Africa – Why?
Yesterday a friend of mine said that she had recently gone to a spa in London. The attendant, from a Sub-Saharan African country, asked her where she was from. She said Ukraine. The attendant asked her why Ukraine is taking weapons from the U.S. which, according to her, was causing Russia to blockade Ukrainian ports, thus preventing the export of grains and oilseeds to Sub-Saharan Africa, thus causing food shortages in many African countries.
My friend asked me why African countries seem to be taking the side of Russia in the war with Ukraine. I don’t believe I gave her an adequate answer. I’m giving it another try.
Russia has had a long collaboration with many African countries. The former Soviet Union successfully established itself as being seen as taking the side of African countries in their efforts to shed European colonization. The Russian Federation has continued the engagement with Sub-Saharan African countries started by the former Soviet Union. In recent votes in the UN General Assembly concerning the war, many African countries voted to abstain. Ukraine cannot afford to ignore the position that many African countries are taking, tacitly supporting Russia.
In some cases, African support of Russia may be more overt. Recently, a sanctioned Russian cargo ship appeared at the South African naval base at Simon’s Town. The purpose of the visit, and what the ship was carrying, is unclear.
Although the situation is beginning to change, the United States has largely pulled a vacuum when it comes to Russia’s influence in Africa, among other things letting stand the narrative about Russia that the London spa attendant described to my friend. It may be difficult for some African countries to be seen supporting their former European colonizers, and thereby opposing a country, Russia, that has been a longtime supporter of their interests.
Recently, Ukraine has started to step into the vacuum. Recently Foreign Minister Kuleba made a visit to several African countries, including a meeting the Head of the African Union. Ukraine has designated several grain carriers departing their ports as destined for specific African countries, including Ethiopia which, among other things is a fellow Eastern Orthodox country.
Many African countries, but by no means all, have never called Russia to account, for activities that run counter to African interests, including:
· The Organization of African Unity (OAU) has a long-standing policy against an OAU member invading a neighboring OAU member. The OAU threatened to intervene, when former Ugandan ruler Idi Amin threatened to invade neighboring Kenya for the purpose or reuniting tribal lands. There has never been an instance where one AU Member has invaded another OAU member, but this is exactly what Russia did, when it invaded Ukraine in 2014 and again last February 24th.
· Just before the beginning of the war Martin Kumani Kenya’s Ambassador to the UN gave a stirring speech at a meeting of the UN Security Council that had been called to discuss Russian threats, at the time calling out Russia for its decision to recognize the independence of Donetsk and Luhansk Oblasts.
· Russia has allowed a Russian private military contractor, the Wagner Group, to operate in several African countries, often on the condition of claiming a significant percentage of that country’s natural resources as compensation, in return for supporting the rulers. Wagner is now conducting the same activities in Ukraine, often with the same people who were active in Africa, assaulting and destroying the town of Soledar, so that the Founder of Wagner, Yevgeny Prigozhin, can take control of large deposits of salt located underneath Soledar. I suspect that if Ambassador Kumani gave the speech today, that he made last year, he would be condemning Wagner for their activities in African, and Russia for supporting them.
· Russia has been an oppressive colonial power for hundreds of years. Today, Russia is heavily relying on troops from non-Slavic parts of Russia to fight a war with Ukraine, dedicated to the proposition of “Slavic Unity.” What is the difference, between European countries relying on troops from their colonial possessions to fill their ranks in both World Wars, and Russia relying on troops from non-Russian regions, all of which were forcibly absorbed into the predecessor countries of the Russian Federation?
I have been working in various Sub-Saharan African countries for almost 13 years. Both Ukraine and its European and North American partners, Canada, and the United States, need to continue remind our friends in Sub-Saharan Africa what the Russian Federation really stands for. As Ambassador Kumani eloquently pointed out what Russia stands for, and what Russia is, run completely counter to the values of all the countries of Sub-Saharan Africa.
I invite recipients of this email, especially those who live and work in Sub-Saharan Africa, to forward it to counterparts throughout Africa, inside and outside of government. They can read the balance of this email, describing the atrocities Russia undertakes in Ukraine every day, and hopefully ask themselves if this is the country that they choose to support, at the UN or anywhere else.
News From The Battlefield
“Reporting From Ukraine” says that The Russian Defense Ministry has ordered Wagner Group soldiers to withdraw from the front near Soledar, to be replaced by regular Russian airborne troops. The intention may be to allow the regular Russian Army, and not Wagner, to take credit for capturing Soledar. According to Reporting From Ukraine, this has given Ukrainian forces the opportunity to regroup and build defense lines.
Reporting from Ukraine describes 7 distinct groups that make up Russian forces operating in Ukraine, each independent of the other and each blaming the other for defeats and when things go wrong. This includes the regular Russian Army, Wagner, the Chechens, Donetsk People’s Republic, Luhansk People’s Republics, volunteer groups operating independently, and other mercenary groups. It all seems to be becoming a kind of beauty contest among marauders, competing for Putin’s favors.

Hopefully, this will be on the agenda of Ramstein Conference, to take place this Friday.
