Ash wonders if the call placed by President Xi to President Zelenskyy is an effort at damage control, after what As describes as “that incredible diplomatic faux pas/catastrophe by the Chinese ambassador to Paris, by commenting to the effect that post-Soviet states have no right to exist.”
I think Russia should be as offended by the remarks of the Chinese Ambassador to France as are the other former republics, but I doubt they are. Russia has never applied for membership in the United Nations on its own. Instead, Russia took the membership of the former Soviet Union, that included all the former Soviet republics except Ukraine and Belarus, both Founding Members of the UN and, by doing so, became a permanent member of the UN Security Council. All the other former republics, ex Ukraine and Belarus, applied for membership in the United Nations on their own. Therefore, if there is any former Soviet republic that is illegitimate it is probably Russia.
A couple of other observations:
· Ash wondered if Xi’s call was intended to buy time for Putin, forcing Ukraine to maintain a “decent interval,” between the call and the start of Ukraine’s counteroffensive. For those not old enough to remember, “Decent Interval,” is a title of a book by former CIA officer, Frank Snepp, describing how the U.S. wanted to negotiate a “decent interval,” concerning both U.S. withdrawal from South Vietnam and the continuation of the Government of S. Vietnam for a “decent interval.” It didn’t happen. Later, the CIA successfully sued Snepp, forcing Snepp to disgorge all the royalties from the book and succeeding in removing the book from the shelves.
· Ash also theorizes that the interests of China and the United States are aligned, in that both want to drag out the war to weaken Russia and, at least in China’s case, keep Putin in office. However, the U.S. Congress seems to have other ideas, effectively forcing the hand of the Biden Administration, with a resolution, introduced yesterday, that calls for Ukraine’s victory.
Predictably, there was no “decent interval” for Afghanistan, either. Managing a defeat by drawing out a war, seems almost impossible to accomplish.

Some factors that seem to directly affect Russia’s war effort:
· Growth in Russia’s GDP, such as it may be, is almost entirely the result of defense of spending which, as Freedman reports, has grown from 4% of GDP in 2021, to 7% last year. According to Freedman, industrial production has decreased by 8% per annum, whereas military orders have increased by over 1/3rd. Defense spending usually ends up as a drag on an economy because the product, namely weapons, creates no value-added for the overall GDP (except death and destruction).
· “Another serious issue, with short-term consequences and dire implications for the long-term, is the declining population. There have long been problems with a declining birth rate and a high mortality rate. Covid took a heavy toll. Many have been killed or badly wounded in action. Others have fled the country. With the military still trying to find new recruits to replaces its losses there are reports of severe labour shortages elsewhere in the economy, especially in information technology. In this sector 10% of workers left Russia last year, confident of being able to gain employment elsewhere.” Russia has recently announced a special income tax on Russians living abroad, directed at Russians who still have jobs in Russia, but are working remotely from places like Kyrgyzstan.
· “The other key question about the impact of sanctions is whether they have interfered with Russia’s ability to replace the thousands of items of destroyed or damaged equipment. Russia is following expedients from scavenging what is still left in Russia, even in museums, and holding back on meeting export orders (which has been a big business for Russia in the recent past). In terms of new production it is hampered by a lack of components that were imported in the past, including microchips. Recently Forbes has reported, drawing on a CSIS study, about Russian problems getting hold of modern optics and high quality ball bearings. These are essential for tank and armoured vehicle production. The shortages initially were so great that factories had to close. Production continues to be far below demand. Ball bearing shortages also have an impact on trains, essential to Russian logistics.”
From reading Freedman’s blog, it seems that even though Russia’s economy may not have fallen off a cliff, and may even be growing, Russia faces serious impediments, both short-term and long-term, in prosecuting the war, including replacing lost equipment, and replacing soldiers who have been killed or injured.
News From the Battlefield
My friend Andrei – As I’ve mentioned Andrei, a Ukrainian living in Kyiv, served in the Soviet Army, in Sub-Saharan Africa, and he later worked in private equity in Moscow, He occasionally sends his observations. Here is his latest – “It seems that the Ukrainian armed forces have started to uncoil for the forthcoming offensive. Crossing the Dnipro River is one of the first acts in it. Heard a rumor that there is a plan to invade Russia proper as well 🙂. There will be several consecutive or simultaneous first strikes to test Russian defenses and to make them move reserves to where the Ukrainians want them to be.”
“Also, if the weather permits (rivers are still overflowing and the ground is soggy), the D-day could be the 9th of May -- when Putin will be presiding over the Victory Day Parade and most of Russian soldiers will be having their (last) barbecues and drunk as skunks.”
The “Latest Denys” reports the following:
· Video starts with a report that Russia using glide bombs to attack Ukrainian positions in the Dnieper River Delta.
· Ukraine using JDAMS, supplied by the U.S., to hit buildings in Bakhmut (6:00 into the video).
· Weather forecast calls for more wet weather (7:50 into the video). A year ago, wet weather impeded Russia’s advance on Kyiv, forcing Russian column to stick to the roads where they were easy targets for Ukrainians armed with Javelins and NLAWs. It serves as an object lesson for Ukraine, in the timing of their offensive.
“Reporting From Ukraine” covers the following (all from Bakhmut)
· A combination infantry and drone attack on Russians occupying trenches near the Khromove Highway (1:15 into his video). This seems to be a very interesting adaptation of a combined arms operation, including the use of infantry, armored personnel carriers, and the use of drones to guide placements of hand grenades. Look for more of this during Ukraine’s planned offensive in the south, there Russia has prepared an extensive network of trenches.
· The arrival of another private military contractor in the Bakhmut Threater, PMC Redut, established by Gazprom but under the command of the Russian Defense Ministry (3:00 into the video). As “Reporting From Ukraine” describes, this is causing issues with the incumbent, PMC Wagner. Conflicts among combatants from the Russian side may give Ukraine an unexpected opportunity.
As mentioned in earlier emails, the drop in daily casualties on the Russian side continues. This is a possible indication of diminished offensive power on the Russian side, with Bakhmut as an example. Their recent advances have been minimal When they do advance, as what took place in the trenches as covered by “Reporting From Ukraine,” they get chopped up.

