“How Ukraine is Using Resistance Warfare Developed by the US to Fight Back Against Russia” (CNN)
The article describes something called “The Resistance Operating Concept (ROC).” It says that the ROC “was developed in 2013 following Russia’s war with Georgia a few years earlier.” This is an interesting article, but misplaced on many levels, including:
● From the timeline stating that ROC was developed by the US in 2013, it seems like the ROC was first developed by Ukrainians, not by the US. What is described in the article includes:
○ The strategy followed by the Euromaidan Protestors in 2013 & 14
○ The strategy followed by Ukraine in 2014 & 15, when they started with only 6,000 combat-ready soldiers but a few months later nearly drove the Russians and their proxies out of Donbas
○ The strategy pursued by Ukraine today, as the article states
It is possible that the training of Ukrainian soldiers by the US, UK, Canada and others, conducted at Yavoriv Training Center near Lv’iv, went in two directions – what the Americans learned from Ukrainians ended up being called the Resistance Operating Concept.
Diary of a Russian Soldier (Washington Post)
This is a diary, written by a Russian soldier that he was able to post on Vkontakte, the Russian version of Facebook, where it will likely get broad distribution among the very same Slavic Russians now the targets of Russian conscription efforts. The soldier has since been able to flee Russia. What is surprising is the following:
● The lack of preparedness and deterioration of the Russian Army was evident even before the start of the war. Upon arriving in Crimea the diarist wasn’t issued a helmet, he was issued a gun that was rusty and wouldn’t fire, and no sleeping bag.
● From what the diarist said, it seems that Russia achieved the success in Southern Ukraine that it did because of preponderance of artillery and, possibly, the help of Ukrainian collaborators.
German Gas Storage
According to a recent Reuters report, Germany’s gas storage facilities will largely be full prior to the start of the heating season. They have done so without much contribution from Russian gas. The report stated that in August only 9.5% of German gas consumption came from Russia.
I have always asked the following question of experts about Russian gas – why Germany constantly relied on a supplier that has continually dissed them? The answer always is because German gas is less expensive than the alternative. This is likely because the Germans don’t include in their price calculations what economists call externalities – in Gazprom’s case their complete unreliability as a supplier and the “costs” associated with doing business with a totalitarian country.
The Latest Denys
No real news, because there was no movement along the front lines. Denys did report that Russia has withdrawn some of their fighter aircraft from bases in Crimea.

