Things have been rather hectic for me the past couple of days. Consequently, I am combining my colleague’s post from yesterday and my additions for today.
“Glory to the Heroes”
Yesterday, in between morning and afternoon sessions of a conference on Africa that was part of Pres. Biden’s Africa Leaders’ Summit and connected to my “day job,” I had the honor of attending the annual Christmas Lunch of the U.S. – Ukraine Business Council. In attendance were 3 members of the Armed Forces of Ukraine, all receiving treatment for battle wounds at the Walter Reed Army Hospital in Bethesda, Maryland. One was being fitted for 1 prosthetic leg, another was being fitted for 2 prosthetic legs, and the third sustained battle wounds that did not involve a loss of a limb. We can all watch videos or read news accounts, but it comes home when one witnesses their bravery, and the bravery of all Ukrainians. I am glad that they were able to come to the United States and, at least for 1 day, get out of the hospital.
Their presence gives a lie to the recent obscene remark on Twitter by Rep. Marjorie Taylor Greene (R-Georgia), that these heroes were being used by the United States and Ukraine as props. Shame on her.
Fundraising
Paypal – A couple of days ago I met someone who works for Paypal, a popular means to send money to Ukraine both for individual support and support for non-governmental organizations working in Ukraine. I asked him how much money had gone to Ukraine via the Paypal platform since the start of Russia’s latest invasion. His answer - $1.7 billion. He didn’t have a breakdown of funds sent to individuals as opposed to NGOs, but he did say the amount of money has recently dropped off substantially.
Concert at the Kennedy Center – at the US-Ukraine Business Council Lunch, the organizer of last October’s concert at the Kennedy Center announced that the concert had raised a net $350,000 for Ukraine, that will go to the fund of the Ukrainian Government, called “U-24.” She went on to say that the net amount increased because of substantial amounts of in-kind contributions including reduced air fares for the orchestra, accommodations in the U.S. and other contributions.
There have been calls in Congress to audit the weapons flow to Ukraine. Myroslava Gongadze, the Head of the Ukraine Service at Voice of America, said that there should be audit of all money flows going into Ukraine, including funding for operations of the Ukrainian Government and funding for NGOs. The prime beneficiaries of such an audit are not American taxpayers, or taxpayers in other donor countries, but the Ukrainian people themselves.
Economic News
In the month of October, Ukraine has imported $120 million worth of diesel generators.
Co-working places, like Regus, are becoming important as a means for the IT community to continue their work. Co-working places are very popular in Kyiv, and often they are able to supply electricity services when regular dedicated office complexes cannot.
News From the Battlefield
Interview with British Defense Minister Ben Wallace/Times Radio – Well worth watching.
From listening to Wallace’s comments, I get the sense that Ukraine’s western supporters have crossed the Rubicon, in term of providing weapons that will allow Ukraine to strike targets inside Russia. Because of Ukraine’s own recent attacks on Russian airbases used to launch bombers that fire missiles at Ukrainian infrastructure, it seems that the West has forced Ukraine’s hand.
· The United States is close to sending Patriot air defense missiles to Ukraine; Great Britain is close to sending “Storm Shadow” missiles to Ukraine. Storm Shadow is an air-launched cruise missile jointly developed by the UK and France that has a range of approximately 300km.
· An approximately 600 million Euro fund, set up by the UK, Norway and Denmark, among others, to acquire weapons that these countries don’t normally possess. This may include additional ammunition. Some of the sources may include countries from South America and the Indo-Pacific that have not previously provided weapons to Ukraine
· Ukraine is now fighting a type of hybrid war, a war of massed artillery in Donbas, especially around Bakhmut, that was the style of the former Soviet Union, and a war of maneuver using longer range artillery and armored personnel carriers supplied by the West, using standard NATO tactics. The former uses a lot of ammunition, which Great Britain is working to replenish. Separately, Ukraine has announced that they are beginning to produce large quantities of 122 & 152mm. ammunition, the calibers used in Soviet artillery
· Wallace said that Germany is now stepping up in a substantial way, including the IRIS-T air defense systems and more tanks and armored personnel carriers.
Latest “Reporting From Ukraine” – He goes into great detail analyzing the latest Russian airstrikes that took place today in Ukraine, including:
· The number of missiles, 79, were relatively small, of which 60 were shot down.
· The focus was on 3 cities, Kyiv, Kharkiv and Zaporizhia, rather than the entire country, but Odesa was hit last weekend and experienced a substantial loss of electricity service.
· No Iranian drones were used.
· One missile was a dud, and it harmlessly landed in the Volgagrad Region.
· The air bases that were used in the latest attack are not the same as the bases hit by Ukraine before the previous attack, indicating that there may have been substantial damage done to those bases.
Another “Go” at Kyiv?
In an interview with the “Economist,” General Zaluzhnyi predicted that Russia is preparing another offensive against Ukraine in late winter or early spring, possibly including another attack against Kyiv and employing an additional 200,000 troops. I don’t know what Gen. Zaluzhnyi is seeing, but I’d be concerned if Zaluzhnyi said that there was little or no chance of an attack.
Those who know WW-II history will remember that in late fall of 1941 the Soviets were able to bring in well-trained troops from their Asian regions that turned the tide in front of Moscow and again, in 1942, the Soviets launched a two-pronged attack that cut off the German Sixth Army in Stalingrad. It is possible.

11:48 Reuters: EU countries have not agreed on the ninth package of sanctions against Russia
· The project was returned for revision to the level of ambassadors of the EU countries. The chairman of the European Council, Charles Michel, said that a new decision is expected by the end of December 15.
11:35 Foreign Policy: A resolution has been introduced into the US House of Representatives calling for russia's expulsion from the UN Security Council.
· "Russia, having unleashed an aggressive war, violated the UN Charter, which casts doubt on its right to take a seat in the Security Council," the text of the resolution reads.
· It is my understanding that the House resolution goes further than simply removing Russia from the UN Security Council but, instead, proposes Russia’s expulsion from the UN entirely. As I understand it, the resolution argues that Russia has never been officially admitted to the UN, having simply assumed the membership in the UN and permanent membership in the Security Council of the former Soviet Union. Belarus and Ukraine were both founding members of the UN. After the Soviet Union broke up, all the other former Soviet Republics applied for membership, except for the Russian Soviet Socialist Republic which simply took it upon itself to assume the membership of the former Soviet Union, but without applying for membership on its own, as was the case with all the other former Soviet republics.

11:25: The situation in the power system of Ukraine is significantly complicated by weather conditions, Ukrenergo said.
· In the east, the Russians again launched an artillery strike on one of the de-occupied areas. Energy infrastructure facilities were damaged.

09:38: In Poland, the rules for staying and receiving assistance for refugees from Ukraine are changing.

· He was found guilty of insulting members of Turkey's Supreme Electoral Council. He is also reportedly a supporter of the Turkish opposition and was one of Erdogan's main rivals in turkey's upcoming presidential election.

19:54: Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny had a telephone conversation with the Commander of the US Armed Forces in Europe, General Christopher Kavoli.
· "We discussed our needs for weapons and equipment. Making every effort to stabilize the situation in the east, the Defense Forces of Ukraine are preparing for various scenarios for the development of events in the coming months," Zaluzhny wrote.
19:30 Politico: The United States wants to launch a system of control of assistance to Ukraine by March 2023.
· The administration of US President Joe Biden plans to conclude a contract by February-March 2023 to implement a three-year initiative aimed at monitoring the supervision of US military and financial assistance to Ukraine.
