The Leak
Today I spoke with a retired top U.S. intelligence person, someone who gets these emails. I asked him about the leaks. He said that the leaks were bound to happen. The reason – too many people were on the distribution lists, and that this was a conscious policy on the part of the Biden Administration. I asked him if, given the number of people who had access to the information, would the leaker(s) ever be caught. He said that he understood that some of the papers were photographed, and others had various identifying marks, making it more likely that the leaker(s) would be caught, because it would be possible to eliminate many of the recipients. His last comment was, “Every country gets the intelligence service they deserve.”
What Was Leaked?
Aside from revelations about other countries, especially S. Korea and Israel, what was leaked can be broken down as follows:
Concern about Ukraine’s antiaircraft capabilities – The papers claim that Ukraine is running out of antiaircraft ammunition, especially ammunition used in antiaircraft systems designed to target fixed wing aircraft flying at high altitudes.
The papers claim that the reason Ukraine is running out is because Ukraine has been using up its antiaircraft ammunition, likely to attempt to target cruise missiles and Iranian drones flying at lower altitudes. The claim is that Russia has been launching attacks with cruise missiles and drones intentionally, to force Ukraine to shoot them down so that eventually, starting in May after Ukraine exhausts their antiaircraft ammunition, Russian fixed wing aircraft can then resume flying over Ukrainian and do substantial damage to Ukrainian military assets, especially Ukraine’s plan for the counteroffensive.
The theory that Russia is trying to force Ukraine to use up its antiaircraft missiles, if it is indeed accurate, may be reflected in Russia’s recent strategy in directing their missile attacks on oblast capitals with less robust antiaircraft coverage, including Dnipro, Zaporizhia, Odesa, and others, rather than in Kyiv or even Lv’iv. Every day, my partner reports on missile strikes on oblast cities. Better systems like IRIS-T means that Ukraine would have to use fewer missiles to shoot down the same number of attacking missiles, whereas in oblast cities it’s necessary to use more because of lower accuracy of the antiaircraft systems deployed around those cities.
Below, you will find a list of anticraft systems delivered by Western partners, that are either in Ukraine’s possession or committed. In David Ignatius’ latest Washington Post column, where he calls the content of the leaked documents “chilling,” he states, “Ukraine depends on Soviet-era SA-10s, better known as S-300s and SA-11s, better known as BUKs, for 89 percent of its air defense over 20,000 feet. At current firing rates, the document predicted, the SA-11s would be depleted by March 31 and the SA-10s by May 2. Other systems “are unable to match the Russian volume” of attacks, and the shortage is so severe that “multiple mitigating options must be simultaneously pursued.”
Ignatius doesn’t mention the effect of some of the systems listed later in this email, those that Ukraine already has. IRIS-Ts and NASMS have both been very effective. According to the information later in this email, the former is effective up to 60,000 ft and the latter up to 50,000 feet. Both have been very effective in shooting down cruise missiles. Is Ukraine short on ammunition for these 2 systems, the former Garman and the latter American/Norwegian? Ignatius doesn’t say. He only mentions shortages of A-300s and BUKs.
Ignatius also says, “The same document assessed that Ukrainian air defenses designed to protect troops on the front line, where much of Russia’s air power is concentrated, will “be completely reduced” by May 23, resulting in strains on the air defense network deeper into Ukrainian territory.” Several systems listed later in this email, including the Hawk, also capable of hitting targets up to 60,000 ft., are designed to be more mobile and to protect troops on the front line, yet Ignatius doesn’t explicitly incorporate these systems in the remark he made that Ukraine’s tactical air defense will be “completely reduced” by May 23rd. It would seem hard for one to draw this overall conclusion unless all of the antiaircraft systems currently in Ukraine’s possession are considered.
