Partisans in Kherson
This is a somewhat lengthy article about Partisan activity in Kherson. It is well-worth reading. The article mentions that Russian atrocities are at their worst in that portion of Kherson Oblast located on the Left Bank of the Dnieper River; Kherson City is on the right bank, closer to the on-going Ukrainian counter offensive. I have been though the Left Bank, and in 2012 I met for 3 hours one evening, with a farming operator who was growing potatoes on a 1,250-hectare farm.
Latest Denys
A couple of things of interest from Denys’ latest:
· A target inside temporarily occupied Russian territory was located 74km. from Ukrainian lines. This had to have been a strike by the HIMERS multiple-launch rocket system. Yesterday, the US authorized the delivery of 4 more HIMERS, for a total of 12.
· The airport at Kherson is now under attack. In anticipation of an attack by Ukraine, the Ukrainian Army requests that people living inside of Kherson City leave the City.
7/10 Sitrep (my comments in bold face)
The saying, “You can take the boy off the farm, but you can’t take the farm out of the boy,” is an apt description of congresswoman Victoria Spartz. Ms. Spartz is a naturalized American who emigrated to the United States from Ukraine, started a successful business, and then she chose to become a politician. On Friday she wrote a letter to President Biden, where she raised several concerns regarding the Head of the Ukrainian President’s Administration, Andriy Yermak.
Perhaps it’s important for people to know more about Victoria Spartz. In the interest of full disclosure, I have never met Victoria Spartz, but I’ve followed her career and I’m on her Congressional email list. Rep. Spartz, a Republican, is the first naturalized American citizen from Ukraine to be elected to Congress. She represents the 5th District of Indiana, just north of Indianapolis, Indiana’s largest city and State Capitol. As alluded to in the previous paragraph, Spartz and her husband own a farm in her District.
What has surprised me is that Spartz has only recently come to the attention of prominent Ukrainians, and what amounts to the Ukraine Lobby in Washington. Late last year, at a time when Spartz had been in Congress for several months, a well-known Ukrainian politician and civil activist contacted me. She was in Washington lining up meetings on Capitol Hill. She asked me whom she should meet with. Victoria Spartz was the first person I mentioned. Her answer – “who’s that?” I gave her Spartz’s office number and address. It led me to wonder if the Ukrainian Embassy knew who Spartz was, as the person who contacted me was also in contact with the Embassy.
I wonder whether the Ukraine Lobby in Washington was paying attention to Spartz, and whether they even knew who she was. This includes organizations like the Congressional Ukraine Caucus headed by Rep. Marci Kaptur (D-Ohio) or think tanks like the Atlantic Council.
Spartz was interviewed by Fox News just after she was elected. I believe that she comes by the values of freedom and free enterprise, those that she expressed in her interview, honestly. She likely believes, as most everyone who cares about Ukraine believes, that over the years Ukraine has been badly served by many in the Ukrainian “elite” who have attained power, including those she listed in her letter to Pres. Biden, who have been able to block critical reforms.
Since the start of the war Rep. Spartz has returned to Ukraine several times, including to Chernihiv where she grew up. Chernihiv is located very close to the border with Russia and the city has sustained heavy damage. Spartz still has relatives there.
Congress might soon have a second member of the Ukrainian Diaspora. Karina Lipsman, a Republican, is running in the 8th Congressional District of Virginia, where I live. I look forward to learning more about her, and possibly giving her my vote in November. I am partial to voting for those who understand Ukraine, no matter what Party they belong to.
My advice to the Government of Ukraine is to respond to Spartz’s concerns honestly and forthrightly. Spartz is a Member of the House Judiciary Committee, whose responsibilities include money laundering. If, as expected, Republicans take over control of the House of Representatives in November Spartz, along with her Republican colleagues on the Judiciary Committee, will be in the position of launching investigations, rather than simply writing letters to Pres. Biden.
As she said in her Fox News interview, Spartz took her 2 daughters to see Omaha Beach, where Americans came ashore on June 6, 1944, during the landings in Normandy. For that, I give Rep. Spartz a “Gold Star.” In 1962 my parents did the same for my sister and me.
The concerns Spartz raised in her letter to Pres. Biden are well known in Ukraine’s corridors of power, and amongst politically articulate Ukrainians. But only a miniscule number of people outside of Ukraine are even aware of these concerns, or who Andriy Yermak is. Thanks to Spartz, that is no longer the case.
Spartz asks the United States government to seek answers from the Ukrainian President regarding the following:
● Mr. Yermak appointed Mr. Oleg Tatarov as his deputy for law enforcement to combat corruption who instead, as you well know, has been delaying the appointment of an independent anti-corruption prosecutor for over a year
● Mr. Tatarov was under investigation…. before his appointment where his case was inappropriately transferred to a regular prosecutor and closed. Mr. Tatarov was also a top police official under former President Yanukovych prosecuting Euromaidan protestors.
In addition to the above a prominent Ukrainian news service, “Ukrainska Pravda”, includes in the list of issues regarding Mr. Yermak:
● Leaking information to Belarus which disrupted the a secret operation of Ukraine’s Security Service to arrest Russian mercenaries that were complicit in Ukraine’s ongoing Donbas conflict and Russia’s intervention in Syria;
● Assuring the Ukrainian government there would be no invasion and thereby delaying taking defensive measures;
● Sabotaging the defense of Kherson and region;
● Delaying arms purchases;
The full list of Spartz’ concerns are not available as her letter to Biden was redacted. Ukrainska Pravda may have through other sources obtained an un-redacted version, or simply voiced what many generally suspect regarding Yermak.
Ukraine’s Ministry of Foreign Affairs rebutted the Spartz commentary saying it was another Russian disinformation campaign.
Regardless Spartz’s concerns regarding Yermack' deputy, Tatarov, are cause enough for concern as Ukraine may be administering hundreds of billions of dollars of reconstruction aid.
However, the real issue is President Zelensky’s judgment, statements, and actions. In all the issues with Yermak that occurred before the war he has denied, whitewashed, and buried facts. Since the start of the war, he has orchestrated political silence, and filled the media with daily commentaries regarding his efforts.
Politicians, whether Zelensky or Spartz, hardly ever do anything that isn’t self-serving. This can be tolerated in peace time but is a crime when leading a country seeking to survive an onslaught from a deranged ideological maniac.

