillery attack on the settlement and one of the shells hit an elderly woman in the yard.
● "The doctors who arrived at the scene of the tragedy had only to declare death," OVA writes.

9:35 pm: The SBU detained a local ex-deputy in Odesa, who appropriated 15 plots of land on the Black Sea coast.
● According to the case materials, the mechanism of illegal alienation of land consisted in forgery of documents.
● It was established that the ex-deputy prepared false documents about the alleged decision of two rural councils to transfer 15 land plots near the sea to private ownership.
● During the searches, forged documents, seals and computer equipment, which were used to implement the criminal scheme, were discovered.