Ignatius mentions the $2.6 billion weapons package that the U.S. recently announced. He states, “Ukraine is facing a severe shortage of air defense weapons that could cost it the war. We knew it had a problem (of lack of air defense weapons) from last week’s announcement that the United States was rushing an additional $2.6 billion in air defense systems and other weapons. The new package includes ammunition for Patriot and High Mobility Artillery Rocket System, or HIMARS, missile batteries; nine gun trucks and 10 anti-drone laser systems; new air surveillance radars, antiaircraft ammunition and Grad rockets.” The only items on this list that relate to high-altitude antiaircraft systems are ammunition for the Patriots.
Ukraine has been lacking in antiaircraft capabilities since at least last October, when Russia began hitting Ukraine’s energy grid. Given the arrival of Western systems, especially those capable of hitting high-altitude targets, Ukraine seems to be in relatively better shape now that it was last October, but that doesn’t mean that there aren’t significant concerns. However, Ignatius seems to imply that the condition of Ukraine’s antiaircraft defenses has degraded over time. This does not seem to be the case.
Doubts about the counteroffensive – An article in the Washington Post described American concerns about the success of Ukraine’s planned counteroffensive. This article is similar to numerous negatively slanted articles since the start of the war, minimizing Ukraine’s chances against Russia, starting with almost universal buy-in that Ukraine won’t last more than 5 days.
These articles have been consistently wrong, including:
· The Battle of Kyiv – No pundit predicted that Russia would conduct a wholesale retreat around Kyiv.
· Last Year’s Offensives – Many articles by the usual pundits predicted that Ukraine’s offensive to liberate Kherson wouldn’t work.
· No Western pundit predicted Ukraine rolling up Russian defenders in the Kharkiv Region, much less 2 offensives at one time, Kherson and Kharkiv.
With respect to the up-coming counteroffensive:
· Ukraine’s troops are exhausted – The article does mention that many of the troops who will be involved in the counteroffensive are undergoing training in the UK and elsewhere in the West, and they aren’t involved in the current fighting, and are thus likely not exhausted.
· The article doesn’t mention the types of training the Ukrainians are receiving, including training in combined arms operations, and what effect, if any, that might have on the probability of success of the upcoming counteroffensive. Combined arms appear to be something that Russians have difficulty defending against, yet the article never discusses this.
· The article doesn’t mention that Ukraine hasn’t deployed their new armored personnel carriers, including Bradleys, to the current fighting.
· The new equipment is more powerful than the equipment Ukraine used last year, in their successful offensives in Kherson and Kharkiv.
· In recent days, this email has described probing attacks along 4-5 different vectors along “Line Zero” in the Zaporizhia and Kherson regions, including several along points in the Dnieper River. Which one, or a combination, will be the primary focus of the counterattack?
· Will Ukraine launch a separate counterattack in Luhansk, as it did last Fall with Kherson and Kharkiv?
· Ukraine is now producing its own longer-range missiles capable of hitting targets throughout Crimea, thus cutting off a major Russian supply route.
Moles in the Kremlin – The United States has had a mole, or moles, in the Kremlin for years, maybe as far back as 2014. The question whether the mole was/is a human. Before the start of the war William Burns, Director of the CIA, came to Kyiv to tell Pres. Zelenskyy what the U.S. knew about Russian plans to invade Ukraine. It turned out that what Burns told Zelenskyy was quite accurate. The question is – would Burns have given out this information if it meant compromising a human mole in the Kremlin? It’s almost certain that if the mole was human the answer would be no. Neither the leaks nor the commentary by the pundits asks this question.

