The second part includes Bohdan’s summaries for the first week of the war covering all regions of Ukraine. These are similar to what you’re used to in our emails going back several months.

Pres. Zelenskyy’s Vilnius Speech
This is a short video clip, courtesy of Sky News/Australia, showing the scene in the Main Square of Vilnius during Pres. Zelenskyy’s speech yesterday. Having been on this square, I would estimate the crowd was around 50,000. The stage is similar to the main stage on Independence Square during Euromaidan. It sent a strong message. Ukraine may not have gotten all it wanted out of the NATO Summit, but Ukraine knows how galvanize public opinion.
The attendance at Zelenskyy’s speech is not surprising. Lithuanians and Ukrainians have a lot in common, when it comes to resistance to Soviet, and later, resistance against Russian domination. If you ever go to Vilnius there are two places that can serve to explain how Lithuanians and Ukrainians share a common heritage, when it comes to Soviet and Russian domination.
The first is the Frank Zappa Memorial. It is there not because Zappa was a Lithuanian. He wasn’t. The Memorial was put there because Zappa, and his life as an iconoclast, was an inspiration to young Lithuanians who wanted to break away from Soviet domination.
The second is the former KGB headquarters, that Lithuanians captured intact during the fighting against Soviet occupiers, in January 1991. A visitor can see the headquarters exactly as it was when it was captured.
The most striking part of the headquarters is in the basement, where there are a series of jail cells. Across the hall from the jail cells is a room where Lithuanian partisans were shot. They have installed a false floor made of plexiglass, allowing one to look down below one’s feet, and see a pair of broken reading glasses, and other personal effects belonging to those who were killed there.
As was the case with Ukraine, Lithuania also fought a partisan war against the Soviets, between the end of WW-II and the early 1950s. Although Lithuania is a small country it is heavily forested and, unlike Ukrainian partisans who had no sources of support from the outside, Lithuania has a shoreline, allowing resupply from supporters in Europe and the large Lithuanian Diaspora in the U.S.
I doubt that either Pres. Biden or members of his Administration had time to visit the KGB Headquarters in Vilnius. It’s unfortunate; perhaps they would’ve learned something. I did.
NATO Meeting
It was disappointing. In the case of this conflict, “when the war ends,” as a condition for Ukraine joining NATO, will mean many things to many people. Also, there was a reference in the communique that Ukraine must meet “unspecified conditions.” What are the conditions?
Former NATO Secretary General Anders Fogh Rasmussen recently laid out a set of conditions that would’ve allowed Ukraine to quickly become a NATO Member, partly by temporarily adjusting Article 5 to take into account that Ukraine already is in a state of war with the Russian Federation. In addition, there now appears to be 2 potential situations where Article 5 may well be triggered:
· Turkey and Ukraine are considering the possibility of continuing grain exports from Ukraine, without the involvement of Russia, that would include Turkish Navy ships escorting the grain carriers from Ukrainian ports, through the Black Sea, to the Bosporus. Would a Russian attack on Turkish Navy ships engaged in escorting grain carriers be an Article 5 violation? Would Russia sinking a grain carrier under escort by the Turkish Navy be an Article 5 violation?
· Last week, Sens. Graham and Blumenthal introduced a resolution in the U.S. Senate, calling for a NATO response if Russia does either: use a nuclear weapon in Ukraine; cause an “accident” at the Zaporizhia Nuclear Power Plant, resulting in fallout affecting NATO member states. Does anyone really think that NATO will stand by and do nothing if either one of these events take place.
Given these 2 distinct possibilities, where Article 5 might well be triggered because of the war in Ukraine, declining to offer NATO membership to Ukraine because of the risk of tripping Article 5 seems like a distinction without a difference.
News From the Battlefield
“Reporting From Ukraine” covers what appears to be a new Ukrainian tactic when they engage in long-range strikes against Russian installations – launch a HIMARS attack first and then, when Russians are cleaning up the damage from the HIMARS strike and Russian soldiers are exposed, launch MLRS rockets containing cluster munitions. Apparently, the cluster munitions that were used in the attack described in “Reporting From Ukraine” were from Ukraine’s inventory, and did not include cluster munitions being delivered to Ukraine by the U.S.
When speaking about cluster munitions it is important to know the “dud rate,” the percentage of unexploded bomblets. According to the Pentagon, the “dud rate” for the munitions coming from the US is between 2 and 3 percent, whereas the dud rate for Russian cluster munitions used against Ukrainian civilian targets, such as the train platform in Kramatorsk last year, is 20 – 30%. A higher dud rate makes cluster munitions more dangerous, especially for civilians, because there is a tendency of people, especially children, from picking one up.
“Reporting From Ukraine” also covers the death of a senior Russian general, the deputy commander of the Southern Distriict, from a missile strike in Berdyansk. The ”Latest Denys” continues to cover Ukrainian advances north and south of Bakhmut.

