Pres. Biden - The Ditherer-in-Chief
President Biden is behaving as if he woke up on a recent morning, just prior to the NATO Summit now taking place in Vilnius to discover, shockingly, that despite all the U.S. delays in providing the weapons Ukraine has asked for, that Ukraine is actually winning the war and, God forbid, what will happen to Russia as a result? Therefore we, the United States, cannot offer certain admission to Ukraine as a NATO member until after the war is over, but only some sort of expression of intent. It seems that according to Pres. Biden’s logic, the only way that the U.S. can help Russia stay in the war is to give Russia the incentive to keep fighting for as long as possible, as a way keep Ukraine out of NATO.
France is now going to supply long-range cruise missiles to Ukraine, with a range exceeding the British Storm Shadow. Like the Storm Shadow, the French missile is air launched, putting Ukrainian aircraft in harm’s way. Meanwhile, there is no news about a decision by the U.S. to supply Ukraine with the ATACMS missile, which is land launched using the HIMARS launcher.
Analysis of the Number of Russian Deaths/Meduza IO & Mediazona
Here are the conclusions:
· Roughly 47,000, based on publicly-available probate information.
· “Analyzing existing reports about published obituaries, mortality data from the Federal State Statistics Service, and extensive records from the National Probate Registry, we estimate that between 40,000 and 55,000 Russian men under the age of 50 died fighting in Ukraine by May 27, 2023.”
· “When factoring in the number of men wounded so seriously that they did not return to military service, Russia’s total casualty count rises to at least 125,000 soldiers, based on our calculations. (This figure does not include missing or captured soldiers or Ukrainian nationals fighting with Russian proxy forces based in Donetsk and Luhansk.)”
· “In 15 months of fighting (from February 24, 2022, to late May 2023), three times more Russian soldiers died in Ukraine than Soviet troops over 10 years of war in Afghanistan. Nine times more soldiers were killed in Ukraine than in the first Russian-Chechen War between 1994 and 1996. The numbers presented below are remarkable not just because they signify the tens of thousands of men Vladimir Putin has sent to die in a war of aggression but also because the authorities have labored tirelessly to conceal the invasion’s true and growing costs to Russians themselves.”
· “This, of course, captures only a fraction of the men Moscow has sent to die (in Ukraine). For various reasons, including fear of prosecution, many friends and relatives never write publicly about a loved one killed in Ukraine. Additionally, the obituary database counts only Russian citizens, but foreign nationals also fight in the Russian military, including thousands of soldiers mobilized into the proxy units of the self-declared “people’s republics” in Luhansk and Donetsk. Another monitoring obstacle is that Russia has released a large number of prison inmates to fight in Ukraine, whose deaths are far likelier to go unreported online and in the news media.
It is possible that if one factors in the variables described in the last bullet point, that the number of casualties may approach the far higher totals reported by Ukrainian Defense Ministry – 235,000 as of yesterday.
News From the Battlefield
“Reporting From Ukraine” covers a disastrous Russian operation around Avdiivka, just west of Donetsk City. He called it the most costly Russian offensive operation since Vuhledar but, unlike Vuhledar, Russia was unable to advance even by a meter. His coverage includes very informative video clips.
“Reporting From Ukraine” also speaks about the fate of Gen. Surovikin, apparently now under investigation for treason for his involvement in the Prigozhin Mutiny. He said that when Surovikin had overall command of the War in Ukraine, that he managed to not only stop Ukrainian advances in both Kherson and Kharkiv, he also orchestrated the successful withdrawal of 20,000 Russian troops across the Dnipro River in Kherson, and he was responsible for building the defense lines in Southern Ukraine that Ukrainian forces now have to breach, if Ukraine hopes to reach its goal in their continuing counteroffensive. For all this Surovikin got demoted and replaced by the Chief of the Russian General Staff Gerasimov, who is responsible for buildup of the Russian Army before the war, that seems to have instead resulted in a substantial increase in graft for which Gerasimov is a likely beneficiary.
The “Latest Denys” focuses on the Bakhmut area, where Ukraine appears to be attempting to encircle Bakhmut. He speaks mostly about Ukrainian advances along Bakhmut’s northern flank, with the initial objective of liberating Soledar and Krasna Hora. Prigozhin will be angry if Russia loses control of Soledar – he’ll lose his control of the salt mine. Before the war, the salt mine provided much of Ukraine’s supply of salt.
Denys also speaks about the murder of the former commanding officer of the Russian submarine, that launched a Kaliber cruise missile against civilian infrastructure in Vinnytsia, resulting in the deaths of 27 people. Ukraine has the names and mobile numbers of Russians responsible for atrocities inside Ukraine, and pilots and officers of Tu-95 bombers that launched cruise missiles against Ukrainian cities, to name just 2 examples. Since 2014, Ukraine has had an extensive network of 5th Columnists and collaborators operating inside Russia. The murder of the former commanding officer should send a message to other responsible Russians – Ukraine will not stop, just as Mossad didn’t stop tracking down and killing those responsible for the murder of the Israeli athletes during the 1972 Munich Olympics.