NATIONAL
August 28
11:03 British intelligence:
● Today - on the increase in the number of military personnel in Russia.
○ On August 25, 2022, the Administration of the President of the Russian Federation issued a decree on increasing the number of the Armed Forces of Russia to 1,150,628 people, that is, by almost 140,000. The Government is instructed to allocate funding for this purpose.
○ “It remains unclear whether Russia is trying to fill vacant positions with the help of volunteer contractors, or whether it plans to increase the annual plan for deadlines,” the intelligence report emphasized.
○ In any case, under the legislation currently in place, the decree is unlikely to make substantive progress towards increasing Russia’s combat power in Ukraine.
○ This is because Russia has lost tens of thousands of troops; very few new contract servicemen are being recruited; and conscripts are technically not obliged to serve outside of Russian territory.
10:35 : The former ambassador of Ukraine to Germany invited the prime minister of Saxony to Kyiv. But he canceled the invitation because of the prime minister's words about the war
● Michael Krechmer said in an interview that the war in Ukraine should be "frozen" and negotiations should begin. Melnyk called these words "absurd rhetoric" that play into Putin's hands and "inflame Russia's aggression," the former ambassador wrote on Twitter.
● "I invited you to Ukraine. This invitation has been cancelled. You are unwanted. Dot", he added.
07:46 Operational information from the General Staff of the Armed Forces of Ukraine :
● In the Slavyansk direction, the Russians tried to conduct assaults in the direction of the settlements of Dovgenke and Bogorodychne, but they did not succeed and were forced to retreat.
● In the Kramatorsk direction, Russian troops tried to launch an offensive in the directions of Vershyn, Kodem, Semyhirya, and Zaytsevo. Ukrainian defenders stopped and pushed them back.
● In the Avdiivsk direction, the units of the Russian Federation launched an offensive in the direction of Lozove - Pervomaiske, received a strong repulse and were forced to retreat.
07:35 Institute for the Study of War:
● Offensive capabilities of the Russian troops near Kherson have deteriorated even more
● The latest report indicated an attempt to storm Ukrainian positions near Kherson by ten members of the Russian DRG.
● This suggests that Russia's offensive capabilities in the Kherson region have further deteriorated. 10 people are too few to effectively act as a maneuverable unit, experts noted.
● Russia may use the 3rd Army Corps to resume the offensive in Donbas.
● Analysts note that the Russians are training on new types of weapons, indicating that they want to use them to resume the offensive.
● However, the volunteer elements of the Third Army Corps are unlikely to be able to create an effective fighting force. The best equipment will not necessarily make a force effective if the personnel are not sufficiently trained or disciplined. Some are undergoing training near a town not far from Moscow. Residents of the town are complaining on social media that the trainees are walking around the town intoxicated and they’re harassing local women. One post said, “we’re being told by our government that these soldiers have come to protect you.”
● The Russian military leadership is likely moving into a new phase of mobilization in the central part of Russia, having exhausted the reserves of potential recruits on the periphery.
● As recruiting campaigns begin to take place in more economically favorable, densely populated, and more educated regions of Russia, domestic resistance to recruitment efforts is likely to grow. Mobilization measures in the west of Russia are unlikely to lead to a significant increase in combat capability.
● 07:28 : Ukrainian Bavovnyatko, a popular meme regarding explosions on Russian bases. The Ministry of Defense of Ukraine showed an animated little animal-ghost on Twitter :
● "Bavovnyatko is a ghost animal. Fluffy and restless. At night Bavovnyatko quitely roames to the occupiers' bases, depots, airfields, oil refineries and other places full of flammable items and starts playing with fire there".

The "Msta-B" howitzer, the "Nona" self-propelled artillery gun, 9 units of armored and automotive equipment, 2 ammunition depots in Dudchany and Davydovyi Brid, and 1 field supply point in Voskresenskyi were also destroyed. The final losses of the enemy are being investigated.
August 27
23:14 President’s Office: Sees no signs of the Russians refusing to hold "referendums" regarding the annexation of captured Ukrainian territories.
● "They can conduct it or declare it conducted," he believes.
● At the same time, Arestovych is sure that Russia is "at a loose end" and can drag out the "referendum", in particular, hoping to reach an agreement.
22:54 : There is not enough space for the new crop in Ukrainian granaries, said Amir Abdullah, permanent coordinator of the UN at the Special Coordination Center in Istanbul.

19:41 Prime Minister:This heating season will be the most difficult in the history of independent Ukraine.

18:46 Commissioner for Missing Persons: So far, through the international representative office of the Red Cross, it has been possible to return the bodies of more than 540 fallen defenders of Ukraine.
● "Negotiations with the aggressor are difficult, but we have already managed to return 541 fallen defenders. 428 bodies were brought from Mariupol, of which more than 300 were defenders of Azovstal. We are returning the dead from the Donetsk, Zaporizhzhia, Kherson, Kharkiv and Luhansk directions - from everywhere", – Kotenko says.