Two soldiers, who wanted to blow up the Crimean bridge, were arrested in Germany. Bundeswehr soldiers stole weapons and equipment from the Schleswig-Holstein barracks. They discussed their plans over the phone: the military intended to damage the Crimean bridge by blowing it up.
The Czech Republic assumed the presidency of the EU Council and expressed its political and military support for Ukraine. The Czech Prime Minister said that the Czech Presidency would defend and support the sovereignty and territorial integrity of Ukraine using all available instruments.
The Telegraph: UK Prime Minister Boris Johnson intends to leave politics in the next election. Johnson doesn’t rule out a return to journalism and lecture.
Ministry of Foreign Affairs of Canada: Canada intends to impose sanctions against industrial production in Russia. In particular, the sanctions will apply to land and pipeline transport, the production of metals, vehicles, computers, electronic, electrical and machinery equipment.
In the Belgorod region of the Russian Federation, local media report a bright glow and explosions from the border village of Krasny Khutor.
French Foreign Minister: Moscow is holding the world's population hostage by blocking the export of Ukrainian grain. "The G20 cannot take its eyes off the war in Ukraine because it directly affects the global economy. The war affects us all and could lead to a global recession if we don't take action," Colonna said.

Press service of the Bulgarian government: The heads of government of Bulgaria and Greece took part in the ceremony of completing the construction of the IGB interconnector pipeline, which connected the gas networks of the two countries. The Times: 18 properties that belong to the Russians were found in Britain. They can be confiscated and handed over to Ukraine. The Russian-owned properties include a 19th-century castle on the border between Kent and East Sussex, used by Russian diplomats and the FSB (Russian Intelligence - ed.) for recreation. Also on the list is the second largest house in London after Buckingham Palace, owned by sanctioned Russian billionaire Andrii Guriev.
Spiegel: Germany has solved the issue with the supply of ammunition to Ukraine for anti-aircraft self-propelled artillery installations "Gepard". According to the edition, after several weeks of efforts, the German government office, together with the Norwegian Ministry of Defense, found a manufacturer that can produce additional ammunition.
Russian Media: The authorities of the Bilhorod region of the Russian Federation have extended the "yellow" level of terrorist threat until July 24.
Primul: EU Ambassador Janis Mazeiks - The EU does not require Moldova to join the sanctions, but would be happy with such a step. The EU Ambassador stressed that this is not about "anti-Russian sanctions", but about "sanctions against Russia due to Russian aggression in Ukraine".
AFP: U.S. Secretary of State Anthony Blinken today announced the allocation of $360 million in humanitarian aid to Ukraine following the results of the G20 ministerial meeting, reports. He clarified that it will be about support in the form of food, drinking water, cash assistance, emergency medical care and shelters, as well as coordination with humanitarian organizations.

British Ministry of Defense: British Defense Minister met with the Ukrainian military who arrived for training. The governor of the Bryansk region (Russia) reported that an unknown explosive device went off on the railway tracks in the Unechsky district right in front of a freight train.
(A few days ago we wrote about the incredibly important role Belarus Partisans had in the defense of Kyiv. It appears from an interview that there are Russian Partisans, calling themselves Anarcho-Communists who have been doing the same - namely derailing trains with munitions and military equipment. The story from Bryansk may be another of their actions.)

Barrons: US Secretary of State Anthony Blinken spoke about Ukraine at a meeting with the head of the Chinese Foreign Ministry. The meeting lasted a little over 5 hours, it was "useful and constructive". The US Secretary of State announced that his country intends to provide Ukraine with more than $368 million in additional humanitarian assistance.

