The Ceasefire that Wasn’t
By proposing the ceasefire, Russia was likely trying to play onto a long succession of examples where the West seemed to think of Ukraine as the problem, rather than Russia. By offering a ceasefire, as the thinking likely went, the blame for the Russian invasion would be placed onto Ukraine. This has failed. Some examples that have contributed to Ukraine being considered a problem include:
· 1994 – Ukraine possessing the World’s 3rd largest stockpile of nuclear weapons being considered by the West as a problem. Apparently, the West viewed Russia’s 2nd largest stockpile differently because Ukraine, as part of the 1994 Budapest Memorandum, agreed to give up both its nuclear weapons and its launchers, by shipping them to Russia.
· Iraq – Ukraine was found to have shipped anti-aircraft systems to Saddam Hussein’s Iraq.
· Corruption - Corruption in Ukraine has always seemed to be viewed as a problem for the West, whereas for much the early part of his Presidency, Putin was considered as someone who was fighting against corruption in Russia.
· Business Investment in Russia – In the 2000s, Western businesses were piling into Russia, contributing to the perception that corruption in Russia was manageable, whereas in Ukraine the perception was that it was almost impossible to do business because of corruption.
· 2016 Trump-Russia Conspiracy – In the Trump White House, this was actually seen as Ukraine helping Hillary Clinton’s election campaign. Much of Trump’s first impeachment, in 2019, had to do with events in Ukraine.
Taken together, all these events contributed to the narrative that Ukraine was a problem, something on which Russia thought they could capitalize. Ukraine’s performance since Russians latest invasion has served to dispel this narrative but it seems, based on Russia’s latest ploy about announcing a ceasefire, that this is not evident to Russia.
News From the Battlefield
Both “Reporting From Ukraine” and The Latest Denys focus on the Bakhmut Meatgrinder. There seems to be indications that the strength of direct Russian attacks against Bakhmut are dropping of, perhaps because of a combination of 3 factors:
· Reduced Russian artillery stocks.
· Russia is pivoting from Bakhmut to attack Solidar, just north of Bakhmut.
· Russia moving troops from Bakhmut toward Kremina, where Russia is at risk of losing control of Kremina and thus potentially suffering a major defeat.
Denys also reports on the South, including a Ukrainian strike against a Russian command center near Crimea.
The Latest Harvard Class Call
Since the start of Covid my Harvard College Class of 1969 has had a weekly Zoom call. Yesterday was the 4th time I have spoken to the participants about the situation in Ukraine. The last time was during the Summer of 2022, pre-Kharkiv and pre-Kherson. Yesterday, our host reminded participants that in my first call back in early Spring I predicted a Ukrainian Victory. He said that I might be right.
I went over what I saw as the current situation on the ground, the air war, and Ukraine’s increasing advantage in digitizing its armed forces. I also spoke briefly about the subject I raised yesterday, addressing the Russia bias, and almost no coverage of Ukraine, in the teaching in our universities.
One of my Classmates who was on the call is a retired U.S. Navy Officer. He chose the U.S. Navy as a career, and he became Commanding Officer of a frigate that operated in the Persian Gulf during the “Tanker Wars” in the late 1980s, our first direct conflict with Iran. When he was the Commanding Officer, his ship destroyed oil platforms in the Gulf, that the Iranians had weaponized and were threatening the tankers, then sailing under the American flag.
He said that while he was still in the U.S. Navy, he was once given tour of a Soviet Navy frigate. He said they looked very impressive on the outside but decrepit on the inside. We were both commissioned as U.S. Navy Ensigns on the same day, during Harvard’s Commencement Week. We briefly reminisced about how senior Navy officers said that the Soviet Navy under Admiral Gorshkov as being “10’ tall.” Russia just launched a navy ship named “Admiral Gorshkov.”
I am happy to give similar talks to other organizations, either physically on the U.S. East Coast or virtually. All you need to do is ask.