· After that, Shmyhal will visit the United States, where he will meet with high-ranking officials and take part in Spring Meetings.
08:45: Egypt secretly planned to manufacture and transfer 40,000 missiles to Russia, - The Washington Post, citing one of the classified Pentagon documents that got online.
· Part of the secret document, dated February 17, summarizes alleged conversations between Abdel Fath el-Sisi and senior Egyptian military officials, and also reveals Egypt's plans to provide the Russian army with shells and gunpowder.
· The Egyptian president urges his officials to keep arms production and shipments for Russia secret to avoid problems with the West.

23:20: The leak of documents of the United States Department of Defense on the situation in Ukraine, including those with stamps of secrecy, will in no way prevent the United States from further providing the Ukrainian side with all types of necessary assistance.
· "We will continue to support Ukraine against the backdrop of Russia's brutal aggression for as long as it takes," U.S. State Department deputy spokesman Vedant Patel said during a briefing in Washington.
· He also stressed that the Ukrainian leadership independently makes decisions on planning and conducting military operations.
22:24: Belgium earned 625 million euros on taxation of income of frozen Russian assets, — Le Soir.
· According to the publication, 250.6 billion Russian assets placed through the international depository Euroclear were frozen in Belgium.
· Euroclear reinvested this money, resulting in excess profits of €821 million. Then the tax was withdrawn from this amount at a higher rate.
21:42: The "leak" of classified Pentagon documents could pose a serious threat to US national security.
· It is reported by CNN with reference to a statement by Assistant Pentagon Chief Chris Meager.
· "The Department of Defense is working around the clock to examine the scope and extent of the spread, the estimated impact and our mitigation measures," Meager said.
21:26: Denmark plans to deliver Caesar self-propelled guns to Ukraine next month, and deliveries of Leopard 1 tanks will begin by summer.
· This was stated by acting Minister of Defense of Denmark Troels Lund Poulsen during a briefing in Odesa.
· "Looking six months ahead, about 100 Leopard 1 tanks can be delivered to Ukraine. And we will be able to discuss the supply of Leopard 2, which Denmark does not have very much," he said.
19:42: The US Strategic Command will begin its annual Global Thunder nuclear deterrence exercise on April 11.
· This was reported by the command of the US Armed Forces.
· The exercise will involve personnel from the entire strategic command, as well as allied nations, including Britain.
18:51: Over the past year, exports of Moldovan products to the Russian Federation have fallen by almost a third.
15:56: US President Joe Biden decided to run for a second term, — NBC News, citing its own source.
· However, the publication noted that the head of the White House would like to "leave himself the opportunity to change his mind." Elections in the United States will be held on November 5, 2024.
15:35: Since March 2022, Switzerland has increased to a record 2 billion euros (40%) pharmaceutical exports to Russia compared to the previous 12 months.
14:58: Germany has provided Ukraine with a new package of military assistance. This is stated on the website of the German Ministry of Defense. The new assistance package includes:
· DACHS armored engineering vehicles;
· Zetros trucks designed specifically for extreme off-road conditions;
· mobile antenna systems;
· drones for reconnaissance tasks;
· ammunition caliber 40 mm.

12:56 p.m.: Ukraine has far more night vision capabilities than Russia, and it's worth taking advantage of, says former U.S. Army Europe commander Mark Hertling.
· "It is necessary to move very quickly, rapidly in small areas to get to the rear of Russian troops. And create as much chaos as possible.
· The United States did this during World War II on several occasions. History books will tell you about some units that were specially trained to move at night," the former general was quoted as saying by Voice of America.

· Over the past day, the enemy inflicted 39 air and 7 missile strikes, 4 of which were from the S-300 air defense system on the peaceful city of Kramatorsk.
· He carried out 47 attacks from multiple launch rocket systems on the positions of our troops and civilian infrastructure of settlements.

00:21: Ukrainian Defense Minister Oleksii Reznikov has invited foreign F-16 fighter pilots that Ukraine seeks from allies to join the Ukrainian army.

· Reznikov invited foreign specialists who have the desire, appropriate permits and are able to service self-propelled guns and tanks transferred by allies to come to work in Ukraine.

18:16: Yevhen, an anti-aircraft gunner of the 79th Air Assault Brigade, told how he shot down an enemy Su-25 near Marinka, Donetsk region.
14:35 Donetsk RMA: Russian warplanes hit Avdiivka.
· Another high-rise building was destroyed. There were no casualties as residents were evacuated. About 1,800 people remain in the city, according to authorities.
