The More Things Change……….
As related in Antony Beevor’s new book about the Russian Civil War, 1917-1922, entitled “Russia – Revolution & Civil War, 1917 – 1922,” In January 1902 the Duke of Marlborough, Winston Churchill’s cousin, and his American wife Consuelo Vanderbilt, attended a court ball in St. Petersburg at the Imperial Palace, where Consuelo Vanderbilt asked Tsar Nicholas II about the possibility of introducing democratic government in Russia. The Tsar responded, “We are 200 years behind Europe in the development of our national political institutions. Russia is still more Asiatic than European and must therefore be governed by an autocratic government.” (my bold face)
Since this encounter, almost 121 years has elapsed, out of the 200 years predicted by Nicholas II. When it comes to dealing with Russia, it seems that we in the West often fail to remember what kind of people the Russians really are, as aptly described by Tsar Nicholas II himself.
One individual who did remember was John Hay, one of America’s greatest Secretaries of State. Hay was responsible for helping to negotiate the Peace Treaty between Russia and Japan, after Russia’s defeat in the 1904-05, for which Hay’s boss, Pres. Theodore Roosevelt, won the Nobel Peace Prize.
As recounted in John Hay’s biography, “All the Great Prizes,” Hay’s description of what it was like to deal with Count Sergei Yulyevich Witte, Russia’s Foreign Minister who negated the peace deal from Russia’s side, is very similar to the accounts of dealing with Sergei Lavrov, Russia’s current foreign minister. Perhaps Hay got some advice from Consuelo Vanderbilt. It is possible that they could’ve met since Hay had married into another of New York’s prominent families, the Whitneys, and before he became Secretary of State, Hay was U.S. Ambassador to the Court of St. James.
The 65th Mobile Hospital
The 65th is located in Bakhmut in Donetsk Oblast, site of one of the most protracted and bloodiest battles of the war. I have been playing a very small role in supplying medical consumables to the 65th. The doctor there switches off with another doctor, one week on and one week off. During his time in Bakhmut, he functions with little sleep. He then spends the next week at a hospital near Dniepro, where the wounded once they are stabilized in Bakhmut.
Testimony to the British Parliament
If for no other reason that it is an example of the huge advantage Ukraine enjoys over Russia, in the communications space, this video of the testimony of 3 Ukrainian representatives to a committee of the British Parliament is well-worth watching. Olena Zelenska, Ukraine’s First Lady, was not among them. Some takeaways include:
· Since the start of the war, 47% of Ukraine’s businesses have filed bankruptcy.
· During the same period there has been a substantial increase in the establishment of new businesses.
· Russia has deported thousands of Ukrainian children to Russia, including forced adoptions.
· 56% of Ukraine’s elderly people are experiencing food insecurity, including70% in the war zone.
· 79% of Ukraine’s elderly people don’t have regular access to water.
As a result of the war, in one respect Ukraine is becoming like Silicon Valley where venture capital backed companies regularly file bankruptcy, and new companies are formed. In Silicon Valley there is no stigma resulting from filing bankruptcy. If the war ends up removing the stigma of business bankruptcies in Ukraine, it will be a significant development in the future in terms of capital formation and what Schumpeter described as “creative destruction.”
News From the Battlefield
As described in the latest “Reporting From Ukraine,” there appears to be no immediate end to the fighting around Bakhmut. Russia now appears to be attacking Bakhumt from the south and presenting Ukraine with the threat of encirclement. He doesn’t think it will work, due to both geographic constraints as well as Russia’s lack of ability to sustain the type of mobile offensive necessary to go around Bakhmut.
One objective of Russia’s offensive in Bakhmut is to draw off Ukrainian forces from the Svatove/Kremina area in Kharkiv/Luhansk regions, and from the south. It seems as if Ukraine isn’t buying. There doesn’t seem to be a build-up in Ukraine’s long-range artillery around Bakhmut which, unfortunately, doesn’t help the brave Ukrainian defenders around Bakhmut. It may be likely that Ukrainian commanders are seeing the same thing that “Reporting From Ukraine” is seeing, in terms of Russia’s inability to sustain an offensive that would result in Ukraine having to evacuate Bakhmut.
What is more interesting is what may be happening in southern Zaporizhia. There are reports that the Russians have withdrawn from several towns, including Polohy a town with a per-war population of over 20,000. Polohy sits on a crossroad, where it is possible to go to Tokmak, just north of Melitopol, or Berdyansk, a port on the Sea of Azov.
Why did Russia withdraw from such a strategic town as Polohy. The Institute for the Study of War talked about Ukraine’s ability to strike Russian concentrations throughout eastern Kherson and southern Zhaporizhia. Another possibility if the continued effect of Partisans who have been operating in this area throughout the war.
Longer term, Ukraine’s control of Polohy would allow it to pressure Melitopol and Russian artillery currently shelling Kherson City and, ultimately, cut Russia’s “land bridge” to Crimea in two.