NOTE: Ukraine and Turkey have begun construction of a factor in Ukraine to produced Byraktar drones, that will use engines produced in Ukraine. It seems, given the announcements by Byraktar, Fuchs, and Rheinmetall concerning the Leopard tanks, that Ukraine is becoming an attractive place for Western Arms manufacturers. Look for additional announcements, especially in the area of artificial intelligence and drone operations.

12:02 am: Sweden, for its part, has agreed to actively support Turkey's EU accession efforts, including the modernization of the Customs Union - Turkey and visa liberalization, - media.
12:10 am: Australia will send an E-7A Wedgetail reconnaissance aircraft to Germany, which will patrol routes for the delivery of humanitarian and military aid to Ukraine.
● Australian Prime Minister Anthony Albanese said this at a press conference in Berlin.
● It is emphasized that Australian personnel and equipment will not enter or violate the airspace of Ukraine, Russia and Belarus within the scope of the operation.
8:38 am: NATO summit begins in Vilnius, media.
8:48 am: Ukrainian police officers have begun participating in a training program in Tokyo on how to identify war dead, - Kyodo.
8:49 am: Iran is outraged by the lawsuit of Canada, Sweden, Ukraine and Great Britain to the International of the UN court regarding the downing of Ukraine International Airlines flight PS752 in January 2020, as a result of which 176 people died, - the Iranian news agency IRNA.
11:14 am: Tomorrow, at the inaugural Ukraine-NATO summit, a plan for Ukraine's entry into the Alliance will be proposed, - Alliance Secretary General Jens Stoltenberg.