12:55 AM: During the 500 days of the Russian Federation's full-scale war against Ukraine, Estonia gave us military aid for almost 60% of its defense budget.
● Latvia - almost 50%, Lithuania - more than 40%.
● In total, weapons, equipment and other assistance for the army were sent to Ukraine in an amount that is 15 times greater than our 2022 defense budget.
7:40 AM: Great Britain will provide Ukraine with a new $65 million military aid package, - Reuters
● These funds will be used to repair equipment and create a new rehabilitation center for the Ukrainian military.
8:45 AM: Transferring cluster munitions to Ukraine is a difficult but necessary decision, US Secretary of State Anthony Blinken told MSNBC.
8:46 AM: In Vilnius, where the NATO summit is being held on July 11-12, the Russian War Crimes exhibition has opened - Office of the President.
10:08 AM: The President of Poland commented on the decision of the NATO summit regarding Ukraine.

12:37 PM President Emmanuel Macron: France will transfer long-range SCALP missiles to Ukraine to support the offensive of the Armed Forces.
12:51 PM: Germany will transfer to Ukraine several Patriot launchers, additional Marder BMPs, Leopard 1 tanks, demining equipment, — Spiegel.
● According to the publication, the new aid package for 600 million euros will also include ammunition and drones.
1:56 PM: I hope that we will make important decisions for NATO and Ukraine, Polish President Andrzej Duda in Vilnius.
● The Polish leader noted that Ukraine has a strong army with great experience.
● "It must be understood: if Ukraine were admitted to NATO today, during the war, it would first of all demand the application of the fifth article (NATO's statute on military assistance in the event of an attack - ed.). This is not only a concern of Germany. This is a fear that exists in many countries," said Duda.
2:26 PM: The US has agreed to the wording proposed for the NATO summit decision on Ukraine, US President Joe Biden said.
● Before that, the NATO Secretary General repeated that the allies at the summit plan to send a signal to Ukraine that they will support it as long as necessary, and that they "agree on a united and positive signal" regarding Ukraine's prospects for joining NATO.
2:59 PM: The spokesman of the Ministry of Foreign Affairs, Oleg Nikolenko, announced that they have searched for a Ukrainian who was denied boarding on a Wizz Air flight at the Tel Aviv airport a few days ago.
● "Important information: our citizen has never served in the ranks of the Armed Forces and is not a veteran. He became disabled as a result of a road accident many years ago. But he is a Ukrainian citizen, so it was our duty to provide him with assistance," Nikolenko noted.
3:20 PM: The NATO summit has begun in Vilnius, Lithuania.
4:18 PM: President of Ukraine Volodymyr Zelenskyi arrived in Vilnius for the first time since the beginning of the large-scale invasion of Ukraine. He arrived on a Polish state plane, reports LRT.

4:29 PM: Defense Minister of Ukraine Oleksiy Reznikov has arrived at the NATO summit in Vilnius.
● He said that Ukraine and France will sign a memorandum in Vilnius regarding the training of Ukrainian pilots on the F-16.
4:52 PM: The Norwegian government announced an increase in military support to Ukraine by $239 million — the total amount of aid will increase to $960 million, — Reuters.
5:32 PM: Ukraine's window of opportunity to make military progress will close by the end of this year due to upcoming elections in the US and elsewhere.
● This was stated by the President of the Czech Republic, Petr Pavel, The New York Times reports.
● "Everything that will be achieved by the end of this year will be the basis for negotiations," Pavel said.
5:52 PM: Volodymyr Zelenskyi will not participate in the NATO summit today.

6:11 PM: Leaders of NATO member states approved a package of support for Ukraine, which includes:
● a long-term military aid program of $500 million per year for the modernization of the Ukrainian army and full transition to NATO standards;
● launch of the Ukraine-NATO Council, the first meeting will be held tomorrow with the participation of President Zelensky, at which the plan for Ukraine's accession to the Alliance should be agreed.
6:13 PM: NATO will be able to accept Ukraine without a MAP, said Alliance Chairman Jens Stoltenberg.
● "For Ukraine, the entry will consist of one step, not two. When we reach an agreement among NATO members, we will issue an invitation to Ukraine. This is a clear path to Ukraine's membership in NATO," Stoltenberg said.
6:16 PM: Work is underway to provide Ukraine with F-16 fighter jets, NATO chief Jens Stoltenberg said.

6:21 PM: A coalition of 11 countries will begin training Ukrainian F-16 pilots in late summer.