● "According to our estimates, there are approximately 4.5-5 thousand of them. Today they work in certain areas, in the first line. It's like assault squads. In addition, they work in the most threatening areas. We saw their work in Lysychansk, in the direction of Popasna - Bakhmut. These are forward detachments operating in the first line of offensive troops.
● According to reports, Wagner mercenaries are increasingly being made up of convicts from Russian prisons.
15:55 Ministry of Social Policy: The Ministry of Social Policy of Ukraine handed the UN World Food Program another list of applications for the payment of cash assistance. The assistance is paid in the amount of 2,220 hryvnias for each family member per month for three months.
● The list consists of 127,626 applications from low-income families and persons with disabilities from Chernihiv, Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Kyiv, Luhansk, Mykolaiv, Odesa, Sumy, and Zaporizhzhia regions.
15:51 : The National Bank of Ukraine (NBU) has prohibited banks from accepting public banknotes that have been specially damaged in financial institutions located in occupied territories. This is stated in the NBU circular No. 50-0006/58627 dated August 24.

● The NBU emphasized that this will reduce the risk of damaged bills entering circulation.

13:27 : The Verkhovna Rada Budget Committee supported the government's draft law on the use of funds from the state road fund. It is planned to resume road repair with these funds.
13:15 Deputy Minister of Infrastructure: Ukrainian carriers will be able to travel to Moldova according to the new simplified rules from September 1, 2022.
● "This is the last step towards canceling the permit regime with all neighboring countries. After signing the "transport visa-free" agreement with the European Union, Moldova remained the only country on our borders with which cargo transportation was not liberalized," the deputy minister notes.
12:31 : On the border with Romania, two sections were opened: Rakhiv - Berlebash - state border and Teresva - state border, reports Ukrzaliznytsia.
● Over 20 km of new tracks were built in a record two months.
● These points will become the third and fourth junctions on the border with Romania, which will increase the export of goods to 3.5 million tons per year. Also, the new stations will allow the development of interregional and interstate routes.
12:18 Intelligence Directorate of the Ministry of Defense: The decisive period of the Russian-Ukrainian war will be in the autumn (September-October).
● According to him, bad weather will continue, November, winter, but the hostilities will continue and, in any case, the winter period will also be difficult.
● Skybytskyi also commented on the rumors about Putin's illnesses and said that the President of the Russian Federation is mentally, physically and schizophrenic, but he will fight until the end of his days.
● Russia now has a "difficult situation" with missiles: no more than 45% of the missiles that existed before the start of the full-scale invasion of Ukraine remained.
● "The situation with the Iskanders is particularly difficult for them." In general, about 20% of what was there remained, and maybe even less. A difficult situation with the same "Calibers", this is a fairly effective missile, but their number is not so large. That is why they take these X-22 and S-300 in the ground version. But these reserves are running out," Skibitskyi added.
● Currently, one division of the "Iskander" missile complex is stationed on the territory of Belarus. It is he who launches missiles. And also three divisions of C-400, S-300.
● Intelligence emphasized that although their accuracy is not too high, they can cause damage to personnel and the civilian population. The warhead of these missiles contains approximately 6,000 small fragments that fly apart and threaten any object in their path.
12:17 The Telegraph: ZNPP employees told how Russia is "preparing" them for the arrival of the IAEA.
● "During the visit of the IAEA, they (Russians - ed.) plan to reduce the presence of our personnel to a minimum and place several of their representatives in each room of the control center, who will shout loudly that they have been waiting for the ""release"" from the regime in Kyiv" - says an unnamed Ukrainian engineer in an interview with the publication.
12:04 : British intelligence:
● Over the last five days, there has probably been an increase in the intensity of Russian assaults along the Donetsk sector of the Donbas. North of Donetsk city, there has been intense fighting near the towns of Siversk and Bakhmut.
● Pro-Russian separatist militia have probably made some progress towards the centre of the village of Pisky, near Donetsk Airport. However, overall, Russian forces have secured few territorial gains. Pisky is located next to what was the Sergei Prokofiev International Airport at Donetsk, destroyed since 2015, and approximately 5 miles from center of Donetsk City.
● There is a realistic possibility that Russia has increased its efforts in the Donbas to draw in or fix additional Ukrainian units, amid speculation that Ukraine is planning a major counter-offensive.
