Interview With Oleksiy Danilov, Head of Ukraine’s National Security & Defense Council
PBS NewsHour (6:30)
Shown on last Friday’s PBS “Newshour,” this is a revealing interview, not so much from the Ukrainian side, but from the side of the American media, particularly PBS that has continually made negative reports about Ukraine’s ability to defend itself, and Ukraine’s prospects, since before the start of Russia’s latest invasion. A couple of “tells:”
· The “Newshour” interviewer, who is of Ukrainian descent, described Ukraine’s situation as “dire.” How can Ukraine’s situation be “dire” if, since the start of Russia’s latest invasion, Ukraine has: Driven Russians back from Kyiv; conducted 2 successful counteroffensives, in Kherson and Kharkiv; blunted Russia’s winter offensive designed to take all of Donbas; liberated approximately 50% of its territory that Russia has occupied?
· Toward the end of the interview, Danilov said that they expected Russia to “disintegrate.” When the interviewer asked Danilov how long this would take, Danilov answered 3-7 years. I think that the Biden Administration is deathly scared of what Danilov described, and they’re searching for a way to have Ukraine be victorious, but in a way that would reduce the probability that Russia would disintegrate.
Today we were having brunch with my sister and her family. My brother-in-law asked me if I thought Russian propaganda was having an effect in the U.S. My answer was that it was having no effect in most of the Country, but was having a significant effect inside the Washington, DC Beltway, especially inside the Biden Administration, the Washington and New York City media with PBS “Newshour” being a prime example, some Washington think tanks, and in certain Congressional districts, particularly in Georgia, the Seattle area, parts of Minneapolis/St. Paul, parts of Queens and the Bronx, Florida, around Steamboat Springs, Colorado, and a certain part of Palm Beach, Florida.
War of the Churches – Interviews With Followers of the Ukrainian Orthodox Church, Moscow Patriarchate (“UOC-MP”) Inside the Pechersk Lavra/Hromadske TV (22 minutes)
Hromadske TV is an internet-based channel. Hromadske got its start during the 2013/14 Euromaidan protests, when it, along with Poroshenko’s Channel 5, were the only 2 news outlets covering the protests full time. When we weren’t on Independence Square ourselves, Hromadske is where we got most of our news.
I think the followers of UOC-MP are sincere, their warped view of Putin notwithstanding. Their views are not going to change, and there is nothing for Ukraine to gain from moving to overtly shut down UOC-MP, other than to provide grist for Tucker Carlson’s mill that Ukraine is engaging in religious discrimination. However, those UOC-MP priests, and other officials of which there are plenty, who engage in distributing Russian propaganda, are involved in treasonous activities like providing targeting information to the Russians, should be prosecuted and jailed. As is currently being done with the territory of the Pecherska Lavra where these interviews took place, local and regional governments and citizens continue to move against individual UOC-MP churches and transfer their affiliation to the Orthodox Church of Ukraine. This is entirely legal in Ukraine and should be continued.
News From the Battlefield
“Reporting From Ukraine” focuses on the fighting around Avdiivka. He mentions Ukrainian artillery strikes on Russian troop concentrations around Pisky. To illustrate how close the fighting around Avdiivka is to Donetsk City, Pisky is a town located next to Donetsk Airport. During the fighting for control of Donetsk Airport in 2014/15, Pisky was a staging area for Ukrainian civilians re-supplying Ukrainian troops operating inside the airport terminal. They were using pick-up trucks, and they had to drive past Russian and separatist positions.
The ”Latest Denys” reports on Belgorod, Russia, where a Russian plane mistakenly dropped two large bombs in the center of the city. Both bombs were what the US Airforce refers to as “bunker busters,” using delayed fuses. One bomb went off below ground, causing a huge crater. The other was a dud, but local authorities evacuated around 3,000 people until the bomb was disarmed. It is almost certain that the bombs were intended to be used against Ukrainian command posts.