State Security Service intercepted communication: Russians bombed the "DPR" battalion in the Donetsk region. We are talking about the 2nd battalion of the first army corps of the "People's Militia of the DPR", which is fighting as part of the Russian army. The Russian military reportedly tried to keep the incident under wraps.
British Intelligence11:26 AM:
● Control of the E40, which links Donetsk to Kharkiv, is likely to be an important objective for Russia as it attempts to advance through the Donetsk region
● Russian artillery continues to strike the Sloviansk area of the Donbas from around Izium to the north and near Lysychansk to the east. Russian forces have likely made some further small territorial advances around Popasna.
The Institute for the Study of War: Russian troops probably faced logistical problems in southern Ukraine due to the successful actions of the Ukrainian Armed Forces. Analysts also note that Russians are facing missile shortages.

● The Kharkiv Oblast occupation government’s explicit use of Imperial Russian imagery and rhetoric pointing clearly at annexation, rather than using imagery and rhetoric supporting the establishment of a “people’s republic,” reinforces ISW’s prior assessment that the Kremlin has broader territorial aims than capturing the Donetsk and Luhansk regions or even holding southern Ukraine.”
● Russian forces continued to set conditions for the annexation of Donbas, the Kharkiv region, and southern Ukraine
Operational report of the General Staff of the AFU 8:22 AM:
● The Russians hit Kharkiv from the territory of the Belgorod region with an "Iskander" cruise missile.
● In the Kramatorsk direction, there was a movement of separate units to the Bilohorivka district.
● Russian troops continue to bombard east and south of Ukraine with cannon and rocket artillery.
● Ukrainian missile and artillery units launched two attacks on command posts, a cluster of equipment, and Russian ammunition depots in the Chornobaivka area. Losses of Russian troops are being specified.
The social media reports night shelling of several occupied cities of Luhansk and Donetsk regions. The explosions were in temporarily occupied Alchevsk, Torez, Khartsyzk, Shakhtarsk, Khrestivka, Ilovaisk, and the Kalininskyi district of Donetsk. The evacuation was declared in Shakhtarsk due to fires and explosions.
The Council of Europe Development Bank gave Ukraine a "green" light to join, and they also allocated funds to support Ukrainian refugees in the EU.
Deputy Defense Minister: A sharp influx of women has been recorded in the Armed Forces of Ukraine. After February 24, almost a thousand Ukrainian women were mobilized. At the same time, there have been changes in legislation that may now require women between the ages of 18 and 60 who are fit for military service or certain professions to join the Armed Forces of Ukraine.

Regional Military Administration: During the night, the Kharkiv Defense Staff recorded missile hits in the Osnovianskyi and Slobidskyi regions. The premises of the educational institution and a residential house were partially destroyed, and one person was hospitalized. Over 24 hours, the Russians shelled Izium, Bohodukhiv, Chuhuiv, and Kharkiv districts. One woman was killed, and two were hospitalized.
State Emergency Service: Over the past 24 hours, Kharkiv has been subjected to three rocket attacks. Another school has been destroyed. Around 10 a.m. on July 9, two Russian rockets hit a residential house in the Osnovianskyi district of Kharkiv. Six people were injured. The second missile attack on the Osnovianskyi district was launched by Russians around 3.40 am on July 10, one person was injured.

State Border Service: Border guards discovered a mined road in the direction of Kharkiv. The mine consisted of 20 152-mm artillery shells connected to a radio-controlled remote control. The set was neutralized by specialists from the State Emergency Service.
Regional Military Administration: Three civilians, including one child, were hospitalized in medical facilities. Four more people were treated by doctors on the spot.
LUHANSK

Russians are gathering troops near Bilohorivka, shelling the surrounding populated areas, and inflicting air strikes, but they are still not able to quickly occupy the whole of the Luhansk region. Last night, Russians carried out seven artillery shelling and four rocket attacks.
Night in occupied Alchevsk, Luhansk region. It is reported that Russian ammunition depots were burning in the city, and explosions were heard.

Regional Military Administration: That at least three dozen people are under the rubble of a 5-story building in Chasiv Yar. The building was attacked by Russians with rockets from Hurricanes.
● Two entrances were destroyed in the house. Rescuers are on the scene - they are trying to rescue people trapped under the rubble. According to residents, there are likely to be at least 34 people, including a 9-year-old child.
● Currently, rescuers were able to establish contact with two people trapped under the ruins.
● The rescue operation continues. Six dead and five wounded have already been brought to the surface.

● Russian soldiers are stealing the surviving cars of residents of the city in occupied Mariupo. Cars disappear during curfew. Robbers often use tow trucks. Often, the owners of stolen cars find them with militants of the so-called "DPR police". In this case, the stolen cars are declared the property of the so-called "DPR".
