Another Russian Command Shuffle
This is an apt illustration of how changes of command in the Russian armed forces, the latest of which was announced yesterday, look like. For me, this scene from the movie “Animal House” not only illustrates how changes in command at the top of the Russian armed forces takes place, but it continues to illustrate the conduct of Russian military operations in Ukraine. I know I have used this scene in previous emails, but for me it continues to resonate.
Is there a single example where Russian generals have shown competence in organizing and implementing a combined arms operation, incorporating infantry, armor, and aircraft? Perhaps the last time was the Soviet offensive against Berlin starting in January 1945. Russia’s ability in conducting combined arms operations has not been evident in Chechnya, Georgia, Syria, or in Crimea and Donbas in 2014, nor was it evident during Russia’s assault on Kyiv, early in Russia’s latest invasion of Ukraine.
For Ukraine, in planning for a new Russian assault on Kyiv it is necessary to assume that Russia has learned from past mistakes. At the same time, Ukraine now has the advantage of vastly improved capabilities, compared to what it had last February, in artillery, anti-aircraft systems, and in training. At the same time, Russia has shown no ability to learn from past mistakes. In the 2008 invasion of Georgia, Russia had not tactical communications. Russians had to use cell phones. In their most recent invasion of Ukraine, almost 14 years later, Russia had the same problem.
Russia also must deal with the additional disadvantage of losing so many of its general officers. To use the analogy of “Stork,” the guy in the overcoat, taking the baton in “Animal House,” it doesn’t matter who has the baton, Russians will likely still be marching down the same alley.

Rep. Victoria Spartz (R-Indiana) and Deteriorating Republican Party Support For Ukraine
Victoria Spartz is the first naturalized U.S. Citizen from Ukraine to be elected to the U.S. Congress. I am on her Congressional address list. Based on what I’ve seen since she was first elected in 2020, it appears that prior to Russia’s latest invasion of Ukraine that Rep. Spartz didn’t have much interest in Ukraine. However, since the run-up to Russia’s latest invasion Rep. Spartz has been to Ukraine something like 6 times. She is among several Republicans who have requested audits of deliveries of U.S. weapons and supplies to Ukraine, and she has also repeated criticisms of both President Zelenskyy and his Chief of Staff Andriy Yermak, criticisms that had already been aired in the Ukrainian media, especially before Russia’s latest invasion began.
Rep. Spatz seems to feel that it is necessary for her to establish her Trump credibility with her fellow Republican elected officials. Based on her increasingly prominent role in the recent election of Kevin McCarthy (D-California) as Speaker of the House, it seems that Spartz has achieved her goal – no one can question her “Trump Chops.”
During roughly the same period, support for U.S. assistance to Ukraine has significantly declined among Republican voters. Now that Republicans control the House of Representatives, continued U.S. assistance to Ukraine could be in jeopardy. Budget appropriations originate in the House of Representatives. Regardless of her committee assignments in the new 118th Congress, Rep. Spartz will almost certainly play a significant role in determining appropriations for Ukraine assistance.
It is time that Rep. Spartz uses her Trump credibility as a basis for convincing members of her Party to sustain and increase support for Ukraine, much like Sen. Arthur Vandenberg did after WW-II when he supported the Marshall Plan and U.S. entrance into the UN, after largely being an isolationist during his previous political career, including opposing U.S. entrance into WW-II, or former President Richard Nixon did when he decided to visit the People’s Republic of China after being a virulent anti-Communist for most his career.
Much like Sen. Vandenberg and former Pres. Nixon, Rep. Spartz now has an opportunity to transcend her previous positions, and become someone whom people will remember, in both the U.S. and Ukraine, as a person who made a difference. I hope Rep. Spartz uses this opportunity.
News From the Battlefield
I am going to withhold comment about the situation in Soledar, because I don’t know anything about it. Based on reports coming out of the city, including but not limited to “Reporting From Ukraine” and the “Latest Denys,” the military situation in Soledar is confusing and changes constantly. My colleague has included additional reports from the Ukrainian General Staff, included here, including an assessment that the Russians have moved a large number of troops away from Bakhmut in order to assault Soledar.
Based on my travels around Ukraine, I can make a couple of comments that might add perspective to what is happening in Soledar. First, Soledar is a large town. It is a stretch to call Soledar a city. As of the 2020 Census, the population of Soledar was just under 11,000. The town where my in-laws are from has a population of around 15,000. I have visited there; it’s a small place. It is likely that the only strategic value in Soledar is the salt and gypsum mines that Prigozhin wants, to help defray the costs of supporting the operations of the Wagner Group, for which several thousand Russians have lost their lives.
Second, from looking at the aerial photos of Soledar, contained in “Reporting From Ukraine” and “The Latest Denys,” the residential areas look very much like other residential areas in similar towns in Ukraine with which I’m familiar. Houses, at least those that may still be standing, are likely very small, and they’re on property that is large enough for a garden and perhaps an area to keep some livestock.
In terms of strategic importance to Ukraine, it is likely that Kremina/Svatove trumps Soledar. If Ukraine takes either Kremina or Svatove they are able not only to interdict Russian supply lines going from Russia to Soledar/Bakhmut, but also open a route to the rest of Luhansk Oblast. Therefore, it is possible that Ukraine is only too happy to keep the Russians occupied in Soledar/Bakhmut, and thus make it easier to take Kremina.
The fact that there has been very little communication from Ukrainian sources about Kremina/Soledar might suggest continued Ukrainian progress. There was very little communication from the Ukrainian General Staff prior to the re-taking of Kherson and the rolling up of Russian forces in Kharkiv Oblast.