1:11 pm: NATO has agreed to cancel the Membership Action Plan for Ukraine's future accession to the Alliance, Foreign Minister Dmytro Kuleba said.
● The Membership Action Plan (MAP) is a NATO program to which candidate countries are admitted. It was approved in 1999 and since then 11 European countries have passed through it. But last year, the Alliance invited Finland and Sweden to NATO without a MAP, so Ukraine also insisted on bypassing this program.
1:26 pm: Turkey did not put forward any conditions to Kyiv for the return of the defenders of Mariupol, said the Ambassador of Ukraine to Turkey, Vasyl Bodnar.
● According to him, Ankara is interested in this operation because it allows the country to strengthen its position in the international arena.
● He also said that the negotiations lasted for several months.
2:56 pm: "Ukraine should become a member of NATO. The time for promises is over, we need to see how to ensure this," said Lithuanian President Gitanas Nauseda.
● He noted that NATO is an organization of consensus: "I hope that we will be able to reach a compromise on this issue. It is important that tomorrow or the day after tomorrow, decisions are made that would make Ukraine's membership in NATO not a theory, but a practical possibility."
3:16 pm: Rheinmetall plans to open an armored vehicle plant in Ukraine within the next 12 weeks, CEO Armin Papperger said in an interview with CNN.
● The plant will cost 218 million dollars, will be able to produce 400 tanks per year and will be located in the western part of the country. Ukrainians will also be trained to service armored vehicles at the plant.
3:36 pm: President of Ukraine Volodymyr Zelenskyi will take part in the inaugural meeting of the Ukraine-NATO Council, NATO Secretary General Jens Stoltenberg said.
4:37 pm: President of Kazakhstan Tokayev signed legislative amendments that oblige bloggers to pay taxes and also allow them to be fined for spreading fakes.
● This was reported by the press service of the country's president.
5:17 pm: Germany will announce new aid packages for Ukraine during the upcoming NATO summit in Vilnius.
● This is reported by CNN with reference to the statement of the Minister of Defense of Germany Boris Pistorius.
● The Minister of Defense added that he was "monitoring the issue of Sweden's accession to NATO and how Turkey and Hungary will act."
6:09 pm: Free roaming for Ukrainians in the EU has been extended for another year, the European Commission announced.
● "The Commission facilitated the reaching of an agreement between 22 European and 7 Ukrainian operators on the extension of the agreement, [...] to mutually reduce the tariffs they must support for connecting calls abroad," the message reads.
7:20 pm: Hungarian airline Wizz Air took a Ukrainian veteran soldier with a prosthesis off the plane at Tel Aviv airport, DailyNewsHungary.
● The airline later apologized on Twitter: "We apologize for the inconvenience caused to a passenger on our recent flight from Tel Aviv to Warsaw."
● Currently, the Ministry of Foreign Affairs of Ukraine is asking the Ukrainian veteran to get in touch, as it wants to find out all the circumstances of the incident and protect his rights.
7:41 pm: Japanese Prime Minister Fumio Kishida plans to meet with Volodymyr Zelenskyi during the NATO summit, Kyodo News.
● "This will be the first meeting between the two leaders since President Zelenskyi unexpectedly appeared at the G7 summit in Hiroshima in May," the newspaper writes.
● During the talks, Kisida is expected to express readiness to increase support for Ukraine in rebuilding its infrastructure and economy.
8:11 pm: US President Joe Biden has already arrived in Vilnius for the upcoming NATO summit.
8:48 pm: The Armed Forces of Ukraine will receive a multi-year aid package from NATO, said Jens Stoltenberg, Secretary General of the alliance.
● According to Stoltenberg, such a package will allow the Armed Forces to transition from Soviet weapons to NATO standards and meet the level of allies.
9:15 pm: NATO states agreed on detailed defense plans against a Russian attack, — Reuters.
● Outlining its regional plans, NATO will provide countries with recommendations for modernizing their armed forces and logistics.
● According to NATO officials, it will take several years to fully implement these plans, but the Alliance can enter the battle immediately if "necessary".
10:42 pm: Turkey has agreed to submit the protocol on the acceptance of Sweden to NATO for ratification as soon as possible, said Jens Stoltenberg, the Secretary General of the alliance.
11:02 pm: South Korea sent a military transport plane with non-lethal military aid to the Armed Forces, - Yonhap.
11:39 pm: Biden intends to hold meetings with Erdogan and Zelensky on the sidelines of the NATO summit in Vilnius, writes Politico.

7:30 am General Staff of the Armed Forces of Ukraine: Tonight, the Russians again attacked the territory of Ukraine, using Iranian strike UAVs of the "Shahed" type. Information regarding the consequences of this attack is currently being clarified.

12:42 pm: In Ukraine, a 6-year-old child received a heart transplant for the first time, — Ministry of Health.
● The mother of the dead 4-year-old boy gave her consent to the transplant. After the operation, the woman was allowed to listen to the heart of her dead child.
● The operation was performed at the Heart Institute. The transplant was performed by a cardiac surgeon, director of the Heart Institute, Borys Todurov.
1:57 pm: The Commander of the Joint Forces of the Armed Forces of Ukraine, Lieutenant General Serhii Naev, announced the completion of the inspection of the defense capabilities of the Northern Operational Zone within the Zhytomyr, Rivne, and Volyn directions.
● He also stated that those units that perform tasks directly along the state border will be reinforced with weapons and military equipment.
2:11 pm: Commander of the Ground Forces Oleksandr Syrsky announced that the Armed Forces of Ukraine are taking Bakhmut under fire control.
● In the video, he showed how aerial reconnaissance revealed the position of the Russians with ATGMs. The military of 77 separate airmobile brigades outworked and destroyed the Russians.
3:57 pm: In a week, the Armed Forces advanced by 4 square kilometers in the east and 10.2 square kilometers in the south, Deputy Minister of Defense Hanna Malyar said.
● She also said that over the past week, the Russians have launched 39 missile and 334 airstrikes against Ukraine.

● The remains of the Shahed were discovered in one of the settlements of the region. Windows and outbuildings of private households were damaged, and the grass floor caught fire. There was no information about the victims.
9:18 am: Rescuers of the Fastiv and Obukhiv regions eliminated the consequences of falling debris of a Russian UAV in the Kyiv region, - State Emergency Service.