11:40 AM: The key event of the last week has been fighting on the outskirts of the city of Bakhmut, especially near the village of Khromovo, as Ukraine seeks to maintain control over its supply route 0506.
· According to British intelligence, Ukraine's other ability to replenish stocks in Bakhmut is likely complicated by mud on dirt roads.
· "Since the city has been under attack for more than 11 months, Ukrainian defense of Bakhmut has become one of the elements of a much deeper defensive zone, which includes the city of Chasiv Yar in the west," the British Ministry of Defense said.
11:20 AM Associated Press: Democratic Senator Bernie Sanders will not run in the 2024 US presidential election.
· In a comment to reporters, the politician himself said that he was not going to the elections but would support Joe Biden's attempt to be re-elected.
· Sanders, 81, twice tried to win the right to run for the Democratic nomination in 2016 and 2020 but lost first to Hillary Clinton and then to Joe Biden, respectively.
10:45 AM: Three Russian warplanes intercepted over the Baltic Sea, the German air force said.
· Two Su-27s and one Il-20s flew in international airspace over the Baltic Sea without a transponder signal.
· Germany and Britain spotted Russian planes and were intercepted by a NATO reconnaissance aircraft.
09:45 AM: The Russian PMC Wagner continues to operate around the world, which is why the United States and its allies are engaged in deterring it.
· This was stated during a press briefing in Washington by US Deputy State Department spokesman Vedant Patel.
· "We are working together with our allies and partners to rein in the influence of the Wagner Group – certainly on the African continent, but also elsewhere," Patel said.