· The Chinese Ambassador raises a very interesting point. Does Russia, a former Soviet Republic, not have “effective status under international law?” After all, Russia was also a former Soviet republic. After the break-up of the Soviet Union in 1991, did Russia ever apply for membership in the UN, as did every other former Soviet republic, except for Ukraine and Belarus that were both original UN members? If the answer is no, then it would follow that Russia’s “membership” in the UN is illegitimate, and its “Ambassador” to the UN should be stripped of his credentials and shown the door forthwith.
3:32 PM: Italian Defense Minister calls on Ukraine and Russia to negotiate with Chinese mediation.
· "The only thing we can try to do is not to end the war, but to stop the clashes and try to put two interlocutors who do not talk to each other at the same table. We need firefighters in a world in which the UN, which is supposed to do this, has lost such a function," said Guido Crosetto.

1:54 PM DW: Allies lean towards hybrid tribunal over Putin.
· An official in the EU, who wished to remain anonymous, said that, according to experts of the European Union in the field of international law, an international tribunal based on Ukrainian jurisdiction is the most likely option for the administration of justice in this case.

10:18 AM Operational Command South: commented on the likely transition of the Armed Forces of Ukraine to the left bank of Kherson.
· "I want everyone to understand that when the front line passes along such a wide powerful river as the Dnieper, overcoming such an obstacle is a very difficult job. Therefore, even the best "students" of the Institute for the Study of War need to be patient here," said Natalia Humeniuk, head of the press service of the Southern Defense Forces.
· A non-denial denial if I ever heard one.
8:22 AM Institute for the Study of War: Ukrainian forces took up positions on the left bank of Kherson region
· It is noted that Russian military bloggers provided enough geographically linked video materials and text messages to confirm that as of April 22, Ukrainian troops took up positions on the left bank of the Kherson region, but it is not known on what scale and with what intentions.
· The Russian military command is inclined to stop offensive operations in Ukraine and prepare for defense, but is wary of telling Putin personally about this —
· According to ISW, some ultranationalist figures claim that the Russian Defense Ministry notified them of efforts to deploy 400,000 contract troops to make sure Russia has enough manpower to effectively freeze Ukraine's current front lines. The Russian military command is also transferring conscripts to hold Russian positions in Crimea.
7:18 AM General Staff of the Armed Forces of Ukraine:

· In particular, Russian military bloggers have claimed that Ukrainian forces have held positions on the eastern bank of the Kherson region for weeks, established stable supply lines to these positions and regularly make sorties in the area — all indicating a lack of Russian control over the area.
6:00 AM: Ministry of Culture checks the activities of the UOC-MP in the temples of Pochaiv and Chernihiv.
· According to Minister Oleksandr Tkachenko, the Ministry of Culture is in a "civilized dialogue" with representatives of the UOC-MP in Chernihiv, and work in the Pochayiv Lavra is just beginning.
· Chernihiv is one of the oldest and most influential centers of learning in the Eastern Orthodox World. There are several churches in Chernihiv going back nearly 1,000 years. I have had the good fortune to visit most of them. They have survived all the conflicts that washed across the Region, including WW-II where, in 1943, the tank battle of Kursk was fought not far from Chernihiv. Kursk was the largest tank battle in history. I hope they survived this latest conflict with minimal damage. Chernihiv should be a UNESCO World Heritage Site.

8:37 PM: Russia launched more than 1200 missiles and UAVs at key power system facilities: more than $1 billion is needed for restoration.
· "The margin of safety has seriously decreased and by next winter it needs to be restored. Today we need to work to make the passage of the next heating season easier and more predictable than this winter... 4:15 pm: Reznikov's agreement with NATO on the NSPA frightened the Russian command.
· "The green light for purchases through the NSPA means that they will borrow from whomever they want, America will pay for everything. Simultaneous training of Ukrainian fighters in Europe will be 100 thousand. 3-4 months for 100 thousand is a lot. They will come from Germany, they will be technologically educated. The West handed over 230 tanks and 1500 other armored vehicles. This is also enough to seriously counteract.