6:25 PM: NATO member countries will increase military spending by 8.3% in the year, said the head of the Alliance Stoltenberg.
6:43 PM: Volodymyr Zelenskyy speaks in the center of Vilnius, where the NATO summit is taking place.
● "Today here in Vilnius is a battle flag from Bakhmut, one of the most decisive battles in Europe took place there.
● This flag means that Lithuanians will never again have to fight with Russians, neither near the Vilnius television tower, nor in any other city," the president said.
6:48 PM: NATO Secretary General Jens Stoltenberg will meet with Volodymyr Zelenskyi today.
● The head of the Alliance stated this during a briefing at the NATO summit.
7:31 PM: The flag from Bakhmut was raised in the central square of Vilnius.
7:46 PM: Russia must immediately end its aggressive war against Ukraine and unconditionally withdraw its troops and equipment from Ukrainian territory.
● This is stated in the final communique adopted today in Vilnius during the NATO summit.
● In addition, the leaders of the alliance called on all countries "not to provide any assistance to Russian aggression" and condemned "all those who actively support Russia's war."
● The peace in the Euro-Atlantic region is broken. the Russian Federation violated the norms and principles that contributed to the creation of a stable and predictable European security order;

8:31 PM: Volodymyr Zelenskyi's speech in Vilnius:
● "Today, I set off here with faith in the solution, with faith in our partners, with faith in a strong NATO. In a NATO that does not hesitate, does not waste time and does not look back at any aggressor.

9:40 PM: Ukraine's first priority is its defense, President Volodymyr Zelenskyi said.
● "I am grateful to our partners for their willingness to take new steps. [...] We will bring new important defense tools to Ukraine," Zelenskyy wrote.
● The president also announced the first inaugural meeting of the Ukraine-NATO Council and planned bilateral meetings with American, Canadian, German, British, Dutch, Japanese and other partners.
10:29 PM: Germany has no intention of supplying long-range Taurus cruise missiles to Ukraine.
● This was stated by German Defense Minister Boris Pistorius, Tagesspiegel reports.
10:45 PM: Ukraine joining NATO during the conflict would mean a US war with Russia.
● This was stated by the official representative of the US State Department, Matthew Miller, at a briefing.
● Miller added that this will not happen under President Biden.
11:05 PM: The EU intends to build railway tracks of the European width to Lviv and Chisinau, said Adina Velyan, member of the EC for transport.
● "The construction of the first European railway track in Ukraine and Moldova, which will connect their railways with Poland and Romania, will bring these countries closer to the EU single market," she said.
11:30 PM: NATO must drop its restrictions on permanent military bases near the Russian border.

11:55 PM: "Stable" supply of weapons, continuation of military exercises, exchange of intelligence: these are the "security guarantees" the EU wants to offer to Ukraine, - Politico.
● A key element of such obligations is the creation of a "special" fund for long-term military support of Ukraine, which will operate until 2027.
● As part of this fund, the EU will spend 4 billion euros by the end of the year to help Ukraine with armaments, and later expand to purchase "more complex and expensive weapons systems" such as missiles and fighter jets.

12:20 AM: The Cabinet of Ministers has canceled payments for some Internally Displaced Persons (IDPs) since August 1, the Ministry of Social Policy reports.

● The remaining IDP payments from August 1 will be extended until January 2024.
7:07 AM General Staff of the Armed Forces of Ukraine: Tonight, the Russian Federation carried out another air strike by Iranian attack UAV "Shahed" on Ukraine. Information regarding the consequences of this terrorist attack is currently being clarified.
● The enemy continues to focus its main efforts on the Kupyansk, Lymansk, Bakhmutsk, Avdiivsk and Marinsky directions, heavy battles continue. During the day, 29 combat clashes took place.

1:16 PM: On his way to Vilnius, Volodymyr Zelenskyi received signals that, without the participation of Ukrainian representatives, NATO members are discussing the wording regarding the possibility of inviting the country.
● "Unprecedented and absurd - when there is no time frame for both the invitation (! ) and for the membership of Ukraine; and when instead some strange wording about "conditions" is added even for the invitation of Ukraine," he noted.
1:34 PM Operational Command South: To protect Crimea, the Russians are building defenses in the form of "dragon's teeth".

5:16 PM: The SBU detained a Russian informant who wanted to disrupt a Ukrainian counteroffensive on the eastern front.

7:15 PM: The take-off of the MiG-31K PKS of the Russian Federation from the Savasleyka airfield was recorded, the Air Force of the Armed Forces of Ukraine reports.
8:19 PM: Chief master sergeant of the 47th OMBr "Magura" Valery Markus wrote a report in which he asked to be transferred to a lower position.
● According to Markus, this is due to "systematic humiliations of the work of the sergeant corps and a lack of understanding by the brigade command of the importance of the morale of the soldiers."
● "We were not allowed to build a military unit according to the values that we declared at the beginning of its creation," writes Markus.
9:00 PM: VAKS extended the arrest of Vsevolod Knyazev, the ex-chairman of the Supreme Court, who was found guilty of bribery, until September 8, with an alternative bail of 75 million hryvnias.

9:55 PM: Ukrainian soldiers destroyed 3 Russian attack UAVs "Lancet".
● This was reported by the Public Relations Service of the Southern Air Command.
10:11 PM: The NABU and SAP have released the intercepted conversations of a member of parliament and her assistants, who took bribes for entering data into the "Shlyah" system for the unhindered departure of conscripts from Ukraine.
● The People's Representative and her assistant complained that the further away it is, the more difficult it is to organize such trips abroad.

● The SBU has recordings of the conversations of these figures, where they discuss the preparation of a series of explosions in the places of deployment of units of the Armed Forces, the Security Service and the National Police.
