When we look at big problems such as unemployment or war, it's very convenient to say that we have high unemployment because of - here you can insert the name of any political opponent; or we have the war with ruZZia because of Putin.
Specific individuals may have a lot of responsibility for problems like this, but they never act alone and removing them does not solve the problem. Big problems are caused by and within systems. Systems consist of many people all of whom have responsibility for that system. When ruZZia went to war it wasn't Putin doing the fighting and when Ukraine broke the ruZZian invasion it wasn't Zelensky that stopped them.
Even though this seems to be understood it is amazing that Putin and Zelensky continue to act like Louis XIV. L'Etat, c'est moi! I am the state!
The folly is that believing as they do, they also believe that problems can be attributed to people. Remove the people and there is no problem.
The most recent egregious example in Ukraine was yesterday's presidential order to remove the heads of all the regional military conscription commissions because they are corrupt. The order went to say that they are to be replaced by combat veterans who can no longer fight because of disabilities.
The commission heads sold passes to avoid service, but conscription plays no role in Ukraine's fighting forces. The fighters at the front are volunteers or individuals fighting under a service contract.
The problem is that Ukraine still has the same military conscription structure as the Soviet Union. Replacing the heads does not change this. The opaque structure which can be used to conscript or not conscript is what gave and will give whoever is in charge unchecked authority to pull people into the armed forces.
But what makes this order even more egregious is that it's presented by the Presidential Administration as a major blow against corruption in Ukraine's military. Nothing is further from the truth as nothing changed.
Ukrainians’ Attitudes Toward Owning A Business, vs. the EU
Below, Bohdan includes two graphs, showing the interest of young Ukrainians in owning their own business, versus young peopl1e in EU countries. The results show one reason why the EU needs Ukraine as a Member state – the initiative of Ukraine’s young people, something that will only grow after Ukraine wins. The major concern young people in Ukraine might have is whether the attitudes of young people in the EU toward owning a business are a reflection of EU regulations.
Naval Drones
As a “Former Naval Person,” I’ve been following this subject quite closely.
“Defense in Depth” is a weekly summary on the war from the Daily Telegraph, hosted by Dominic Nicholls a former British Army tank commander. This week he focuses on naval drones. In addition to hitting the Kerch Bridge, Russian Navy ships and shutting off Russian ports to international trade, largely by making insurance virtually impossible to obtain, Nicholls states that the naval drones send a message of resilience, at a time when the counteroffensive in the south is progressing slower than expected.
“Military & History,” by Torsten Heinrich, describes how naval drones can serve to substantially reduce Russia’s oil revenues. He makes the following points:
· The naval drones are very low to the waterline, very fast, and hard to see. Anyone who has participated in man overboard drills knows how difficult it is to find a small figure in the water, even if you know where the person fell off the ship, called the “datum.”
· The Russian Navy doesn’t appear to be using close-in weapons, like the gatling guns employed by the U.S. Navy. There seemed to be no gunfire from the Russian amphibious ship, and they had floodlights making the ship easier to see for the drone operator.
· Heinrich includes a map of the Russian oil pipelines terminating at Novorossiysk. If commercial ship owners cannot obtain insurance coverage for the Black Sea, much of Russia’s oil exports will be shut in, substantially reducing Russia’s hard currency earnings. If exports are shut in, there is a danger of damage to the oil wells and the pipelines. As mentioned in a previous email, oil from Tengiz Field in Kazakhstan also moves through Novorossiysk. Much of the Tengiz oil is owned by ExxonMobil and Chevron.
The guidance is still a mystery. Are the drones using internal guidance that is impossible to jam? Or are they relying on satellites, likely operated by NATO? Or both? With the drone that hit the amphibious ship, one can see the drone adjusting its course as it closed on the ship, suggesting that it was under the control of an operator.
News From the Battlefield
The Latest Denys, aka Mr. KaBoom, reports of significant Ukrainian progress along 2 vectors in southern Ukraine, one toward Melitopol and the other toward Berdyansk. It is likely the result of improved Ukrainian tactics, reverting to the tactics that were successful las year during the battle for Kyiv, and continued Ukrainian degrading of Russian logistics.
What is significant is that Denys’ report is echoed by an article in today’s New York Times and in the latest report from the Institute of the Study of War. This is the first time I can recall that a major American newspaper had something positive to report about Ukraine’s success on the ground, at least since the liberation of Kherson last November. This alone must make Russian propagandists nervous.
Denys also covers Ukraine’s incursion across the Dnipro River, at Kazachi Laheri (3:15 into his video). The major concern for Russia is that the incursion brings Ukraine close to cutting a road that is a major source of Russian re-supply from Crimea, at least as long as the 2 bridges connecting Crimea and southern Ukraine remain unavailable. Denys stated that Russian reinforcements were ambushed northeast of Kazachi Laheri, near Nova Khahovka.
F-16s
Within the last day, the Washington Post has reported that F-16s won’t be operational in Ukraine until the middle of 2024. In my opinion this delay is the sole fault of the Ditherer-in-Chief, and his colleagues in both the White House and the Pentagon. Ukraine first started asking for F-16s in April 2022. If the Ditherer-in-Chief had responded when Ukraine first made the request, the F-16 would already be operational in Ukraine.
Ukraine is finding workarounds, as Ukraine always does, but the slowness of Ukraine’s counteroffensive must be partly the result of Ukraine having limited tactical air, complementing its forces on the ground. The more time Ukraine loses because of the slowness of the counter offensive, for which Ukraine is unjustifiably criticized by the pundits, the more its soldiers and civilians are killed and wounded, something I hope is on the mind of the Ditherer-in-Chief during his bike rides around Rehoboth Beach, not to mention tranquility in this household. My Ukrainian family refers to me as “their American,” meaning that I become the stand-in for the Ditherer-in-Chief.

● RSPP is a vestage from the former Soviet Union. Ukraine has a similar organization, once headed by a politician named Anatoliy Kinakh, who used the organization as his political party. In March 2007 Kinakh and 8 members of his faction in Parliament defected from Viktor Yushchenko’s party to Viktor Yanukovich. I was attending the Annual Meeting of the Ukraine Union of Industrialists and Entrepreneurs when it happened. I saw it go down. I’m sure I was the only Westerner there. Changing parties during a session of Parliament, as Kinakh did, was supposed to be illegal, but no matter. In January 2010 Yanukovich pulled the same stunt, likely greased by large sums of cash which was no doubt the case with Kinakh, getting 28 members of Yulia Tymoshenko’s faction to change parties. Tymoshenko was then the Prime Minister. The defections forced a no-confidence vote that Tymoshenko lost. The following year Tymoshenko was sentenced to 4 years in prison.
● After Ukraine wins and the veterans come home, I hope that their first order of business is permanently sidelining Kinakh and his ilk. This is what they’re fighting for.
8:06 pm: British marines have completed six months of training for almost a thousand Ukrainian defenders.