● 6 private houses, farm buildings, a car and electricity supply facilities were damaged.
● A 64-year-old man was injured in Dvorichna village of Kupyan district.

LUHANSK
Monday July 10
5:37 p.m.: According to the SBU, the militant "LNR" with the call sign "Bledny", who captured Ukrainian settlements in the Luhansk region, will spend 13 years behind bars.
● "He was detained during the fighting near the village of Bilogorivka in September 2022," the SBU press service writes.
● The court found the attacker guilty under two articles of the Criminal Code of Ukraine: treason and participation in a terrorist group or organization.

6:26 pm Donetsk regional prosecutor's office: Russian troops attacked Avdiyivka and the village of Gostre in the Donetsk region, two people were killed and three were wounded.
● "According to preliminary data, the occupiers shelled populated areas with artillery. The explosions damaged private homes and commercial buildings," the report says.
10:34 pm: Kadyrov's special forces were "broken" on the outskirts of the city of Bakhmut, the Atesh partisan movement said.
● Dozens of killed and wounded, as well as numerous desertion attempts, are reported.
ZAPORIZHIA

3:38 am Social Networks: Explosions are heard in the temporarily occupied Berdyansk, Zaporizhzhia region.
4:23 am: Air alarm in the Zaporizhzhia region is related to the activity of enemy tactical aviation in the eastern and southeastern direction, - Air Force of the Armed Forces of Ukraine.
● "Previously, as in early July, the enemy used Shahed barrage munitions. Iranian drones were launched from the south, probably from the Krasnodar region of the Russian Federation," Popko said.
9:37 am Zaporizhia RMA: Rescue and search operations at the site of the airstrike have been completed in Orihiv. The bodies of three more dead local residents were recovered from the rubble:
● A controlled aerial bomb took the lives of seven Orihiv residents. 13 wounded.
● Over the past day, the Russians carried out 65 shellings on the territory of 12 front-line settlements of the Zaporizhzhia region.
Monday July 10
7:56 pm Zaporizhia RMA: The death toll because of a Russian airstrike in Orikhov, Zaporizhia region, has increased to five people.
● He also noted that during the demolition of the rubble, the enemy fired at Orihiv again, and one person was wounded.
11:19 pm: In the Tavria direction, the artillery units of the Defense Forces executed 1,179 fire missions during the day, said the commander of the operational and strategic group of troops "Tavria" Oleksandr Tarnavskyi.
● Over the last day, the enemy lost more than two companies killed and wounded. 17 units of enemy military equipment were destroyed.
● Also, 9 ammunition depots of the Russian Federation were destroyed.
DNIPRO
Tuesday July 11
10:54 am Dnipro RMA: A dozen or so shells were fired by the Russians in Dnipropetrovsk region this night.
● They were fired from heavy artillery. Twice – in the Marganets community and once again – in Nikopol. There were no deaths or injuries. Other consequences of shelling are being clarified.
Monday July 10
12:28 pm: In Dnipro, a group of 6 military personnel and 4 civilians was exposed, who under the guise of assistance from the Armed Forces of Ukraine cheated out of fuel for 2.5 million UAH, — DBR.
● They forged letters on behalf of the leadership of one of the military units, in which they asked representatives of gas stations to provide fuel for, as it were, the execution of combat tasks by units of the Armed Forces.
● They face imprisonment for up to 12 years with confiscation of property.
KHERSON
Tuesday July 11
1:12 am Social Networks: Explosions are heard in the temporarily occupied Novooleksiivka, Kherson region.
11:33 am Kherson RMA: Over the past day, the Russians carried out 52 attacks, firing 297 shells from mortars, artillery, tanks, Grads, RPGs, and UAVs.
● The Russians fired 21 shells in the city of Kherson. They targeted the residential quarters of the populated areas of the region. 3 people were injured.
Monday July 10
12:55 pm Kherson RMA: Over the past day, the Russians have launched 51 shellings, firing 328 shells from mortars, artillery, aviation, tanks, Grads, AGS, and UAVs.
● 8 shells were fired in the city of Kherson. They aimed at the residential quarters of the settlements of the region; the building of a trading institution in Beryslav. 5 people were injured.
5:55 pm Kherson RMA: Russian shelling of Kherson injured a civilian.
● "The victim with an abdominal wound was hospitalized at a medical facility. Doctors are providing him with the necessary assistance," the report says.
MYKOLAIV
Monday July 10