8:42 am The New York Times: Ukraine may launch a counteroffensive along the coastline of the Sea of Azov, writes with reference to US officials.
· By the end of April, 12 combat brigades of the Armed Forces of Ukraine numbering about four thousand fighters each will be ready for the attack, writes the NYT, citing "leaked" Pentagon documents. Nine of them will be prepared and armed by NATO.
7:55 am: Joe Biden to attend Group of Seven summit to be held in Japan - White House.
· "The President and G7 leaders will discuss a number of the most pressing global issues, including unwavering support for Ukraine, addressing the food and climate crises, ensuring inclusive and sustainable economic growth, and continuing the transition to clean energy," the report says.
12:52 am: Portugal will send 5 armored vehicles to Ukraine for rescuers and medics.
· This was announced by Minister of National Defense of Portugal Helena Carreiras
· These are three armored vehicles of type M113 in the version prepared for transporting the wounded, and two armored vehicles of type M577 in the medical version, that is, intended for the placement of medical posts.
12:38 am: Foreign Minister Dmytro Kuleba said that Ukraine is ready to discuss any peace plan that does not lead to a freeze on the war or territorial concessions.
· "We are ready to discuss any peace plan that does not lead to freezing or for Ukraine to surrender territory to Russia," he said in an interview with CNN.
12:00 am: A bipartisan draft resolution titled "Ukraine's Victory" has been introduced in the U.S. House of Representatives.
· The victory of Ukraine is defined as the return under Kyiv's control throughout Ukraine within the internationally recognized borders of 1991.
· The draft also states that "the world that will bring victory to Ukraine must be ensured by Ukraine's integration into NATO." The United States "should work with its allies and partners to ensure that Russia pays reparations to Ukraine and that the international community helps rebuild Ukraine."
· I believe that the Resolution will pass both Houses of Congress by large margins, with majority support from both Parties. In addition to the strongest possible statement by Congress, the resolution will accomplish the following: it forces the hand of the Biden Administration, that has been reluctant to use the word “victory” in any of its statements; it marginalizes Members of Congress, mostly on the far Left or far Right, who are opposed to continued United States support for Ukraine. In addition, the departure of Tucker Carlson removes a major conduit for Russian propaganda that is seen by the 3.2 million people who watched Tucker’s show.

7:50 pm: Britain has already sent depleted uranium munitions to Ukraine, said James Heappey, deputy head of the country's Ministry of Defence.
· "We have sent thousands of sets of shells for the Challenger 2 to Ukraine, including armor-piercing shells with depleted uranium. For operational security reasons, we will not comment on the usage figures of the kits supplied," he said.
7:10 pm: Klitschko in the US: discusses assistance to Ukraine with the U.S. Government
· "Today and tomorrow, I will talk about support and assistance to Ukraine in Washington with senators and congressmen, leading political experts and representatives of the US government," Klitschko said.

11:58 AM: Explosions at Russian military facilities in the temporarily occupied Crimea in no way violate the terms of the grain agreement. This was announced by representative of the Defence Intelligence of Ukraine Andriy Yusov.
· According to Andriy Yusov, recent accusations of an alleged attack on civilian infrastructure and threats by the aggressor state to freeze the grain deal are false manipulation by Russia.
10:16 AM: The SBU detained two collaborators who were hiding from justice in Kyiv and Odesa. Among the detainees is the former head of one of the "departments" of the "basin management of water resources of Kherson region" created by the aggressor.
· Another accomplice of the aggressor was a resident of Kherson, who during the occupation of the city got a job in the "regional pension fund" created by the invaders.
· Currently, both defendants have been served suspicion notices under Art. 111-1 of the Criminal Code of Ukraine (collaboration activities). One of them has already been chosen by the court as a preventive measure – detention.
10:00 AM: Today marks the 37th anniversary of the Chernobyl accident, the largest nuclear disaster in history.
· The accident claimed the lives of hundreds of people and caused irreparable damage to the ecology of Europe. Since then, on this date, Ukraine annually honors all people who died or suffered from this disaster, as well as honors the liquidators of the consequences of the accident.

· During the day, Russian troops inflicted 2 missile strikes from the S-300 air defense system on the center of the peaceful city of Kupiansk, Kharkiv region.

6:00 pm: The SBU exposed 11 other teachers who voluntarily collaborated with the Russians. Among them are the heads of captured Ukrainian schools and education departments.

· In messengers and banned social networks, the attackers spread disinformation and Kremlin narratives about the war in Ukraine. Most of the destructive content they took from the Internet resources of the aggressor country.
3:59 p.m.: The Kyiv Court of Appeal has arrested former Lv’iv Berkut commander Rostyslav Patselyak, the Prosecutor General's Office said.
· According to investigators, in February 2014, the Berkut commander ordered his subordinates to use firearms and special means against Maidan activists to prevent people from advancing to the Verkhovna Rada.
